Gowanda holds pre-prom safety presentation
Submitted Photos Bethany A. Solek, Assistant District Attorney for the Vehicular Crimes Bureau of the Erie County District Attorney’s Office, spoke about the impact of impaired driving at a pre-prom safety presentation earlier this week at Gowanda High School.
All Gowanda High School students attending prom gathered Tuesday in the auditorium for an informative overview about the dangers of drunk, drugged and dangerous driving. Students were reminded about how a person’s ability to operate a vehicle safely is impaired through narcotics, hallucinogens, cannabis and other substances.
The first person to speak to the group was Gary Klumpp of the Erie County Victim Impact Panel, whose disclosure that he has been sober for a decade was met with applause from the students. A self-described “failure,” Klumpp is a two-time felon who was pulled over by police twice for driving while impaired and brought with him the bottle of vodka he had in his vehicle the last time he was apprehended by the authorities.
“Your life can change in the snap of your fingers,” Klumpp told the students, detailing the shame, family estrangements and financial difficulties that accompanied his arrests. “Please be safe and make the best choices.”
Tim Christian of the Office of the Crash Investigation Unit of the Erie County Sheriff’s Office has been a police officer for 20 years.
Gowanda High School students signed their names on a poster after a pre-prom safety presentation earlier this week to pledge to be safe at prom this weekend.
“My day begins when someone else’s ends,” Christian told the students, alluding to the aftermath of the numerous fatal accidents he has overseen and detailing what a crash response looks like.
Christian recommended the students act responsibly and “just be smart” when making decisions about their personal safety.
“I can’t stand going to a parent’s house,” he said. “It is the worst when they drop to the floor” after he tells them their child is dead.
Suggestions for how to stay safe when drinking also include planning a safe way home in advance and never driving after drinking, designating a sober driver, using a taxi or ride share service or public transportation, and always wearing a seat belt.
Bethany A. Solek, Assistant District Attorney for the Vehicular Crimes Bureau of the Erie County District Attorney’s Office, spoke about the impact of impaired driving. She suggested students always have a plan or excuse for why they aren’t drinking: They are on medication, they have to wake up early for work, they are using a borrowed car, etc.
Solek also discussed some of New York State’s most egregious impaired driving offenders and the severe consequences for their bad behavior including long prison sentences.
“No time will ever be enough and the family (of the deceased) will live that nightmare for the rest of their lives,” said Solek.
All attendees of the pre-prom safety presentation were welcome to sign a “We promise to drive and act responsibly at prom” pledge.
The pre-prom presentation was facilitated by GHS staff including school social worker Miranda Hirschman, school counselor Jen Mattimore, teacher and SADD advisor Shannon Styles, technology integrator Ed Bugenhagen, Assistant Principal David Smith and Principal Rebekah Moraites.

Art update crafted for bea board.
BLUE EARTH– The Blue Earth Area School Board had a presentation from two art teachers at its meeting on Monday. And, one of the art teachers brought a special guest.
High school art teacher Sara Albright gave an update on all of the art activities at the school.
“We took 13 students’ works to the Section art competition at Cedar Mountain School, and we received 13 awards,” Albright reported.
She also gave an update on the BEA Art Club that she started a few years ago.
“We meet one to two times a week from October to May,” Albright said. “We have had 20 to 50 students in the club each year. Many of those students are not in sports or other activities.”
Both Albright and elementary art teacher Morgan Franklin showed slides of students and their art work to the school board members.
Franklin said she has posted 3,900 student creations on an art website and has had as many as 400 clay projects in the kiln at one session.
Franklin said some of the artwork created by the elementary students is very impressive and she showed photos to the board members.
Both teachers said art is done in an open atmosphere and students are free to express themselves.
“They feel comfortable to be themselves,” Albright explained.
Albright also gave an update on Frankie, a certified therapy dog, who has been attending school for two years now.
Albright showed photos of how Frankie has fit in with all the kids and staff and attends some classrooms as well as school activities and events.
Frankie was in attendance at the board meeting.
In other business at the meeting on Monday, the board:
— Heard a report on a work session that had been held on May 1 which concerned the development of a proposal to construct a new K-6 school building,
Later in the meeting the board passed a resolution authorizing the preparation and submission of a proposal to the Commissioner of Education for review and comment on a proposed project.
This is a necessary step in order to eventually have a question on the November ballot about financing a proposed new school project.
— Approved a Long-Term Facilities Maintenance 10 Year Plan.
— Accepted a donation from the BEA Tennis Association to be used for tennis uniforms. Also approved Bucc-y Bag (weekend meal program) donations from several businesses and groups.
— Approved a long list of personnel changes. Those included new hires of elementary teachers Keri Murphy, Dani Morris, Emma McLees and Jameson Johnson, paraprofessional Samantha Holmseth and high school math teacher Carissa Maday; retirements of part time bus driver Charlotte Osborn (46 years) and bus driver/mechanic Dexter Preschel (24 years); resignations from Title I teacher Gianni Alm, elementary teacher Danielle Johannsen, SPED para Lexi Rivera, elementary teacher Brittany Stindtman and paraprofessional Andrea Nienaber.

If you have electronics you’re looking to throw out, the city is hosting a special recycling event next month.
The City of Lawrence, in partnership with Teknix Solutions, will provide a safe, efficient way for residents to dispose of their electronic waste from 9 a.m. to 1 p.m. June 8 at Free State High School, 4700 Overland Drive.
A variety of electronic items will be accepted, including computers, laptops, printers, TVs, gaming systems and small appliances. CRT TVs and monitors will be accepted with a disposal fee of $40 each, payable in cash. A comprehensive list of acceptable items can be found on the city’s electronics recycling webpage .
The event will be on the east side of Free State High School, accessible via Overland Drive between Wakarusa Drive and Folks Road.
Teknix Solutions will ensure that all items are processed securely, protecting both your data and the environment. Teknix’s certified equipment handlers ensure that any electronics they receive are securely destroyed on site or wiped clean using NIST SP 800-88 standards.

WHAT YOU NEED TO KNOW: The Governor’s revised budget proposal closes both this year’s remaining $27.6 billion budget shortfall and next year’s projected $28.4 billion deficit while preserving many key services that Californians rely on — including education, housing, health care, and food assistance.
SACRAMENTO – Governor Gavin Newsom today released a May Revision proposal for the 2024-25 fiscal year that ensures the budget is balanced over the next two fiscal years by tightening the state’s belt and stabilizing spending following the tumultuous COVID-19 pandemic, all while preserving key ongoing investments.
Under the Governor’s proposal, the state is projected to achieve a positive operating reserve balance not only in this budget year but also in the next. This “budget year, plus one” proposal is designed to bring longer-term stability to state finances without delay and create an operating surplus in the 2025-26 budget year.
In the years leading up to this May Revision, the Newsom Administration recognized the threats of an uncertain stock market and federal tax deadline delays – setting aside $38 billion in reserves that could be utilized for shortfalls. That has put California in a strong position to maintain fiscal stability.
Even when revenues were booming, we were preparing for possible downturns by investing in reserves and paying down debts – that’s put us in a position to close budget gaps while protecting core services that Californians depend on. Without raising taxes on Californians, we’re delivering a balanced budget over two years that continues the progress we’ve fought so hard to achieve, from getting folks off the streets to addressing the climate crisis to keeping our communities safe.

The Governor is solving two years of budget problems in a single budget, tightening the state’s belt to get the budget back to normal after the tumultuous years of the COVID-19 pandemic. By addressing the shortfall for this budget year — and next year — the Governor is eliminating the 2024-25 deficit and eliminating a projected deficit for the 2025-26 budget year that is $27.6 billion (after taking an early budget action) and $28.4 billion respectively.
CUTTING SPENDING, MAKING GOVERNMENT LEANER. Governor Newsom’s revised balanced state budget cuts one-time spending by $19.1 billion and ongoing spending by $13.7 billion through 2025-26. This includes a nearly 8% cut to state operations and a targeted elimination of 10,000 unfilled state positions, improving government efficiency and reducing non-essential spending — without raising taxes on individuals or proposing state worker furloughs. The budget makes California government more efficient, leaner, and modern — saving costs by streamlining procurement, cutting bureaucratic red tape, and reducing redundancies.
PRESERVING CORE SERVICES & SAFETY NETS. The budget maintains service levels for key housing, food, health care, and other assistance programs that Californians rely on while addressing the deficit by pausing the expansion of certain programs and decreasing numerous recent one-time and ongoing investments.
NO NEW TAXES & MORE RAINY DAY SAVINGS. Governor Newsom is balancing the budget by getting state spending under control — cutting costs, not proposing new taxes on hardworking Californians and small businesses — and reducing the reliance on the state’s “Rainy Day” reserves this year.
HOW WE GOT HERE: California’s budget shortfall is rooted in two separate but related developments over the past two years.
- First, the state’s revenue, heavily reliant on personal income taxes including capital gains, surged in 2021 due to a robust stock market but plummeted in 2022 following a market downturn. While the market bounced back by late 2023, the state continued to collect less tax revenue than projected in part due to something called “capital loss carryover,” which allows losses from previous years to reduce how much an individual is taxed.
- Second, the IRS extended the tax filing deadline for most California taxpayers in 2023 following severe winter storms, delaying the revelation of reduced tax receipts. When these receipts were able to eventually be processed, they were 22% below expectations. Without the filing delay, the revenue drop would have been incorporated into last year’s budget and the shortfall this year would be significantly smaller.
CALIFORNIA’S ECONOMY REMAINS STRONG: The Governor’s revised balanced budget sets the state up for continued economic success. California’s economy remains the 5th largest economy in the world and for the first time in years, the state’s population is increasing and tourism spending recently experienced a record high. California is #1 in the nation for new business starts , #1 for access to venture capital funding , and the #1 state for manufacturing , high-tech , and agriculture .
