But it’s done after the project has been agreed upon by all stakeholders and the project has been accepted. The project charter authorizes the project and documents its requirements to meet stakeholders’ needs.

A business case is used to explain why the proposed project is justified. It shows that the project is worth the investment of time and money. It’s more commonly used in larger companies in the decision-making process when prioritizing one project over another.

The business case answers the questions: what is the project, why should it be taken up, who will be involved and how much will it cost? It’s therefore related to a project proposal, but the project proposal comes before the business case and is usually part of the larger proposal.

Again, the project proposal and the project plan in this case are very similar documents. It’s understandable that there would be some confusion between these two project terms. They both show how the project will be run and what the results will be. However, they’re not the same.

The project proposal is a document that aims to get a project approved and funded. It’s used to convince stakeholders of the viability of the project and their investment. The project plan, on the other hand, is made during the planning phase of the project, once it’s been approved. 1. Write an Executive Summary

The executive summary provides a quick overview of the main elements of your project proposal, such as your project background, project objectives and project deliverables, among other things. The goal is to capture the attention of your audience and get them excited about the project you’re proposing. It’s essentially the “elevator pitch” for the project life cycle. It should be short and to the point.

The executive summary should be descriptive and paint a picture of what project success looks like for the client. Most importantly, it should motivate the project client; after all, the goal is getting them to sign on the dotted line to get the project moving!

2. Provide a Project Background

The project background is a one-page section of your project proposal that explains the problem that your project will solve. You should explain when this issue started, its current state and how your project will be the ideal solution.

  • Historic data: The history section outlines previously successful projects and those that could have run more smoothly. By doing so, this section establishes precedents and how the next project can be more effective using information from previous projects.
  • Solution: The solution section addresses how your project will solve the client’s problem. Accordingly, this section includes any project management techniques , skills and procedures your team will use to work efficiently.

3. Establish a Project Vision & Success Criteria

You’ll need to define your project vision. This is best done with a vision statement, which acts as the north star for your project. It’s not specific as much as it’s a way to describe the impact your company plans to make with the project.

It’s also important to set up success criteria to show that the project is in fact doing what it’s proposed to do. Three obvious project success criteria are the triple constraint of cost, scope and time. But you’ll need to set up a way to measure these metrics and respond to them if they’re not meeting your plan.

4. Identify Potential Risks and Mitigation Strategies

To reduce the impact of risk in your project, you need to identify what those risks might be and develop a plan to mitigate them . List all the risks, prioritize them, describe what you’ll do to mitigate or take advantage of them and who on the team is responsible for keeping an eye out for them and resolving them.

5. Define Your Project Scope and Project Deliverables

The project scope refers to all the work that’ll be executed. It defines the work items, work packages and deliverables that’ll be delivered during the execution phase of your project life cycle. It’s important to use a work breakdown structure (WBS) to define your tasks and subtasks and prioritize them.

The best mindset when developing goals and objectives for your project proposal is to use the SMART system :

  • Specific – Make sure your goals and objectives are clear, concise and specific to the task at hand.

Your project approach defines the project management methodology , tools and governance for your project. In simple terms, it allows project managers to explain to stakeholders how the project will be planned, executed and controlled successfully.

8. Outline The Expected Benefits of Your Project Proposal

If you want to convince internal stakeholders and external investors, you’ll need to show them the financial benefits that your project could bring to their organization. You can use cost-benefit analysis and projected financial statements to demonstrate why your project is profitable.

9. Identify Project Resource Requirements

Project resources are critical for the execution of your project. The project proposal briefly describes what resources are needed and how they’ll be used. Later, during the planning phase, you’ll need to create a resource management plan that’ll be an important element of your project plan. All the resources that you’ll need for your project have a price tag. That’s why you need to estimate those costs and create a project budget . The project budget needs to cover all your project expenses, and as a project manager, you’ll need to make sure that you adhere to the budget.

Once you’ve defined your project scope, you’ll need to estimate the duration of each task to create a project timeline. Later during the project planning phase , you’ll need to create a schedule baseline, which estimates the total length of your project. Once the project starts, you’ll compare your actual project schedule to the schedule baseline to monitor progress.

For this example, let’s imagine a city that’s about to build a rapid transit system. The city government has the funds to invest but lacks the technical expertise and resources that are needed to build it, so it issues a request for proposal (RFP) document and sends it to potential builders.

Then, the construction companies that are interested in executing this rapid transit project will prepare a project proposal for the city government. Here are some of the key elements they should include.

  • Project background: The construction firm will provide an explanation of the challenges that the project presents from a technical perspective, along with historical data from similar projects that have been completed successfully by the company.

Remember, you’re trying to win over stakeholders, not bore them.

Speaking of project stakeholders , do the research. You want to address the right ones. There’s no point in doing all the work necessary to write a great proposal only to have it directed to the wrong target audience. Whoever is going to read it, though, should be able to comprehend the proposal. Keep the language simple and direct.

When it comes to writing, get a professional. Even a business document like a project proposal, business case or executive summary will suffer if it’s poorly constructed or has typos. Step 1. Discover the needs and requirements

You can’t write a great proposal without a great pitch.

Take the time to understand what your client needs, what their goals are, what they’re concerned about, and what results they care about most.

If you’re pitching a project internally, be sure to talk with different stakeholders and members of your team.

Tips for discovery:

During discovery sessions , ask the appropriate questions to find out if the client is worth your time. Do they fit your ideal client profile? Are they ready to implement your solution? Set criteria to determine if this prospect is ready to even receive a proposal for you. And make sure to update your criteria over time as you learn more about your ideal client.

Proactively discover and handle objections . Ask the client about any concerns, hesitations, or times they’ve been burned by service providers before. This way, you know exactly what points to cover in your proposal.

Get verbal agreement from the client on your pitch and approach before putting it in writing with a proposal.

Step 2. Create the cover page

Kick off your proposal writing with a compelling cover page (also known as the title page). The visuals and style take center stage here—it’s your first impression after all. As for the text, you just need a proposal title and key details such as your company’s name, the client’s name, the date, and your contact information.

Step 3. Write the cover letter

Now it’s time to write your cover letter. This is one of the most challenging proposal sections to write because it really sets the tone for the rest of your pitch.

The cover letter (also known as the executive summary) should do more than just provide an overview. This section must be persuasive enough to convince your client to read the rest of the proposal.

Appeal to their desires, hit their key pain points, and get them excited about the transformation you can provide. Make sure you’re crafting compelling, relevant messaging specifically for each individual buyer.

Make sure the copy is on brand. That might mean funny and irreverent or serious and formal.

Put the focus on the outcome of the service, whether that’s customer acquisition, improved facility safety, or a memorable event.

Step 4. Create a company bio

Before you move on to the project approach and pricing, it’s smart to tell the potential client a bit about your company.

This section could include basic information such as your founding date and the niche you focus on, as well as small business bragging rights, such as awards, average results, or audience reach.

If this is an internal pitch, you can write about your team instead of the entire company.

In our example proposal, there’s one page for a company bio and one page for company statistics that matter to the potential client.

Even though this section is about you, find ways to make it about your prospective client. Include the company details that show that you can get them the results they’re looking for.

Get creative. Instead of just a wall of text, can you use icons or statistics to show who you are?

Make sure to save this section as a template to re-use it for future proposals. You don’t have to modify this for each client, but you might want to create slightly different company bios for different services (if you offer very different services).

Step 5. Add social proof

We recommend that you include social proof immediately after your company bio section. This way, you use the words of your previous clients to back up the nice things you just said about yourself.

Social proof can be testimonials, mini case studies, reviews, and star rating averages.

If you’re doing creative or construction work, you might also want to include a couple of portfolio samples.

Tips for using social proof:

Match the testimonial or review to the pitch. Have a bank of testimonials to choose from so you can always pick the most relevant ones.

Be concise. You may want to trim or edit long testimonials so each one is under 50 words. Otherwise, prospective clients might not read them.

Continue to proactively collect social proof. Ask happy clients to write a testimonial or review you online

Step 6. Outline the core approach

Now it’s time to sell your services. Create an approach section to showcase what you want you plan to offer the client.

There are so many different ways to write this section, as it really depends on what you’re pitching. You might break the work down into categories with bullet points or descriptions for each category. Or, you might write a few paragraphs describing your proposed solution and why you believe it’s the best fit for the client.

Consider giving this section a unique name, such as The Project Path , Our Plan , or Let’s Get to Work .

Beef it up with additional details. You might include a list of deliverables, a more detailed breakdown of the scope of services, or a timeline illustration with important milestones.

If you don’t have package options and there’s only one price listed, then this section should be very detailed. If there are pricing and service options, then this section will be simpler, and the following section will have the service breakdowns (per package options).

Step 7. Create a pricing table

When writing proposals, make sure to give plenty of time and attention to the pricing section. All of the details and options you provide will help clients better understand what they’re getting.

We recommend naming this section "Your Investment" as it helps remind potential buyers of the investment they’re making in their business.

In our example below, you’ll see 3 package options on the first page of the pricing section. And then, the client can select their package choice on the second page. This will automatically update the total pricing of the proposal.

Use optional pricing when possible, such as packages, project lengths, or add-ons, because these methods are known to positively affect closing rates .

Make sure to clarify the different types of costs, such as hourly costs versus fixed costs for an event management pitch.

Step 8. Write bios for your team members

In Step 4, you created a bio for your company to sell your company’s expertise and prove that you have what it takes to succeed at the service you’re pitching.

Now it’s time to show your client the real humans they’ll be working with if they decide to work with you. Think of this as the “you’re in good hands” section.

Include the faces the client will interact with, making sure to specify your team’s unique talents and what they bring to the table.

Only include bios for up to 6 people. You could write bios for the entire company (for a very small business), the executive team, or the people who will handle the account if the proposal is won.

1. Identify and define your reader

Just like with any kind of persuasion, it helps if you understand how to appeal to your audience. Who will be reading your proposal and deciding if it’s accepted or rejected? What do they care about? What kind of language and benefits would resonate with them? This is the first step because it’s an important thing to keep in mind as you go along and as information that informs the way you write from here on.

2. Define the problem your proposal will solve

What : What’s the reason for you to write the proposal in the first place? Explain the current situation and the problems that come with it.

3. Define the solution

How : How are you going to solve the problem? Explain step-by-step in detail.

Who : Identify the personnel you need, along with their prior experience to add persuasion to the proposal

4. Conclusion: costs, benefits and wrap-up

Reiterate : The purpose and main argument

Costs : Break down the projected costs involved for different elements of the project

Benefits : Break down the benefits to the organization, monetary and non-monetary, to persuade the reader there’ll be a return on investment

Contact information : Where can the reader get in touch with you? Make sure to be crystal clear to make the details easily discoverable.

Clear writing is your best friend when you’re trying to write persuasively. For that reason, there are a few checks to run before you submit your proposal.

Remember, what’s clear to you might not always be clear to other people.

1 .Check for jargon (then destroy it)

Although jargon is popular in the business world, not everyone shares the equal love for it. It’s terms like right-size, blue sky (verb), turn-key, and synergize. They might mean something to you, or make you feel intelligent, but there are simpler alternatives that will help people understand what you mean !

2. Change the passive voice to the active voice

The passive voice is defined as :

“The noun or noun phrase that would be the object of an active sentence (such as Our troops defeated the enemy) appears as the subject of a sentence with passive voice (e.g. The enemy was defeated by our troops).”.

It’s a long-winded way of expressing something that could be expressed in simple terms:

The passive voice sounds distant and even deceptive, and, since the reader might even just be skimming your proposal, you don’t want to add extra words to cloud your point.

3. Proofread the proposal

Install a tool like Grammarly and check the proposal in an online text editor. Grammarly will manage to pick up on anything that is grammatically incorrect and sometimes even flags up stylistically poor phrases. Poor spelling and grammar will only discredit the value of what you’re saying and could be a problem that leads to your proposal being rejected.

Do you have an exciting idea for a project? Can you envision exactly how it would come together, and all the good it would do for your community or organization? A project proposal is a way for you to share that vision with someone else. 

Unless your project is very small, you’ll need buy-in and collaboration from others to make it happen. A proposal is your first step towards getting that support, whether you’re planning a food festival, a new hospital, or a corporate retreat.

Today, we’ll explain what a project proposal is and how to write a great one. Let’s get started! 

What is a project proposal? 

A project proposal is a document that outlines everything your proposed project is going to accomplish. It’s the first stage of the project lifecycle , and it provides a foundation for all the planning and management to follow.

Your proposal tells the reader what’s going to get done, how you’ll put it into action, and what outcomes you expect. But more than that, a proposal is about convincing others to help you make your project a reality. 

Often, a proposal is written to request funding, or other kinds of support, that you need to get your project off the ground. The goal is to prove to others — usually stakeholders or potential partners — why your project is a good idea, and why they should get on board. 

Project proposal vs. project brief vs. project charter

At first glance, these terms may seem interchangeable. They all describe your project at length and are used to bring people up to speed on what the project’s about, what the scope is, and what the final deliverables are. But there are some key differences between them, namely who they’re for, what they accomplish, and how detailed they are.

A project proposal is a detailed document that outlines a project’s objectives, scope, approach, and expected outcomes. Its audience is someone with the power to approve the project, and its purpose is to give that person all the information they need to make a decision. That can be an external client or an internal stakeholder.

A project brief is a shorter document — usually a page or two — that’s more of an overview of the project’s objectives, its scope, and high-level requirements. Depending on how your organization does things, this can come before a proposal, after, or even simultaneously. The important difference is a brief is typically used to inform internal collaborators or stakeholders who’ll either work on the project or need to be aware of it.

A project charter serves a very different purpose than both a brief and a proposal. It’s a fundamental document that codifies your project and its objectives. It serves as a reference point at every stage of your project, helping to prevent scope creep and other issues. In some organizations, a charter is mandatory for formalizing a project.

Types of project proposals

There are many different situations when you might need to write a project proposal, each requiring a different approach. 

Here are four common types of project proposals. 

Solicited project proposal

A solicited project proposal would be submitted in response to a formal Request for Proposals (RFP). 

RFPs are a common practice among governmental and other public-sector organizations, to encourage healthy, unbiased competition, and make sure they’re getting the best possible rate. 

Usually, responding to an RFP means following specific content and formatting guidelines. These could be the difference between getting chosen or disqualified. 

Example: A corporation needs a new ad campaign for a new product. They put out an RFP to find a marketing agency that’ll suit their needs.

Unsolicited project proposal

This is a proposal sent to a person, or organization, that you have no prior relationship with. It’s similar to a cold call or email, because you’re reaching out to a cold lead.

These are the trickiest kind of proposals to write. An unsolicited proposal needs to be extra convincing, because you are truly starting from scratch with the reader. 

Example: A marketing agency regularly sends out unsolicited project proposals to various corporations, advertising their services and hoping to get new business.

Informal project proposal

Not every proposal is a formal, official document. For example, if there’s a project you want to champion at the job you already have, you might just talk to your manager about it one-on-one, then follow up with a proposal sharing the details they requested. 

To write an informal proposal, you likely won’t have to follow strict submission and formatting guidelines. 

Example: A marketer in an agency finds an opportunity for a new campaign, and writes an informal project proposal for their superiors, hoping to kickstart a new project.

Supplementary, renewal, or continuation

You might also write a proposal to renew or continue a project that’s already underway. Or maybe during the project, you realize the scope has changed, and you need additional funding or resources to get things completed. 

In this case, the proposal might have some report-like elements, sharing what’s been achieved to date. 

Example: While working on a new ad campaign with a new client, a marketing agency realizes that a series of unexpected requests and changes have changed the scope of the project. So they create a supplementary project proposal

What to include in a project proposal

No matter what, your project proposal should include: 

A description of your project

Relevant background information 

Details about scope , timeline , and budget

Key outcomes and how you’ll measure them  

A good project proposal should also be interesting to read. This isn’t a dry, quantitative business plan or earnings report — remember, you want to get your audience excited about the project, and interested in taking part! 

Of course, the numbers and facts do matter. But a proposal is trying to sell the reader on your idea while providing the crucial information they’ll need to make an informed choice. 

A proposal also must be written with your audience in mind. Your goal is to quickly communicate everything they need to know about the project — and why it’s an opportunity they should want to be part of. 

What do they need to know about the project? What are they familiar with already? 

For example, if you’re submitting an informal proposal to your manager, you wouldn’t include extensive background on your company, since they already know exactly what you do. But an unsolicited proposal to a potential partner would include extensive information about your firm, explaining exactly who you are and what you do. 

5 sections for your project proposal

If you’re responding to an RFP that calls for different formatting, that comes first — always follow the application instructions carefully!  Otherwise, you’ll want to try organizing your project proposal into these sections. 

Executive summary

Open your proposal with a summary that brings together the most important points from each section. Tell a compelling story about your project that makes the reader want to get involved. 

Even if your audience doesn’t read the rest of the report, the executive summary should give them all the important points. 

Why are you proposing this project? Is it in response to a problem? How do you know there’s demand or interest?  What experience and qualifications do you have? 

The point of this section is to explain why the project’s needed, and why you’re the right person for the job. 

Goals and objectives

What do you want to achieve with the project, and how will you measure success? What key objectives are you working towards? 

This section should paint a picture of all the amazing things that will happen once your project gets off the ground. 

Now’s the time to get specific. What exactly is included in your project? 

Break it down into specific deliverables. This is also the place to include potential constraints and issues you’ll need to work around,  and any exclusions the project doesn’t cover. 

Timeline and project budget

This is the place for all those important logistics. 

What are your key progress indicators (KPIs) and when do they need to happen by? What resources, financial and otherwise, will it take to get there? 

4 tips for writing an effective project proposal

Research everything thoroughly.

Before you sit down to write your project proposal, you should know just about everything there is to know about your project. Who’s on the project team? What’s your project budget? Project objectives? You’ll want to take some time to ask everyone involved for their contribution so you can be an expert on every aspect of your project.

Keep things simple

A well-written project proposal doesn’t have to be complicated; in fact it shouldn’t be. Meet every requirement in the most straightforward way you can. Don’t write a page when a paragraph will do, don’t try to use complex language, and just focus on making everything as clear as possible.

Aim for persuasion

Remember that a project proposal has one goal: getting approved. That means everything going into it has to somehow contribute to an overarching argument that your project is worth undertaking, no matter what resources are required. That doesn’t mean you shouldn’t share any potential project risks, but you should always be aiming to be persuasive.

Keep your audience in mind

When writing a project proposal, you’re writing specifically for the people who wield the power to get it approved. But not all project proposal audiences are the same, either. You’ll write very differently for the head of a department at your organization than you would for a client who leads a multi-national corporation.

Use a template

What is a project proposal?

A project proposal is a written document outlining everything stakeholders should know about a project, including the timeline, budget, objectives , and goals. Your project proposal should summarize your project details and sell your idea so stakeholders feel inclined to get involved in the initiative.

The goal of your project proposal is to:

Secure external funding

Allocate company resources to your project

Gain stakeholder buy-in

Build momentum and excitement

Project proposals vs. project charters vs. business cases

Project proposals and project charters serve different purposes in the project creation process, and it’s important to understand the difference between the two. While a project proposal takes place in the initiation phase of the project, the project charter takes place in the planning phase. 

As mentioned above, a project proposal is a persuasive document meant to convince stakeholders why the project should be carried out. A project charter is a reference document that defines project objectives, and it can’t be created until the project proposal is approved.

People also confuse the business case with the project proposal, but the business case also comes after the proposal. Once the project is approved through a proposal, a business case may be used to secure additional funding for the project.

Types of project proposals

There are six types of proposals you may encounter as a project manager, and understanding the different formats can be useful as you write yours. Each type has a different goal.

Solicited: You’ll send solicited proposals in response to a Request for Proposal (RFP). An RFP announces a project in detail and asks for bids from qualified teams. Because you’re competing against other companies for this type of proposal, you must do thorough research and write persuasively.

Unsolicited: You’ll send unsolicited proposals without an RFP, meaning no one asked for your proposal. In this case, you won’t be up against other companies or teams, but you’ll still need to be persuasive because you have no knowledge of whether the stakeholder you’re pitching to needs you.

Informal: You may have a client send you an informal request for a project proposal, in which case you can respond with your project pitch. Because this isn’t an official RFP, the rules are less concrete.

Renewal: You’ll send renewals to existing clients in hopes that they’ll extend their services with your organization. In this type of project proposal, the goal is to emphasize past results your team has produced for the client and persuade them you can produce future results.

Continuation: You’ll send continuations as a reminder to a stakeholder letting them know the project is beginning. In this project proposal, you’ll simply provide information about the project instead of persuading the stakeholder.

Supplemental: Similar to a continuation proposal, you’ll send a supplemental proposal to a stakeholder already involved in your project. In this type of proposal, you’re letting the stakeholder know the project is beginning, while also asking for additional resources. You should persuade the stakeholder to contribute more to the project in this proposal.

The tone of voice and content of your project proposal will differ based on the type of proposal you’re sending. When you know your project goals, you can write your proposal accordingly.

How to write a project proposal

These step-by-step instructions apply to most project proposals, regardless of type. You’ll need to customize your proposal for the intended audience, but this project proposal outline can serve as a reference to ensure you’re including the key components in your document.

1. Write an executive summary

The executive summary serves as the introduction to your project proposal. Similar to a report abstract or an essay introduction, this section should summarize what’s coming and persuade the stakeholder to continue reading. Depending on the complexity of your project, your executive summary may be one paragraph or a few paragraphs. 

Your executive summary should include:

The problem your project plans to solve

The solution your project provides for that problem

The impact your project will have 

You should only address these items briefly in your executive summary because you’ll discuss these topics in more detail later in your proposal. 

2. Explain the project background

In this section, you’ll go into the background of the project. Use references and statistics to convince your reader that the problem you’re addressing is worthwhile.

Some questions to include are:

What is the problem your project addresses?

What is already known about this problem?

Who has addressed this problem before/what research is there?

Why is past research insufficient at addressing this problem?

You can also use this section to explain how the problem you hope to solve directly relates to your organization. 

3. Present a solution

You just presented a problem in the project background section, so the next logical step in proposal writing is to present a solution. This section is your opportunity to outline your project approach in greater detail. 

Some items to include are:

Your vision statement for the project

Your project schedule , including important milestones

Project team roles and responsibilities  

A risk register showing how you’ll mitigate risk

The project deliverables

Reporting tools you’ll use throughout the project

You may not have all these items in your proposal format, but you can decide what to include based on the project scope . This section will likely be the longest and most detailed section of your proposal, as you’ll discuss everything involved in achieving your proposed solution. 

4. Define project deliverables and goals

Defining your project deliverables is a crucial step in writing your project proposal. Stakeholders want to know what you’re going to produce at the end of your project, whether that’s a product, a program, an upgrade in technology, or something else. As the stakeholder reads through your vision, this will be the section where they say, “Aha, this is what they’ll use my resources for.”

When defining your deliverables, you should include:

The end product or final objective of your project 

A project timeline for when deliverables will be ready

SMART goals that align with the deliverables you’re producing

While it’s important to show the problem and solution to your project, it’s often easier for stakeholders to visualize the project when you can define the deliverables.

5. List what resources you need

Now that you’ve outlined your problem, approach, solution, and deliverables, you can go into detail about what resources you need to accomplish your initiative.

In this section, you’ll include:

Project budget : The project budget involves everything from the supplies you’ll need to create a product to ad pricing and team salaries. You should include any budget items you need to deliver the project here.

Breakdown of costs: This section should include research on why you need specific resources for your project; that way, stakeholders can understand what their buy-in is being used for. This breakdown can also help you mitigate unexpected costs.

Resource allocation plan : You should include an overview of your resource allocation plan outlining where you plan to use the specific resources you need. For example, if you determine you need $50,000 to complete the project, do you plan to allocate this money to salaries, technology, materials, etc.

Hopefully, by this point in the proposal, you’ve convinced the stakeholders to get on board with your proposed project, which is why saving the required resources for the end of the document is a smart strategic move.

6. State your conclusion

Finally, wrap up your project proposal with a persuasive and confident conclusion. Like the executive summary, the conclusion should briefly summarize the problem your project addresses and your solution for solving that problem. You can emphasize the impact of your project in the conclusion but keep this section relevant, just like you would in a traditional essay. 

Tips for writing an effective project proposal

Following the steps listed above will ensure your project proposal has all the right elements. But if you want to impress your readers and win their approval, your writing must shine. In addition to the above, a project proposal includes:

Know your audience

As you write your proposal, keep your audience (i.e. the stakeholders) in mind at all times. Remember that the goal of the proposal is to win your audience over, not just to present your project details. For example, if you’re creating a new editing tool for a children’s publishing house, can you determine whether your stakeholders are parents and appeal to their emotional side when persuading them to buy in to your product?

Be persuasive

Persuasion is important in a project proposal because you’re hoping your audience will read your proposal and do something for you in return. If your reader isn’t intrigued by your project, they won’t feel inclined to help you. If you describe your editing tool but don’t mention the many features it will offer, how it will benefit clients, and its positive impact in the industry, your audience will wonder, “Why should I care about this project?” 

Keep it simple

While you should go into detail on your problem, approach, and solution, you shouldn’t make your project proposal overly complex. This means you can discuss the project plan for your proposed editing tool without discussing what codes the engineers will use to make each feature work. 

Do your research

A successful project proposal includes thorough research. Be prepared to back up your problem—and solution—with reputable sources, case studies, statistics, or charts so you don’t leave your audience with questions. When writing your proposal, put yourself in the reader’s shoes and ask:

Why is this a problem?

How is this a solution to the problem?

Has anyone addressed this problem before?

What are the project costs?

If you can answer these questions, then you’ve likely done enough research to support your proposed initiative.

A proposal is a special type of professional report with two distinct purposes:

  • to persuade your reader to agree with your recommendations about how to address a problem or issue
  • to get your reader to act on your recommendations

Just as with other persuasive messages, proposals apply the AIDEA approach overall, capturing your audience’s attention and developing their interest by presenting a problem that needs to be solved or an issue that needs to be addressed. However, proposals are more detailed than brief persuasive messages.  Because most proposed actions require a monetary and/or time cost to the organization, all proposals use a problem-solution approach which includes specific, concrete evidence as reasoning behind the solution.  Proposals focus more fully on logical evidence, as opposed to emotional appeals, in order to get your reader to act.

You may encounter many situations for which you need to write proposals: to get a new client, to get a grant or additional funding for a project, to implement a new procedure, to adopt an internal structural change in your organization, to troubleshoot a problem in your organization, to provide a service, to sell a product, and more.  A proposal tries to convince its reader that the proposed plan or project is worth doing – that it’s worth the time, energy, and expense necessary to see it through; that you represent the best candidate for implementing the idea; and that the recommended action will result in tangible benefits.

Proposal Types

Proposals may be internal or external, solicited or unsolicited.

Internal Proposals

Internal proposals are written by and for someone within the same organization. Since both the writer and reader share the same workplace context, these proposals usually address some way to improve a work-related situation (productivity, efficiency, profit, etc.).

External Proposals

External proposals are sent outside of the writer’s organization to a separate entity (often to solicit business, or to respond to another organization’s request for proposals). Since these are external documents, they are usually formal in nature and may be introduced by a letter of transmittal.

Solicited Proposals

You may write a solicited proposal if an organization identifies a situation it wants to improve or a problem that it wants to solve.  A department or an organization may issue a request for proposals (RFP), asking for proposals on how to address the situation or issue. The requesting department or organization will evaluate proposals and choose the most convincing one, often using a detailed scoring rubric or weighted objectives to determine which proposal best responds to the request and addresses the organization’s needs.

Unsolicited Proposals

You may initiate a proposal yourself if you see a problem or an opportunity to make a beneficial change.  With unsolicited proposals within an organization, you need to identify your audience very carefully in order to get your ideas to the right audience, either an individual or group with decision-making responsibility, or a supervisor who can support the proposal and move it to a higher decision-making level.  Always consider your organization’s environment, internal politics, and how your proposal potentially may be received.  For unsolicited proposals outside of your organization, make sure that you clearly create a need for your audience to convince that audience to read and respond. Unsolicited external proposals are often the most difficult kind of proposal to get approved.

  • It shows the prospect you have done your homework instead of sending a generic pitch
  • It creates an opportunity for you to point out a problem your prospect might not be aware they had in the first place.

5. P ropose your solutions

The good stuff. In the proposed solution section, you show how you can alleviate your prospective buyer’s pain points. This can fit onto the problem statement section but if you have a comprehensive solution or prefer to elaborate on the details, a separate section is a good idea.

Spare no details regarding the solution you will provide. When you write a business proposal, explain how you plan to deliver the solution. Include an estimated timeline of when they can expect your solution and other relevant details.

6. Showcase your team’s expertise

At this point, the prospect you’re pitching your solution to likes what they’re reading. But they may not trust you to deliver on your promises. Why is this?

It’s because they don’t know you. Your job is to convince them that you can fix their problem. This section is important because it acts as social proof. You can highlight what your company does best and how qualified your team is when you write a business proposal for a potential client.

The timeline is not always set in stone, rather it’s an estimation. The goal is to clarify any questions your potential client might have about how you will deliver for the underlying B2B sales process.

8. Present your payment and terms

The legal aspects can slot right into the terms and conditions section. Alternatively, you can add them to the signature section of the proposal to keep things simple.

9. Specify the terms and conditions

Summarize everything you have promised to deliver so far. Include what you expect from your prospective buyer in return.   Add the overall project timeline from start to end, as well as payment methods and payment schedule, incorporating these details into an online digital project management tool. This way, both of you will be clear on what is being agreed on.

Report Writing Advantage

A written report also provides the following advantages:

  • A written report presents a formal record of a transaction, which is not possible in a verbal report.
  • A written report conveys a message without any distortion. On the other hand, a message can be easily misrepresented in a verbal report.
  • A written report is more convenient for lengthy and distant communication.
  • A written report requires a reader to think before responding to a message.
  • Facts, figures and statistical data can be better represented graphically in a written report.

However, writing a report is not as easy as drafting a formal e-mail. A report is a brief, precise document. It is written for a specific audience with some specific objective. To write a report, you need to first thoroughly understand the purpose of report writing, then research information from various sources, verify the validity of information, analyse information, and then present findings or results. These findings must be reported objectively without personal biases.

A well-written report must have an effective objective analysis. Based on the analysis, you can recommend possible courses of action for the future. However, it is up to the report reader to accept the recommendations.

Therefore, while report writing, you must pay attention to why you are writing the report and who has asked you to write the report. This will help you investigate the information appropriately.

Parts of a Report

Following are the main sections of a formal report :

Introduction

Conclusions, recommendations.

This section indicates the purpose of the report, who has ordered the report, how the data is collected, and whether any recommendations are provided. In addition, the introduction section may also provide information on who has written the report and the date on which it is submitted.

This section provides the background of a problem or a situation on which the report is written. In case the report is too lengthy, then instead of introduction, an executive summary should be written.

The purpose of an executive summary is to enable top executives and managers to get a quick snapshot of a long report without reading the entire report. Therefore, the executive summary comes before introduction. Of course, then there would be no background section.

This is the longest section of a report, which is written after the investigation is over. This section presents factual information without any interpretation or suggestions.

Each finding is summarised as a conclusion in this section. In the above sample report, there are four conclusions based on the summary of each paragraph in the findings section. These conclusions are listed numerically in the same order as the corresponding findings.

The final section provides a numbered list of recommendations, which are based on the list of the conclusion. Each recommendation uses the verb should. This is because the writer is simply giving suggestions and not making a decision. Therefore, the verb should is used instead of the verb will. However, there are exceptions:

  • To give a strong recommendation: Use the verb must. For example, ‘The team managers must ensure that the break hours are not shortened.’
  • To give a weak recommendation: Use the verb could. For example, ‘Having a coffee dispenser in the facility could boost the staff morale.’

Types of Reports

Reports exist in our academics and workplaces in so many forms that we may not even be aware of them. For example, a student submits a laboratory report to communicate the methods and results of scientific experiments conducted in a lab.

Academicians and business people use research reports to view scientific studies of an issue or a problem. Policy-makers read field study reports to read about the ground situation from branch offices and manufacturing plants. Similarly, there are progress reports, technical reports, functional reports, case studies, etc.

All these reports share the attributes, principles, and format of report writing, which are described above. These reports can be organised into three groups:

Informational reports

Analytical reports, news reports.

An informational report is used to objectively present information without any analysis. Examples of informational reports include the First Information Report (FIR), annual reports, monthly financial reports, or employee attrition reports. These reports only report the facts as they are.

For example, the police write an FIR to record details about a cognisable offence, such as personal details of the complainant/informant, place, date and time of occurrence, offence, description of the accused, witnesses, and complaint.

Similarly, a company presents an annual report to its shareholders to present details of its business activities and finances of the previous financial year. An informational report presents objective facts without analysing the reasons and conditions behind the reported situation.

For example, if someone wants to study information on a field trip, then he can ask for a site visit report. Similarly, if a manager wants to view the feedback of a training programme, then he can ask for the training feedback report from the trainer. If the head of a department wants to get an update on the different projects in his department, he can ask for progress reports from different project managers.

An analytical report evaluates a problem or an issue and presents the outcomes of analysis to explain the causes of the problem, demonstrate relationships, or make recommendations.

For example, a scientific or market research report studies a problem scientifically by developing a hypothesis, gathering data, analysing data, and presenting findings and conclusions.

Similarly, a feasibility analysis report studies a problem and predicts whether the current solution or alternatives will be practical or will produce the desired outcome. Whenever you need to make a critical decision, then an analytical report is prepared. These reports help the decision-maker(s) analyse the prevailing situation.

For example, a company wants to decide where to open a branch office in a particular area. In this situation, an analytical report can evaluate the details of the property, such as infrastructure, land cost, competitive stores, etc., and then recommend the best site from the available options.

If you are working as or aspire to be a journalist, then you may need to write a press report. A press report is a newsworthy article in a newspaper, magazine or website. It is different from the press release by companies. A press release is an official statement of a company on an important subject or event. A press release generally focuses on one particular subject, such as a milestone, a launch, an anniversary, etc.

On the other hand, a press report discusses the subject in detail. A press release is a marketing tool used by companies to keep the general public and the media updated about its newsworthy occasions. It helps build a company’s visibility in the minds of its customers and community at large.

A press release is generally prepared by a company’s marketing or Public Relations (PR) team, whereas a press report is written by an independent journalist. Therefore, a press report presents more objective information than a press release, which is a company’s promotional mouthpiece. Just like informational and analytical reports, a press report requires considerable research on a subject before it is written credibly.

The author must ask the 5 Ws and 1 H – who, what, where, why, when, and how. Questions arise in the following manner:

  • What happened?
  • Where did it happen?
  • When did it happen?
  • Who was involved?
  • Why did it happen?
  • How did it happen?

After finding the answers, he must note down all the relevant facts that must be mentioned in the news report. These facts can be organised into the following three groups:

  • Vital and interesting facts
  • Not vital but interesting facts
  • Not vital, not interesting, but related facts

By organising information into the above groups, the author will be able to include all the relevant facts into the news report. The facts must be specific. If there are gaps in the story and the related information is not available, then questions can be marked against them so that these can be researched further.

Next, the author must decide the type of news report he wants to write – informational or analytical. The former will provide objective and straightforward information, whereas the latter will also provide the author’s opinion on the subject.

After determining the type of news report to write, the author must create an outline or structure of the report. The most common structure is an inverted triangle, where the most important information is at the top.

A news report must provide the information that the readers want as soon as possible. If the news report is for a newspaper, then the most important news must be above the “fold”. The “fold” is the crease in the newspaper when it is folded in half. All the engaging stories are above the fold. Similarly, on a website, the most important information is at the top of the screen before one has to scroll down.

A news report must be written according to the audience. The author should ask the 5Ws with respect to the audience reaction, such as:

  • Who is the audience?
  • Where is the audience?
  • What does the audience want to read?
  • Why do they want to read it?
  • When will they read it?

Structure of News Report

Finally, the structure of a news report is as follows:

Remaining details

Informational news report, analytical news report, additional details, concluding sentence.

The leading sentence of a news report is the most important section. It should tell what the news report is all about, why it is important, and what information the rest of the news report provides.

These provide the basic information of what happened, where it happened, when it happened, who was involved, and why it was remarkable.

In this report, the remaining details provide more information about the newsworthy item.

In this report, the remaining details also provide the opinion of the author.

These details help the reader learn more about the newsworthy item, such as additional facts about the subject, contact information, or interview quotes. These details comprise transitional elements that help build the flow of information. In an analytical report, these can also include counter-arguments and their authors.

The news report should end with a concluding sentence, which repeats the leading statement or a statement mentioning future developments.

Report Writing Process

This process will ensure that your report is accurate, clear, comprehensive and credible.

Before writing a report, identify the following parameters:

  • Issue or problem : Identify the issue or problem to analyse.
  • Audience : Identify who the audience is. Find out their background information. Determine why they would want to read the report.
  • Purpose : Determine the purpose for which the report will be used.
  • Scope and limitations : Identify the scope of the report. Determine the limitations of report writing.
  • Expectations : Determine expectations regarding the format or structure of the report. Identify the models available for report writing. Determine whether there is a style guide and/or a marketing guide.

To research the facts or information for report writing:

  • Plan : Make a draft plan on how to analyse the problem and present the objective of the report.
  • Collect data: Collect information based on the purpose of the report.
  • Analyse : Finally, analyse and evaluate the collected information.

After gathering and analysing the required information, organise it as follows:

  • Main points : Identify the main points of the report. These main points should be supported by adequate evidence.
  • Additional information : Identify the supporting information that analyses and confirms the main points. This information should be placed in appendices.
  • Logical structure : Organise the entire information into a logical structure to help the readers easily navigate to the desired part of the report.
  • Write : After deciding the logical structure of the report, fill in the elements of the report, including executive summary, main body, introduction and conclusion.
  • Revise : Finally, verify if it is appropriate for the problem, audience, and purpose.

Feasibility Reports

A feasibility report is a written document that analyses the proposed solution and examines whether it is feasible considering various types of constraints such as financial, social, environmental, social, technical, and legal that can make it impossible for a solution to be opted.

Feasibility reports assess the practicality of following a particular course of action for a project. It advises whether it will be feasible to opt for a particular course of action or will this proposal or plan work? These are written internal reports that advise on consolidating departments or to organise a wellness programme for employees or to outsource company’s accounting or social media or to move the manufacturing unit to a new location.

Some companies hire a professional consultant to write feasibility reports in order to investigate a problem. These reports help in deciding whether to proceed or reject the proposed option.

In the other article, you studied writing cover letters for a job application. A business proposal also needs a cover letter because a good cover letter will stimulate interest in the proposal. Make sure to highlight your positives and personalise them to the client to whom you are sending the business proposal.

This is where you give the client a ‘problem statement’ to help him identify the challenges and requirements in his business. This is because in order to persuade the client to do business with you, you first need to make sure that the client realises they have those needs. Then you briefly state how you will be able to help them meet those requirements.

The proposal is the part where you offer a detailed solution to the challenges and needs of the prospective client. This is the main reason for submitting a business proposal so it should be as detailed as possible, addressing all the needs of the client.

You should explain to the client all services that you can provide. You should tailor your list of services to suit the particular client’s needs but include other services that you may provide. Also include an estimated project schedule and time frame.

Most buyers consider the price of services before offering a contract. Thus, getting accurate pricing information is crucial. However, two points must be kept in mind. One it is important to be exact with the pricing and the second is to never negotiate below what you think the project is worth.

For smaller projects, a ‘fee summary’ will do the job. But a ‘fee schedule’ is needed for bigger projects, where payments need to be broken down to specific milestones.

It is in your interest to get legal counsel to review the proposal as this will cover your business against claims.

The proposal for a hostage-prisoner exchange and cease-fire that Hamas said on Monday that it could accept has minor wording changes from the one that Israel and the United States had presented to the group recently, according to two officials familiar with the revised proposal.

The officials said that the changes were made by Arab mediators in consultation with William J. Burns, the C.I.A. director, and that the new version keeps a key phrase, the eventual enactment of a “sustainable calm,” wording that all sides had said earlier they could accept.

The two officials said the response from Hamas was a serious one, and that it was now up to Israel to decide whether to enter into an agreement. The proposal, they said, calls for Hamas to free hostages — women, the elderly and those in need of medical treatment — in return for a 42-day cease-fire and the release of a much larger number of Palestinian prisoners. Israel had sought 33 hostages, but it is not clear how many women and elderly are still alive, and the first tranche could end up including remains.

That would be the first of three phases of reciprocal actions from each side. In the second phase, the two sides would work toward reaching a “sustainable calm,” which would involve the release of more hostages, the officials said. Both officials acknowledged that the warring parties would likely clash over the definition of “sustainable calm.”

One of the officials, in the Middle East, said that Hamas viewed the term as an end to the war, with Israel halting its military actions and withdrawing troops from Gaza. The officials said that Israel’s prime minister, Benjamin Netanyahu, was expected to push back against that definition.

One official said that the negotiating parties agreed to the term “sustainable calm” weeks ago, after Israel objected to any reference to a “permanent cease-fire.” Israeli officials have consistently said they oppose any agreement that explicitly calls for that or for an end to the war.

Mr. Burns has been the main representative for the United States in the negotiations, and he is in the region to work on the proposals and counterproposals. Qatari and Egyptian mediators spoke with him on Monday about the changes that Hamas was ready to accept, the two officials said. Hamas said that Arab mediators had put forward the changes, but one official said that Hamas had suggested them. Mr. Burns is expected to attend the talks in Cairo on Tuesday.

The Israeli prime minister’s office said that while the new proposal failed to meet Israel’s demands, the country would still send a working-level delegation to talks in hopes of reaching an acceptable deal. A U.S. official said the purpose of the talks in Cairo was to negotiate the amendments proposed by Hamas and talk through remaining issues.

Qatar’s Foreign Ministry said that a Qatari delegation would also attend the talks on Tuesday, and expressed “hope that the talks will culminate in reaching an agreement for an immediate and permanent” cease-fire, an exchange of hostages and prisoners, and a “sustainable” flow of aid into all of Gaza.

Israel announced on Monday that its war cabinet had voted unanimously to continue with its military action in Rafah in order to exert pressure on Hamas. That announcement and the start of any offensive in the city could jeopardize the prospects for an agreement. Mr. Netanyahu said last week that he would carry out an offensive in Rafah “with or without” an agreement.

U.S. officials say they oppose any such operation without a proper plan from Israel to mitigate civilian casualties and a humanitarian crisis. One U.S. official said the strikes that the Israeli military carried out in eastern Rafah on Monday appeared to be part of a smaller operation, and not necessarily the opening moves of a larger assault. More than one million Palestinians have sought shelter in Rafah as they fled other parts of Gaza under attack by Israel.

Israel begins military operation in Rafah, hours after Hamas agrees to a cease-fire

Israeli leaders have approved a military operation into the Gaza Strip city of Rafah, and Israeli forces are now striking targets in the area, officials announced Monday. The move came hours after Hamas announced it had accepted an Egyptian-Qatari cease-fire proposal , which could end seven months of war in Gaza.

Here’s what to know:

CAIRO — A Palestinian security official and an Egyptian official say Israeli tanks entered the southern Gaza town of Rafah, reaching as close as 200 meters (yards) from its crossing with neighboring Egypt.

The Egyptian official said the operation appeared to be limited in scope. He and Hamas’ Al-Aqsa TV said Israeli officials informed the Egyptians that the troops would withdraw after completing the operation.

The Israeli military declined to comment. On Sunday, Hamas fighters near the Rafah crossing fired mortars into southern Israel, killing four Israeli soldiers.

The Egyptian official, located on the Egyptian side of Rafah, and the Palestinian security official spoke on condition of anonymity because they were not authorized to talk to the press.

The Associated Press could not independently verify the scope of the operation.

Earlier Monday, Israel’s War Cabinet decided to push ahead with a military operation in Rafah, after Hamas announced its acceptance of an Egyptian-Qatari proposal for a cease-fire deal. The Israeli military said it was conducting “targeted strikes” against Hamas in Rafah without providing details.

The Rafah border crossing is a critical entry point for humanitarian aid into Gaza.

WASHINGTON — Biden administration officials on Monday continued to express concerns to the Israelis that a major military operation into Rafah’s densely populated areas could be catastrophic.

White House officials on Monday also were privately concerned about the latest strikes on Rafah — although the strikes did not appear to be the widescale attack Israeli Prime Minister Benjamin Netanyahu has been threatening., according to a person familiar with Biden administration thinking who was not authorized to comment publicly.

BEIRUT — Hamas has published a copy of the cease-fire and hostage release proposal that the militant group said it had agreed to on Monday.

The framework brought forward by Qatar and Egypt aims to bring a halt to seven months of war in Gaza. However, it’s unclear if Israel will agree to the terms.

The proposal outlines a phased release of Israeli hostages held in Gaza alongside the gradual withdrawal of Israeli troops from the entire enclave and ending with a “sustainable calm” or “permanent cessation of military and hostile operations.”

Israel has previously said it would not agree to either a full withdrawal of its forces or a permanent cease-fire as part of a hostage release deal.

The first stage would last 42 days and would involve a partial withdrawal of Israeli forces from the Gaza Strip and the release of about 33 hostages held in the territory, including the remaining Israeli women — both civilians and soldiers — as well as children, older adults and people who are ill.

Thirty Palestinian prisoners held in Israel would be released in exchange for each Israeli civilian hostage and 50 in exchange for each female soldier.

Palestinians displaced in Gaza would be allowed to return to their home neighborhoods during that time.

The parties would then negotiate the terms of the next stage, under which the remaining civilian men and soldiers would be released, while Israeli forces would withdraw from the rest of Gaza. This phase would be conditioned on achievement of a “sustainable calm.”

The final stage would involve exchange of the bodies of hostages who died in captivity and the beginning of a reconstruction plan for the enclave that would take place over three to five years “under the supervision of a number of countries and organizations, including: Egypt, Qatar and the United Nations.”

TEL AVIV, Israel – Thousands of Israelis rallied around the country Monday night calling for an immediate deal to release the hostages still held in the Gaza Strip.

The protests came as Israel’s war cabinet voted to begin an operation on the city of Rafah, saying that a ceasefire proposal Hamas accepted earlier in the night was not in line with Israeli demands.

In Tel Aviv, about 1,000 protesters swelled near Israel’s military headquarters, some blocking the city’s main highway until late into the night. Police tried to clear the road, lifting some protesters off the street and extinguishing fires lit during the demonstration. Other officers on horseback surrounded crowds who chanted “deal now!”

In Jerusalem, hundreds of protesters called for a hostage deal. They marched toward the home of Israeli Prime Minister Benjamin Netanyahu, holding a banner reading “the blood is on your hands.”

There were also smaller protests in the cities of Haifa, Beersheba and Raanana.

Israeli police did not immediately respond to a request about the number of people arrested.

In front of Netanyahu’s house stood Mai Albini Peri, the grandson of Haim Peri, a hostage in Gaza. He held a sign that read, “Rafah, not at the expense of my grandfather.”

Turkish President Recep Tayyip Erdogan welcomed a statement by the Hamas militant group that it has accepted a cease-fire proposal, and he called on Israel to also accept the deal.

Speaking at the end of Cabinet meeting Monday, Erdogan also urged Western nations to exert pressure on Israeli to accept the deal. He suggested that Turkey had urged Hamas to accept the proposal.

“We were happy by the statement from Hamas that it accepted the cease-fire with our recommendations. The same step must now be also taken by Israel. I call on all Western actors to exert pressure on Israel,” Erdogan said.

Turkey, a vocal critic of Israel’s military actions in Gaza, suspended trade relations with Israel last week. It said the commercial ties won’t be restored until a permanent cease-fire is installed and obstructions to the flow of aid into Gaza are removed.

Israel will keep carrying out operations in Gaza as officials deliberate over a cease-fire proposal approved by Hamas, an Israeli military spokesperson says.

Rear Adm. Daniel Hagari spoke after the Hamas militant group said it accepted an Egyptian-Qatari cease-fire proposal to halt the seven-month war with Israel. Israeli officials were studying the proposal late Monday and did not immediately comment.

“We examine every answer and reply very seriously,” said Hagari. “At the same time, we continue our operations in the Gaza Strip and will continue to do so.”

During the same address, Hagari said that Israel would reopen a major crossing for humanitarian aid to pass into Gaza as soon as possible, without specifying exactly when.

Israel closed the Kerem Shalom crossing Sunday after a Hamas mortar attack in the area killed four Israeli soldiers.

The White House said earlier Monday that Israeli Prime Minister Benjamin Netanyahu had agreed to reopen the crossing on a phone call with President Joe Biden.

A U.S. official said that Washington was still waiting to learn more about the Hamas position and whether it reflected an agreement to what had already been signed off on by Israel and international negotiators or to something else.

Details of the proposal haven’t been released. The official was speaking on condition of anonymity because they weren’t authorized to publicly discuss the matter.

Hamas announced Monday it has accepted an Egyptian-Qatari cease-fire proposal, but there was no immediate word from Israel, leaving it uncertain whether a deal had been sealed to bring a halt to the seven-month-long war in Gaza .

An official familiar with Israeli thinking says Israeli officials are examining the cease-fire proposal approved by Hamas. But the official warns that the plan approved by Hamas “is not the framework Israel proposed.”

The official, speaking on condition of anonymity because Israel is still formulating a formal response, did not elaborate.

The language signaled that a deal could still be a ways off.

U.S. President Joe Biden spoke Monday with Israeli Prime Minister Benjamin Netanyahu and reiterated U.S. concerns about an invasion of Rafah.

Biden said that a cease-fire with Hamas is the best way to protect the lives of Israeli hostages held in Gaza, a National Security Council spokesperson said on condition of anonymity to discuss the call before an official White House statement was released.

Details of the proposal were not immediately released. But in recent days, Egyptian and Hamas officials have said the cease-fire would take place in a series of stages in which Hamas would release hostages it is holding in exchange for Israeli troop pullbacks from Gaza.

It is not clear whether the deal will meet Hamas’ key demand of bringing about an end to the war and complete Israeli withdrawal.

It issued a statement Monday saying its supreme leader, Ismail Haniyeh, had delivered the news in a phone call with Qatar’s prime minister and Egypt’s intelligence minister. The two Middle Eastern nations have been mediating months of talks between Israel and Hamas. There was no immediate comment from Israel.

The announcement came hours after Israel ordered Palestinians to begin evacuating the southern Gaza town of Rafah ahead of an Israeli military operation. Israel says Rafah is Hamas’ last stronghold.

Al Jazeera has obtained a copy of the Gaza ceasefire proposal that Hamas said it accepted on Monday. The deal, which was put forward by Egypt and Qatar, would come in three stages that would see an initial halt in the fighting leading to lasting calm and the withdrawal of Israeli troops from the Palestinian territory.

The proposed agreement would also ensure the release of Israeli captives in Gaza as well as an unspecified number of Palestinians held in Israeli jails.

The basic principles for an agreement between the Israeli side and the Palestinian side in Gaza on the exchange of captives and prisoners between them and the return of sustainable calm.

The framework agreement aims at: The release of all Israeli captives in the Gaza Strip, civilians or military, alive or otherwise, from all periods, in exchange for a number of prisoners held by Israel as agreed upon, and a return to a sustainable calm that leads to a permanent ceasefire and a withdrawal of Israeli forces from the Gaza Strip, its reconstruction and the lifting of the siege.

The framework agreement consists of three related and interconnected stages, which are as follows:

The first stage (42 days)

[Herein] a temporary cessation of military operations between the two parties, and the withdrawal of Israeli forces eastward and away from densely populated areas to a defined area along the border all along the Gaza Strip (including Wadi Gaza, known as the Netzarim Corridor, and Kuwait Roundabout, as below).

All aviation (military and reconnaissance) in the Gaza Strip shall cease for 10 hours a day, and for 12 hours on the days when captives and prisoners are being exchanged.

Internally displaced people in Gaza shall return to their areas of residence and Israel shall withdraw from Wadi Gaza, the Netzarim corridor, and the Kuwait Roundabout:

  • On the third day (after the release of three captives), Israeli forces are to withdraw completely from al-Rashid Street in the east to Salah al-Din Street, and dismantle military sites and installations in this area.
  • Displaced persons (unarmed) shall return to their areas of residence and all residents of Gaza shall be allowed freedom of movement in all parts of the Strip.
  • Humanitarian aid shall be allowed in via al-Rashid Street from the first day without any obstacles.
  • On the 22nd day (after the release of half the living civilian captives in Gaza, including female soldiers), Israeli forces are to withdraw from the centre of the Gaza Strip (especially the Netzarim/Martyrs Corridor and the Kuwait Roundabout axis), from the east of Salah al-Din Street to a zone along the border, and all military sites and installations are to be completely dismantled.
  • Displaced people shall be allowed to return to their places of residence in the north of Gaza, and all residents to have freedom of movement in all parts of the Gaza Strip.
  • Humanitarian aid, relief materials and fuel (600 trucks a day, including 50 fuel trucks, and 300 trucks for the north) shall be allowed into Gaza in an intensive manner and in sufficient quantities from the first day. This is to include the fuel needed to operate the power station, restart trade, rehabilitate and operate hospitals, health centres and bakeries in all parts of the Gaza Strip, and operate equipment needed to remove rubble. This shall continue throughout all stages.

Exchange of captives and prisoners between the two sides:

During the first phase, Hamas shall release 33 Israeli captives (alive or dead), including women (civilians and soldiers), children (under the age of 19 who are not soldiers), those over the age of 50, and the sick, in exchange for a number of prisoners in Israeli prisons and detention centres, according to the following [criteria]:

  • Hamas shall release all living Israeli captives, including civilian women and children (under the age of 19 who are not soldiers). In return, Israel shall release 30 children and women for every Israeli detainee released, based on lists provided by Hamas, in order of detention.
  • Hamas shall release all living Israeli captives (over the age of 50), the sick, and wounded civilians. In return, Israel shall release 30 elderly (over 50) and sick prisoners for every Israeli captive, based on lists provided by Hamas, in order of detention.
  • Hamas shall release all living Israeli female soldiers. In return, Israel shall release 50 prisoners (30 serving life sentences, 20 sentenced) for every Israeli female soldier, based on lists provided by Hamas.

Scheduling the exchange of captives and prisoners between the parties in the first stage:

  • Hamas shall release three Israeli detainees on the third day of the agreement, after which Hamas shall release three other detainees every seven days, starting with women as much as possible (civilians and female soldiers). In the sixth week, Hamas shall release all remaining civilian detainees included in this phase. In return, Israel shall release the agreed-upon number of Palestinian prisoners, according to lists Hamas will provide.
  • Hamas will provide information about the Israeli detainees who will be released at this stage by the seventh day (if possible).
  • On the 22nd day, the Israeli side shall release all prisoners from the Shalit deal who have been re-arrested.
  • If there are fewer than 33 living Israeli detainees to be released, a number of bodies from the same categories shall be released to complete this stage. In return, Israel will release all women and children who were arrested from the Gaza Strip after October 7, 2023 – provided this is done in the fifth week of this stage.
  • The exchange process is linked to the extent of commitment to the agreement, including the cessation of military operations, the withdrawal of Israeli forces, the return of displaced persons, as well as the entry of humanitarian aid.
  • All necessary legal procedures to ensure that freed Palestinian prisoners are not re-arrested on the same charges are to be completed.
  • The steps of the first stage above do not constitute a basis for negotiating the second stage. Punitive measures and penalties that were taken against prisoners and detainees in Israeli prisons and detention camps after October 7, 2023, are to be lifted and their conditions improved, including individuals who were arrested after this date.
  • No later than the 16th day of the first phase, indirect talks will begin between the parties to agree on the details of the second phase of this agreement, with regard to the exchange of prisoners and captives from both parties (soldiers and remaining men), provided that they are completed and agreed upon before the end of the fifth week of this stage.

The United Nations and its agencies, including UNRWA , and other international organisations, are to continue providing humanitarian services across the Gaza Strip. This shall continue throughout all stages of the agreement.

Infrastructure (electricity, water, sewage, communications and roads) across the Gaza Strip shall be rehabilitated, and the equipment needed for civil defence allowed into Gaza to clear rubble and debris. This shall continue throughout all stages of the agreement.

All necessary supplies and equipment to shelter displaced people who lost their homes during the war (a minimum of 60,000 temporary homes – caravans – and 200,000 tents) shall be allowed into Gaza.

Throughout this phase, an agreed-upon number (not fewer than 50) of wounded military personnel will be allowed to travel through the Rafah crossing to receive medical treatment, and an increased number of travellers, sick and wounded, shall be allowed to leave through the Rafah crossing as restrictions on travellers are lifted. The movement of goods and trade will return without restrictions.

The necessary arrangements and plans shall be put in place for the reconstruction of homes, civilian facilities, and civilian infrastructure that was destroyed due to the war, as well as arrangements to compensate those affected, under the supervision of a number of countries and organisations, including: Egypt, Qatar, and the United Nations.

All measures in this stage, including the temporary cessation of military operations, relief and shelter, withdrawal of forces, etc., shall continue in the second stage until a sustainable calm (cessation of military and hostile operations) is declared.

The second stage (42 days):

A return to sustainable calm (a permanent cessation of military and hostile operations) must be announced and take effect before the exchange of captives and prisoners – all remaining living Israeli men (civilians and soldiers) in exchange for an agreed-upon number of prisoners and detainees in Israeli prisons and detention camps.

Israeli forces shall withdraw completely from the Gaza Strip.

The third stage (42 days):

An exchange of the bodies and remains of the dead on both sides after they have been retrieved and identified.

The reconstruction plan for the Gaza Strip over a period of three to five years – including homes, civilian facilities, and infrastructure – and compensating all those affected begins, under the supervision of several countries and organisations, including: Egypt, Qatar and the United Nations.

A complete end to the siege of the Gaza Strip.

Guarantors of the agreement:

Qatar, Egypt, the United States, and the United Nations.

  • Colorado : House Bill 24-1134, which has passed both chambers of the legislature, would repeal the current “three out of six test” for combination. Under this test, the combined group includes only those members of an affiliated group of C corporations as to which any three of six enumerated criteria have been in existence in the tax year and the two preceding tax years. From the effective date forward, an affiliated group of C corporations, wherever incorporated or domiciled, that are members of a unitary business would file a combined report as a combined group. (Note that Colorado has not adopted worldwide combined reporting.) Another section of the law that is not revised provides that a combined report does not include any C corporation that conducts business outside the United States if 80% or more of the C corporation’s property and payroll is assigned to locations outside the United States. There are certain exceptions if tax avoidance is implicated.
  • Nevada : The Nevada Tax Commission has proposed a new regulation addressing the requirements for remote sellers and marketplace facilitators to collect sales and use tax that have been in place since October 1, 2019. The proposed regulation provides guidance on certain things not addressed by statute and defines several key terms that are not defined in the law.
  • Tennessee : The Department of Revenue issued Notice #24-05 addressing the franchise tax property measure repeal. A webinar was also held to educate practitioners and businesses on the processes and procedures for filing amended franchise tax returns and refund claims. A playback of the webinar is posted on the Department’s website, and the Department has also started a list of “frequently asked questions” (FAQs). Taxpayers may need to review the notice, view the playback of the webinar, and read the FAQs for specific details as to the filing of amended returns and refund claims. It has been “strongly recommended” that such filings occur electronically in the Department’s TN TAP system. The notice provides additional guidance on the documentation that may be required, the process for filing any lawsuits related to the franchise tax, and other important details.
