Boeing Starliner's 1st astronaut launch delayed again, this time with no new flight date

"The next possible launch opportunity is still being discussed."

The first astronaut mission aboard Boeing's Starliner is indefinitely grounded.

Starliner will not lift off on Saturday (May 25) as planned, which was the latest launch date following several delays in recent weeks. NASA officials communicated the delay late on Tuesday (May 21), providing no specific cause yet. But the team has been examining a small helium leak in a Starliner thruster in recent weeks.

"The team has been in meetings for two consecutive days, assessing flight rationale, system performance, and redundancy. There is still forward work in these areas, and the next possible launch opportunity is still being discussed," the e-mail update read in part.

Starliner's Crew Flight Test (CFT) mission to the International Space Station or ISS, as NASA and Boeing officials repeatedly have stressed, is developmental. In past briefings, officials say they always emphasize safety over schedules. NASA CFT astronauts Butch Wilmore and Suni Williams , both former U.S. Navy test pilots, have said much the same.

 Starliner appeared to be ready to fly on May 6, but the countdown was halted just two hours before liftoff, while Wilmore and Williams were being strapped into the spacecraft. (The helium leak was also ongoing during this time, but at that time engineers did not deem that an issue for launching.)

The delay was ultimately called after United Launch Alliance (ULA) found an oxygen relief valve issue on the Atlas V rocket set to launch the duo from the coastal Cape Canaveral Space Force Station near Orlando, Florida. The Atlas V has been flying missions since 2002 with 100% launch success, but CFT will be the first crewed launch for the rocket.

ULA determined the safer option would be to address the "buzzing" valve — it was opening and closing rapidly — without astronauts on board. After a few hours of evaluation, the team elected to pull the stacked rocket back to shelter to replace the valve.

While in the ULA facility, the team scrutinized the helium leak and announced delays, first to May 21, and then to May 25. "The additional time allows teams to further assess a small helium leak in the Boeing Starliner spacecraft's service module traced to a flange on a single reaction control system thruster," NASA officials wrote in a previous update.

Helium is a non-combustible gas and does not pose a risk during ground operations, but proper pressure is needed to send propellant to Starliner's dozens of engines . This helium leak was found in a part of the spacecraft used for small maneuvers in orbit, according to multiple media reports.

Starliner is only authorized to dock to one port of the Harmony module of the ISS on this test mission, meaning NASA needs to preserve that spot open for CFT to launch. If the fix takes several weeks, it may be difficult for NASA to hold the spot open given the ISS hosts other cargo and astronaut missions. That is likely one factor behind the uncertainty of the launch date.

Williams and Wilmore had remained in quarantine through the launch delays, flying back to NASA's Johnson Space Center in Houston in mid-May. NASA did not say if the astronauts will emerge from their quarters, but if the delay persists for many weeks it is likely they will leave to focus on other CFT training duties.

Developmental delays often arise in new space programs. Boeing and SpaceX were both tasked by NASA in 2014 to send astronauts to the ISS using commercial crew vehicles. The target date for astronaut flights at that time was 2017. 

SpaceX, borrowing from its cargo Dragon design that began flights in 2012, flew its first Crew Dragon with astronauts successfully in 2020. Starliner's waited much longer.

Starliner failed to reach the ISS during its first uncrewed test flight in 2019 due to a software glitch that stranded the spacecraft in the wrong orbit. A follow-up flight made it there safely in 2022 after addressing the dozens of issues, in addition to experiencing other delays in part due to the outbreak of the coronavirus pandemic in March 2020.

CFT was delayed further in 2023 after the team found the capsule's parachutes could carry less load than expected, and discovered flammable tape covering much of the wiring in the spacecraft. Those issues are behind the team, however, NASA and Boeing officials said in the spring.

Gov't will launch 'K-info Hub' to correct misinformation about Korea

The government will create a go-to website called the K-info Hub to provide information on everything Korean and correct misinformation in popular overseas data services, namely Wikipedia, as part of a four-year plan to double down on Korea’s overseas promotional strategy.

The Ministry of Culture, Sports and Tourism announced its newest international public relations strategy on Monday at the Seoul Government Complex in central Seoul, detailing its three major missions of its upgraded state promotion plans: A unified promotional message among all government ministries, the distribution of correct information about Korea and partnerships with content creators in and outside of the country.

“Korea has been fortunate enough to establish a positive image in the global landscape, mainly due to cultural content such as K-pop and K-dramas, but, in retrospect, we have lacked the proper deliberation on how to properly utilize the situation. So, the main goal will be to bring together the different channels, images and data that have been dispersed widely and form a uniform tactic.”

The ministry will begin by analyzing the platforms through which foreigners research Korea, as well as the services they frequently use and queries they look for. It will then gather a team of experts from the ministry and other related institutions to correct wrong or outdated information.

The K-info Hub will serve as a new website to provide information on Korea, mostly based on existing official data that were previously scattered across various places.

Other missions include providing more information to foreign press, uploading open source data including pictures and videos of Korea for various creators and collaborating with not only conventional media, but also creators from new platforms, such as YouTube and TikTok, to create both hard and soft content on Korea.

The ultimate goal is to promote Korea as the “global pivotal state sharing with the world,” according to Culture Minister Yu In-chon.

“We hope this new plan for overseas promotion will help cement Korea as a ‘pivotal state’ in the global scene, based on the heated attention that the world has been paying to K-culture,” Yu said. “We will support the overseas launch of art, content and tourism and also help to create a healthy cycle by boosting overseas promotional activities.”

The announcement comes four days after Yu announced the ministry’s newest K-culture promotion plan with a new department specializing in international cultural affairs and public relations by incorporating the Korean Foundation for International Cultural Exchange (Kofice) into the ministry.

The new bureau will oversee and align all overseas promotions and support programs held by state-run cultural institutions, such as Arts Council Korea (Arko) and the Korea Arts Management Service (KAMS), by tapping into the government's resources around the world, including culture centers and Sejong Language Institutes in different countries.

The new department will also expand its cooperation with other government ministries, namely the Ministry of Foreign Affairs and the Ministry of Economy and Finance, to create synergy between other government-led events. The collaborative effort will also help to establish a single promotional motto for the government, according to the Culture Ministry.

The Finance Ministry will finalize a budget for the new projects around August and September. Minister Yu expressed “a positive outlook,” as the Culture Ministry's goals align with those of the Finance Ministry and the overall sentiment of the government.

To open Recall, use the keyboard shortcut +J , or select the following Recall icon on your taskbar:

Your timeline in Recall is broken up into segments, which are the blocks of time that Recall was taking snapshots while you were using your PC. You can hover over your timeline to review your activity in a preview window. Selecting the location on the timeline or selecting the preview window loads the snapshot where you can  interact with the content .

Search with Recall

Maybe you wanted to make that pizza recipe you saw earlier today but you don’t remember where you saw it. Typing goat cheese pizza into the search box would easily find the recipe again. You could also search for pizza or cheese if you didn’t remember the specific type of pizza or cheese. Less specific searches are likely to bring up more matches though. If you prefer to search using your voice, you can select the microphone then speak your search query.

By default, results are shown from all apps where Recall found matches. You can narrow down your results by filtering the matches to a specific app by selecting an app from the list.

When the results are displayed, they will be listed under the headings of text matches and visual matches . Matches that are closer to your search are shown first. You’ll also notice that some items are listed as one of the following types of matches:

Close match : Close matches typically include at least one of the search terms or images that are representative of a term in your query.

Related match : Matches that share a commonality with the search terms would be considered related. For instance, if you searched for goat cheese pizza , you might also get related matches that include lasagna or cannelloni since they are Italian dishes too.

Interacting with content

Once you’ve found the item you want to see again, select the tile. Recall opens the snapshot and enables screenray, which runs on top of the saved snapshot. Screenray analyzes what’s in the snapshot and allows you to interact with individual elements in the snapshot. You’ll notice that when screenray is active, your cursor is blue and white. The cursor also changes shape depending on the type of element beneath it. What you can do with each element changes based on what kind of content screenray detects. If you select a picture in the snapshot, you can copy, edit with your default .jpeg app such as Photos , or send it to another app like the Snipping Tool or Paint . When you highlight text with screenray, you can open it in a text editor or copy it. For example, you might want to copy the text of a recipe’s ingredients list to convert it to metric.

Note:  When you use an option that sends snapshot content to an app, screenray creates a temporary file in C:\Users\[username]\AppData\Local\Temp in order to share the content. The temporary file is deleted once the content is transferred over the app you selected to use.

Below your selected snapshot, you have more snapshot options. In many cases, you can have Recall take you back to exact location of the item, such as reopening the webpage, PowerPoint presentation, or app that was running at the time the snapshot was taken. You can also hide screenray, copy the snapshot, delete the snapshot, or select … for more snapshot options.

Pause or resume snapshots

To pause recall, select the Recall icon in the system tray then Pause until tomorrow .  Snapshots will be paused until they automatically resume at 12:00 AM. When snapshots are paused, the Recall system tray icon has a slash through it so you can easily tell if snapshots are enabled. To manually resume snapshots, select the Recall icon in the system tray and then select Resume snapshots .  You can also access the Recall & snapshots settings page from the bottom of this window.

What if I don’t want Recall to save information from certain websites or apps?

You are in control with Recall. You can select which apps and websites you want to exclude, such as banking apps and websites.  You’ll need to use a supported browser for Recall to filter websites and to automatically filter private browsing activity. Supported browsers, and their capabilities include:

Microsoft Edge: blocks websites and filters private browsing activity

Firefox: blocks websites and filters private browsing activity

Opera:  blocks websites and filters private browsing activity

Google Chrome: blocks websites and filters private browsing activity

Chromium based browsers:  For Chromium-based browsers not listed above, filters private browsing activity only, doesn’t block specific websites

To exclude a website:

Select … then Settings to open the Recall & snapshots settings page.

You can also go to Windows Settings > Privacy & Security > Recall & Snapshots to manage Recall.

Select Add website for the Websites to filter setting.

Type the website you want to filter into the text box. Select Add to add it to the websites to filter list.

To exclude an app:

Select … then Settings to open the Recall & snapshots settings page

Select Add app  for the Apps to filter setting.

From the app list, select the app you want to filter from Recall snapshots.

In two specific scenarios, Recall will capture snapshots that include InPrivate windows, blocked apps, and blocked websites. If Recall gets launched, or the Now option is selected in Recall, then a snapshot is taken even when InPrivate windows, blocked apps, and blocked websites are displayed. However, these snapshots are not saved by Recall. If you choose to send the information from this snapshot to another app, a temp file will also be created in C:\Users\[username]\AppData\Local\Temp to share the content. The temporary file is deleted once the content is transferred over the app you selected to use.

Managing your Recall snapshots and disk space

You can configure how much disk space Recall is allowed to use to store snapshots. The amount of disk space you can allocate to Recall varies depending on how much storage your PC has. The following chart shows the storage space options for Recall:

You can change the amount of disk space used or delete snapshots from the Recall & snapshots settings page. 

To change the storage space limit:

1. Expand the Storage settings.

2. Change the Maximum storage for snapshots limit by choosing the limit from the drop-down list. When the limit is reached, the oldest snapshots are deleted first.

To delete snapshots:

Expand the Delete snapshots settings.

You can choose to delete all snapshots or snapshots withing a specific timeframe.

To delete all snapshots, select Delete all .

To delete snapshots from a specific timeframe, select a timeframe from the drop-down list, then select Delete   snapshots.
