The Worst Cybersecurity Breaches of 2018 So Far

Image may contain Urban Town Building City Landscape Outdoors Nature Scenery Office Building and High Rise

Looking back at the first six months of 2018, there haven't been as many government leaks and global ransomware attacks as there were by this time last year , but that's pretty much where the good news ends. Corporate security isn't getting better fast enough, critical infrastructure security hangs in the balance, and state-backed hackers from around the world are getting bolder and more sophisticated.

Here are the big digital security dramas that have played out so far this year—and it's only half over.

In 2017, security researchers sounded the alarm about Russian hackers infiltrating and probing United States power companies; there was even evidence that the actors had direct access to an American utility's control systems. Combined with other high-profile Russian hacking from 2017, like the NotPetya ransomware attacks, the grid penetrations were a sobering revelation. It wasn't until this year, though, that the US government began publicly acknowledging the Russian state's involvement in these actions. Officials hinted at it for months, before the Trump Administration first publicly attributed the NotPetya malware to Russia in February and then blamed Russia in March for grid hacking. Though these attributions were already widely assumed, the White House's public acknowledgement is a key step as both the government and private sector grapple with how to respond. And while the state-sponsored hacking field is getting scarier by the day, you can use WIRED's grid-hacking guide to gauge when you should really freak out.

In March, the Department of Justice indicted nine Iranian hackers over an alleged spree of attacks on more than 300 universities in the United States and abroad. The suspects are charged with infiltrating 144 US universities, 176 universities in 21 other countries, 47 private companies, and other targets like the United Nations, the US Federal Energy Regulatory Commission, and the states of Hawaii and Indiana. The DOJ says the hackers stole 31 terabytes of data, estimated to be worth $3 billion in intellectual property. The attacks used carefully crafted spearphishing emails to trick professors and other university affiliates into clicking on malicious links and entering their network login credentials. Of 100,000 accounts hackers targeted, they were able to gain credentials for about 8,000, with 3,768 of those at US institutions. The DOJ says the campaign traces back to a Tehran-based hacker clearinghouse called the Mabna Institute, which was founded around 2013. The organization allegedly managed hackers and had ties to Iran’s Islamic Revolutionary Guard Corps. Tension between Iran and the US often spills into the digital sphere, and the situation has been in a particularly delicate phase recently.

Data breaches have continued apace in 2018, but their quiet cousin, data exposure, has been prominent this year as well. A data exposure, as the name suggests, is when data is stored and defended improperly such that it is exposed on the open internet and could be easily accessed by anyone who comes across it. This often occurs when cloud users misconfigure a database or other storage mechanism so it requires minimal or no authentication to access. This was the case with the marketing and data aggregation firm Exactis, which left about 340 million records exposed on a publicly accessible server. The trove didn't include Social Security numbers or credit card numbers, but it did comprise 2 terabytes of very personal information about hundreds of millions of US adults—not something you want hanging out for anyone to find. The problem was discovered by security researcher Vinny Troia and reported by WIRED in June. Exactis has since protected the data, but it is now facing a class action lawsuit over the incident.

Cloud leaks pop up regularly, but data exposures can also occur when software bugs inadvertently store data in a different format or location than intended. For example, Twitter disclosed at the beginning of May that it had been unintentionally storing some user passwords unprotected in plaintext in an internal log. The company fixed the problem as soon as it found it, but wouldn't say how long the passwords were hanging out there.

After the revelation of a data exposure, organizations often offer the classic reassurance that there is no evidence that the data was accessed improperly. And while companies can genuinely come to this conclusion based on reviewing access logs and other indicators, the most sinister thing about data exposures is that there's no way to know for sure what exactly went down while no one was watching.

Hackers breached Under Armour's MyFitnessPal app in late February, compromising usernames, email addresses, and passwords from the app's roughly 150 million users. The company discovered the intrusion on March 25 and disclosed it in under a week—some welcome hustle from a large company. And it seems Under Armour had done a good enough job setting up its data protections that the hackers couldn't access valuable user information like location, credit card numbers, or birth dates, even as they were swimming in login credentials. The company had even protected the passwords it was storing by hashing them, or converting them into unintelligible strings of characters. Pretty great, right? There was one crucial issue, though: Despite doing so many things well, Under Armour admitted that it had only hashed some of the passwords using the robust function called bcrypt; the rest were protected by a weaker hashing scheme called SHA-1, which has known flaws. This means that attackers likely cracked some portion of the stolen passwords without much trouble to sell or use in other online scams. The situation, while not an all-time-worst data breach, was a frustrating reminder of the unreliable state of security on corporate networks.

At the end of May, officials warned about a Russian hacking campaign that has impacted more than 500,000 routers worldwide. The attack spreads a type of malware, known as VPNFilter, which can be used to coordinate the infected devices to create a massive botnet. But it can also directly spy on and manipulate web activity on the compromised routers. These capabilities can be used for diverse purposes, from launching network manipulation or spam campaigns to stealing data and crafting targeted, localized attacks. VPNFilter can infect dozens of mainstream router models from companies like Netgear, TP-Link, Linksys, ASUS, D-Link, and Huawei. The FBI has been working to neuter the botnet, but researchers are still identifying the full scope and range of this attack.

India election results

Results of the six-week-long election to the lower house of India’s Parliament started pouring in Tuesday morning

Results of the Indian general elections were out on Tuesday with the National Democratic Alliance (NDA), led by the Bharatiya Janata Party (BJP), winning a majority, even if their seat tally reduced significantly compared to the 2019 elections.

Stacked bar chart shows the number of seats won or led by the BJP and its allies, the Congress and its allies, and others, for 2024 and 2019.

Counting of over 640 million votes that were cast in the 2024 Indian general elections began early on Tuesday. The polling to elect 543 members of the Lok Sabha, lower house of the Indian parliament, concluded on June 1.

The ruling BJP along with its allies was competing for a third term under Prime Minister Narendra Modi’s leadership. The Indian National Congress (INC), which has the second largest national footprint after the BJP, helped stitch a new coalition called the Indian National Developmental Inclusive Alliance (INDIA) last year, hoping to wrest power from Modi through a united opposition.

Elections were held in seven phases in constituencies spread across 36 states and federal territories.

Map shows the winner or leader in each of India’s 543 Lok Sabha constituencies

The BJP seized power from the Congress and its allies with a decisive victory in 2014, marking the first time in three decades that a single party achieved a majority of its own. Its strength increased in the subsequent 2019 election. However, the party did not end up with enough seats this year to form a majority by itself.

Its previous victories had come from the more populous northern and western parts of India. It lost some of that turf to the Congress-led alliance this year.

Four maps show winners or leaders in each of India’s 543 Lok Sabha constituencies in 2009, 2014, 2019 and 2024.

India's political landscape has significantly evolved over time. Until three decades ago, the Congress was the dominant force. However, the BJP began gaining substantial electoral strength and emerged as the leading party. Its wins in the 2014 and 2019 elections relegated Congress to historically low levels of influence, winning less than 10% of the seats each time. This year, however, the Congress almost doubled its tally.

Stacked bar chart shows seats won by BJP, INC and others in each general election from 1962 to 2019, and the results for 2024

All major exit polls had predicted a historic victory for the BJP, anticipating its best performance to date.

Some allies of BJP and INC have changed between 2019 and 2024.

Biden Is Expected to Sign Order Letting Him Seal Border With Mexico

The move, expected on Tuesday, would allow the president to temporarily close the border and suspend longtime protections for asylum seekers in the United States.

Hamed Aleaziz and Zolan Kanno-Youngs have reported on immigration policy and border politics during the Biden and Trump administrations.

President Biden is expected to sign an executive order on Tuesday allowing him to temporarily seal the U.S. border with Mexico to migrants when crossings surge, a move that would suspend longtime protections for asylum seekers in the United States.

Mr. Biden’s senior aides have told members of Congress in recent days to expect him to sign the order at the White House alongside mayors from South Texas, according to several people familiar with the plans.

The restrictions would kick in once the number of illegal crossings exceeds 2,500 in a day, according to several people who have been briefed on the order. Daily totals already exceed that number, which means that Mr. Biden’s executive order could go into effect immediately.

The border would re-open to asylum seekers if the number of crossings stays below 1,500 for a certain period of time, the people said. They asked for anonymity because the executive order has not been officially announced.

The order would be the most restrictive border policy instituted by Mr. Biden, or any other modern Democrat, and echoes an effort in 2018 by President Donald J. Trump to curb migration that Democrats assailed and federal courts blocked.

Although the executive action is almost certain to face legal challenges, Mr. Biden is under intense political pressure to address illegal immigration, a top concern of voters before the presidential election in November.

The decision shows how the politics of immigration have shifted sharply to the right over the course of Mr. Biden’s presidency. Polls suggest growing support — even in the president’s party — for border measures that Democrats once denounced and Mr. Trump championed.

Typically, migrants claiming asylum are released into the United States to wait for court appearances, where can they can plead their cases. But a huge backlog means those cases can take years to come up.

Proponents of the order say it will help relieve pressure on an overwhelmed system. There would be limited exceptions, however, including minors who cross the border alone, people experiencing medical emergencies and victims of human trafficking, according to several officials briefed on the order.

Migrants could also apply for other protections, aside from asylum — but those programs are already significantly more difficult to qualify for. And the administration is designing new screening processes that will make the bar even harder to clear.

The number of people illegally crossing the border has plunged in recent months after reaching record highs in December, when about 10,000 people a day were making their way into the United States.

Biden administration officials, panicked over the numbers in December, pressed Mexico to do more to curb migration. Mexican officials have since used charter flights and buses to move migrants deeper south and away from the United States.

On Sunday, border agents apprehended more than 3,500 people crossing without authorization, in line with the trends of recent weeks, according to a person with knowledge of the data.

The executive action is likely to mirror a measure in a failed bipartisan bill this year that had some of the most significant border security restrictions Congress had considered in years. The bill would have provided billions in funding for the border, including for the hiring of thousands of asylum officers to process claims.

But Republicans thwarted the bill in February, saying it was not strong enough. Many of them, egged on by Mr. Trump, were loath to give Mr. Biden a legislative victory in an election year. The president’s aides hope the executive order will provide him with an opportunity to hammer Republicans for their decision to kill the bipartisan bill, which would have provided billions of dollars to the Department of Homeland Security.

“While congressional Republicans chose to stand in the way of additional border enforcement, President Biden will not stop fighting to deliver the resources that border and immigration personnel need to secure our border,” Angelo Fernández Hernández, a White House spokesman, said in a statement on Monday. He did not confirm the plans but said the administration was exploring “a series of policy options, and we remain committed to taking action to address our broken immigration system.”

Administration officials have said that executive action was not their preference and that they believe any order would face a legal challenge.

“Legislation is what is needed,” Alejandro N. Mayorkas, the homeland security secretary, said last month.

“Executive action will be challenged,” he added. “I am confident in that. And then the question will be: What is the outcome of those proceedings? Legislation is a more certain delivery of solution.”

The American Civil Liberties Union led the charge against the Trump administration’s attempt to block asylum in 2018, which resulted in the policy being stopped by federal courts. The group has signaled that it is ready to challenge any order that limits asylum at the border.

“We will need to review the E.O. before deciding on litigation, but any policy that effectively cuts off protection for desperate migrants would raise serious legal problems, as it did when the Trump administration tried to end asylum,” said Lee Gelernt, a lawyer at the A.C.L.U. who led the challenge against many of Mr. Trump’s policies.

While Republicans have long assailed Democrats over border security, Mr. Biden in recent years has also faced calls by members of his own party for stronger enforcement.

Representative Tom Suozzi of New York, a Democrat who won a special House election this year partly by calling for stricter immigration measures, sent a letter to Mr. Biden last month encouraging him to issue an executive order that would restrict asylum.

“I think it’s very, very important, not only for Democrats or for political purposes, but it’s important for America,” Mr. Suozzi said in an interview. “This is something the people are very concerned about.”

Representative Henry Cuellar, Democrat of Texas, who has previously called on the president to bolster enforcement at the border, said he had been briefed on the order.

“While the order is yet to be released, I am supportive of the details provided to me thus far,” he said.

Still, there are political risks to issuing the order. Republicans have in recent days questioned why Mr. Biden did not take unilateral action at the border sooner. In January, he told reporters that he had “done all I can do” at the border and that he needed help from Congress.

“The American people know better,” Speaker Mike Johnson, Republican of Louisiana, wrote in a social media post on Monday.

In a sign of just how much the politics on the issue has changed, Mr. Biden, as a candidate in 2019, excoriated Mr. Trump’s policies during a debate.

“This is the first president in the history of the United States of America that anybody seeking asylum has to do it in another country,” Mr. Biden said at the time. “That’s never happened before.”

“You come to the United States, and you make your case,” he added. “That’s how you seek asylum, based on the following premise: why I deserve it under American law.”
