My own story

Being a journalist is not a walk in the park, I can say that from my own experience. My love for putting pen to paper started early. I always loved telling stories that can change the world so, choosing journalism as a career path was an obvious option for me.

Researchers publish largest-ever dataset of neural connections

A cubic millimeter of brain tissue may not sound like much. But considering that that tiny square contains 57,000 cells, 230 millimeters of blood vessels, and 150 million synapses, all amounting to 1,400 terabytes of data, Harvard and Google researchers have just accomplished something stupendous.   

Led by Jeff Lichtman, the Jeremy R. Knowles Professor of Molecular and Cellular Biology and newly appointed dean of science , the Harvard team helped create the largest 3D brain reconstruction to date, showing in vivid detail each cell and its web of connections in a piece of temporal cortex about half the size of a rice grain.

Published in Science, the study is the latest development in a nearly 10-year collaboration with scientists at Google Research, combining Lichtman’s electron microscopy imaging with AI algorithms to color-code and reconstruct the extremely complex wiring of mammal brains. The paper’s three first co-authors are former Harvard postdoc Alexander Shapson-Coe, Michał Januszewski of Google Research, and Harvard postdoc Daniel Berger.

The ultimate goal, supported by the National Institutes of Health BRAIN Initiative , is to create a comprehensive, high-resolution map of a mouse’s neural wiring, which would entail about 1,000 times the amount of data the group just produced from the 1-cubic-millimeter fragment of human cortex.  

“The word ‘fragment’ is ironic,” Lichtman said. “A terabyte is, for most people, gigantic, yet a fragment of a human brain — just a minuscule, teeny-weeny little bit of human brain — is still thousands of terabytes.”

The latest map contains never-before-seen details of brain structure, including a rare but powerful set of axons connected by up to 50 synapses. The team also noted oddities in the tissue, such as a small number of axons that formed extensive whorls. Because the sample was taken from a patient with epilepsy, the researchers don’t know whether such formations are pathological or simply rare.

Lichtman’s field is connectomics, which seeks to create comprehensive catalogs of brain structure, down to individual cells. Such completed maps would unlock insights into brain function and disease, about which scientists still know very little.

Google’s state-of-the-art AI algorithms allow for reconstruction and mapping of brain tissue in three dimensions. The team has also developed a suite of publicly available tools researchers can use to examine and annotate the connectome.

“Given the enormous investment put into this project, it was important to present the results in a way that anybody else can now go and benefit from them,” said Google collaborator Viren Jain.

Next the team will tackle the mouse hippocampal formation, which is important to neuroscience for its role in memory and neurological disease.

US airlines are suing the Biden administration over a new rule to make certain fees easier to spot

WASHINGTON (AP) — U.S. airlines are suing to block the Biden administration from requiring greater transparency over fees that the carriers charge their passengers, saying that a new rule would confuse consumers by giving them too much information during the ticket-buying process.

The U.S. Transportation Department said Monday it will vigorously defend the rule against what it called “hidden junk fees.”

American, Delta, United and three other carriers, along with their industry trade group, sued the Transportation Department in a federal appeals court on Friday, asking the court to overturn the rule.

The trade group, Airlines for America, said the Transportation Department is going beyond its authority by attempting “to regulate private business operations in a thriving marketplace.” The airlines said the administration hasn’t shown that consumers can’t get information about fees already.

“Airlines go to great lengths to make their customers knowledgeable about these fees,” Airlines for America said Monday. “The ancillary fee rule by the Department of Transportation will greatly confuse consumers who will be inundated with information that will only serve to complicate the buying process.”

The Transportation Department announced the new rule on April 24. It would require airlines and travel agents to disclose upfront any charges for baggage and canceling or changing a reservation. Airlines must show the fees on the first website page where they quote a price for a flight.

The agency estimated that the rule will save consumers more than $500 million a year.

“We will vigorously defend our rule protecting people from hidden junk fees and ensuring travelers can see the full price of a flight before they purchase a ticket. Many air travelers will be disappointed to learn that the airline lobby is suing to stop these common-sense protections,” the department said Monday.

Among the nation’s six biggest airlines, only Southwest did not join the legal challenge, which was filed in the 5th U.S. Circuit Court of Appeals in New Orleans. Southwest said the rule will have little to no effect on it because the Dallas-based carrier lets passengers check two bags for free and has never charged extra fees for changing or canceling reservations.

“Overall, we support every airline’s right to price its products but believe fees should be clearly and consistently disclosed, so consumers can make informed purchasing decisions,” Southwest said.

Pornhub completely disrupted the adult entertainment industry, and its influence on culture and our collective experiences of sexual expression online is undeniable.

But Pornhub, which bills itself as the world's leading free porn site, is now attempting to adapt to the times itself. It's facing a changing landscape of how people make and consume adult content, a reputation marred by accusations of child sexual abuse and pressure to abide by potentially invasive age verification laws.  

Like many other tech companies, Pornhub was started by a handful of dudes with a dream of making tons of money — and they would do it by offering people what they wanted: free pornography.

The site was founded in 2007 by Concordia students Ouissam Youssef and Stephane Manos, and their competitive foosball buddy Matt Keezer. They spent the next several years treating it like the tech startup it was.

By the mid-2000s, Pornhub had become one of the most popular sites on the internet.

In an era of free everything online, Pornhub flourished by allowing anyone with an internet connection to upload pornographic videos to the site, regardless of whether they owned or appeared in them. In 2010, the site was purchased by a larger company that owned several other porn sites. It would eventually become known as MindGeek, based in Montreal.

Big-box porn in a mom-and-pop world

Pornhub's grip on the online porn industry was like a big-box corporation coming into a mom-and-pop town. Independent porn websites that relied on paying customers faced an industry-wide reckoning. 

Suddenly, their content could be stolen and reuploaded to a free "tube" site like Pornhub — tube being short for YouTube, which they were modelled after — and hundreds of thousands of people could watch it without ever having to pull out a credit card.

"That was the same year that you remember the mortgage crisis and the subprime crisis and the world economy is collapsing," said Colin Rowntree, an indie pornographer who was running his own online adult business at the time. 

"And right in the middle of that was the tubes giving away free stuff when, you know, Joe Blow had no money and his mortgage was due, but he still wanted to watch some porn. It was a perfect storm." 

Tube sites "literally decimated the adult industry," he said.

Pornhub built its brand on a Wild West of free content, and in the process, trained people to never expect to pay for porn. Add to this the pervasive stigma against sex workers, and what resulted was a widespread entitlement to the labour of pornographers.

But access to free porn also expanded sexual horizons and brought pornography more into the mainstream. People no longer had to drive to a physical porn shop to rent a VHS tape. It was all online.

With free access to porn came more exposure to different gender expressions, body types and fetishes far beyond the pages of Playboy . In that sense, Pornhub and access to porn online in general played a role in broadening sexual horizons, and research backs up this phenomenon . 

Pornhub also became a place for performers to gain a wider audience and earn money through ad revenue. Uploading clips on Pornhub meant massive exposure and allowed them to develop fan bases that might follow them to paid sites or onward in their careers.

The changing economy of porn

In the last few years, the economy of porn has changed in radical ways. 

Working online as a content creator or influencer has become a viable job. The gig economy didn't just disrupt taxis and food delivery, it also changed nearly everything about the world of adult entertainment.

The rise of subscription platforms and cam sites, which allow performers and models to stream live from their own bedrooms, meant earning a living as a sex worker became possible for more people, including those who are disabled.

For escorts, online sex work also offered safer work environments than street-based work. Performers were able to determine who they would shoot with and what hours, wages and terms of employment they'd accept. With the rise of live-streaming sites, the performers owned their own content.

Onlyfans is the most famous example of this shift to a new generation of porn creators and consumers, and it has quickly become one of Pornhub's biggest competitors. 

The subscription-based site, launched in 2016, lets people sign up to support content creators for a set price per month — usually around $10. There are "safe for work" creators on OnlyFans, but it's known for porn.

Onlyfans exploded in popularity in 2020 during the COVID-19 pandemic. For all of the reasons the adult gig economy was starting to thrive online — flexible hours, decent pay, ownership of one's work and well-being — creators flocked to the site. 

Between March and April of 2020, Onlyfans saw a 200 per cent increase in new creator registrations. In 2022, it made $1.09 billion US in net revenue . 

People weren't just paying for porn again, they were paying in droves.

Accusations of child sexual abuse

At the same time, Pornhub was going through a crisis. 

In December 2020, the New York Times published an opinion article by Nicholas Kristof, who spoke to victims of child sexual abuse about what happened when recordings of their abuse ended up on Pornhub. The accusations were startling and harrowing. 

Following the New York Times piece, Mastercard and Visa pulled their services from Pornhub entirely. Sex workers who relied on the site for their livelihoods were devastated. 

"I felt, especially during the COVID times, it was very scary — the thought of them not allowing us to make any money at all ever anymore," said Vanniall, a performer who uses Pornhub. 

"I really was thinking, 'Oh my God, is this actually going to be it? Is this going to be the last time I'm ever gonna get a Pornhub payout?' And that was horrifying."

"I can't unsee images of kids being exploited," says New York Times columnist

There were demands and petitions from anti-trafficking groups to have Pornhub shut down altogether. Conservative lobbyists in the U.S. especially held up Pornhub as an example of what they felt was wrong with the entire industry, and miscategorized all porn work as exploitation. 

Because of Pornhub's Montreal roots, Kristof's article called for action from Canadian officials. "So a question for Trudeau and all Canadians: Why does Canada host a company that inflicts rape videos on the world?" he wrote.

Many social media sites struggle to keep non-consensual sexual imagery and child sexual abuse material off their platforms. 

Facebook, Instagram and X, formerly known as Twitter — three of the biggest social media platforms in the world — all report massive amounts of child abuse imagery every year to oversight agencies like the U.S.-based National Center for Missing and Exploited Children.

But Pornhub, which had built itself up as the household name for porn and has long been the target of conservative campaigns against porn, was poised for a particularly hard fall.

In response to Mastercard and Visa pulling out, Pornhub scrambled to strengthen its moderation practices, deleting millions of unverified uploads from the platform and prohibiting anyone who hadn't had their identification verified from uploading new content to the site. 

Recently, it started requiring paperwork showing that each person in every video had consented to being in the video and having it uploaded to the site.

Pornhub's future

In 2023, Mindgeek, Pornhub's Montreal-based parent company, was bought by Ethical Capital Partners and is now known as Aylo. 

In recent interviews, the new owners of Pornhub and its sibling sites emphasized that the site is safer than ever. They also said Pornhub's era as a tube site is over.

"This is a content sharing platform with verified uploaders and full moderation," said Solomon Friedman, partner and vice-president of compliance at Ethical Capital Partners.

But Visa and Mastercard still haven't returned, and Pornhub's future, as well as the future of all porn on the internet, hangs in the balance.

Can Canada really block kids from watching porn? | About That

Age verification bills like the one recently introduced in Canada and several others in the U.S. are gaining popularity. These bills require adult sites to verify the ages of all users — not just uploaders, but visitors as well — to prevent minors from visiting. 

Adult entertainment professionals agree that their industry should be safe, and kids shouldn't have access to their content. But critics of the legislation say the methods being proposed pose a privacy risk to consenting adults.

An article published by the Electronic Frontier Foundation , a nonprofit that defends civil liberties in the digital world, noted that though age verification mandates are limited in terms of what data they retain and disclose, there's still a significant risk.   

"Users are forced to trust that the website they visit, or its third-party verification service, both of which could be fly-by-night companies with no published privacy standards, are following these rules," the article read.

The American Civil Liberties Union (ACLU) also wrote that the "legitimate fear of having personal information exposed may deter adults from accessing legal and consensual adult content, thereby limiting their freedom to explore and express themselves in a private digital space."

Being forced to show government issued ID and getting a biometric face scan to visit a porn site attempting to comply with the law — as is already happening in Louisiana — won't prevent minors from seeing porn, but it will likely drive people to less compliant, less moderated sites, where minors can still see explicit material. 

Where Pornhub goes from here is unclear, but the adult industry is resilient.

Porn, and the audience for it, isn't going anywhere, but the legislation, rights and freedoms that impact performers and users eventually affects us all.

Kitboga, a popular "scam baiter" who hides behind characters to waste the time of scammers, has a combined Twitch and YouTube following of more than million subscribers. His aviator sunglasses — a signature look — recall a comically disguised CIA agent.

The gentle voice of an elderly woman named Edna is heard over the phone.

"I'm going to call Ticketmaster and see if we can get us some tickets to a Taylor Swift concert, OK?" she says . "Will you call them with me?"

She's speaking to a scammer from Nigeria on the other end of the line who is after her money. For months, he's spent a rough total of 20 hours on the phone with her, professing his love as he tries to get her to invest her millions in a house on the Moon. But the rambling Edna has been testing his patience with her absurd questions and tangents.

When the scammer insists they marry in Nigeria, a place he says he's never been, Kitboga drops the act.

"Interesting, 'cause all of your IP addresses are there," Kitboga says on a livestream, his voice now deeper, after switching off a voice changer. The naïve Edna character is one of the many disguises devised by Kitboga, the alias of a computer software engineer-turned-Twitch streamer, to lure scammers into his traps.

Kitboga, also called Kit, is a millennial with a knack for improvisation. He's among the most popular of so-called scam baiters, a term used to describe those who aim to waste scammers' time otherwise spent ripping off innocent victims. It's a lucrative gig for some of the biggest creators in the genre who, like Kit, have quit their jobs to scam bait full-time, often broadcasting their humorous schemes on YouTube and Twitch. As internet scams spike, with victims losing more money than ever, scam baiters like Kitboga are trying to get more than just laughs.

Americans lost a record $12.5 billion to internet crimes last year, according to the FBI's latest annual report , marking a 22% jump from 2022. The bureau says that number is likely higher because so many crimes go unreported. Law enforcement agencies lack the resources to investigate the majority of internet-based fraud, and few victims see their money returned.

But, like others in the world of scam baiting, Kitboga figures that the longer he can keep fraudsters on the line, the fewer victims fall prey to these scams.

Kitboga reveals the ridiculous lengths scammers will go to steal from the vulnerable. The episodes lend themselves to teaching moments for the viewers tuned into his streams. He breaks down the latest scams he encounters, from his own investigations or tips from his subscribers, sometimes learning as he goes. To his 1.2 million Twitch followers — a count he's doubled on YouTube — he's shed light on some of the most rampant and costliest cyber threats, from tech support and gift card fraud, to pig butchering scams . Pig butchering is a combination of a romance and an investment scam, usually involving cryptocurrency, in which the scammer slowly works to gain the trust of their victim before convincing them to invest money they'll never get back.

"Getting emails from someone saying, 'I knew that this was a scam because of your video,' ends up being a really cool mission-accomplished type feeling," Kitboga said.

It wasn't so long ago that Kitboga himself was ignorant of the types of scams he now encounters daily.

Kit was further inspired to start scam baiting because scammers had been taking advantage of his grandmother

He was inspired to start scambaiting in 2017, after coming across a YouTube clip of "Lenny," a beloved chatbot designed to trick telemarketers into thinking they are talking to a live person. The bot was an early scam baiter: Lenny wastes the time of spammers and scammers as the recorded voice of a forgetful old man spits out lines prompted by pauses on the other end.

It was then that Kit realized that tech support scams were a thing. He thought of his grandmother, whose dementia made her a more vulnerable target, and his grandfather with Alzheimer's.

"I work on computers all day. If I don't know this exists, my grandparents definitely don't know," he said. "And there was just this spark of maybe I could do something about it."

Scammers had been taking advantage of his grandmother, he learned. She was paying for multiple cable and internet packages. He said "sketchy" people were showing up at her house on her dime, doing unnecessary tasks.

But as Edna, a character modeled after his grandma, he realized he could manipulate the scammers.

"The initial drive or mission was, if I spent 10 minutes on the phone, then that was 10 minutes that that scammer wasn't talking to my grandma or your grandma," he said.

Friends encouraged him to stream his calls with scammers on Twitch. Since then, he said he's helped several victims escape the hold of scammers and disrupted large fraud operations.

Getting back stolen money is rare. But reporting scams to authorities increases your chances

On a good day, Kitboga gathers enough intel from the scammer that he then reports to the authorities. Scammers, seeing him as an unsuspecting victim, will occasionally give up bank account details, cryptocurrency wallet addresses and other identifying information that he said he shares in his reports to banking authorities, in complaints to the FBI, and in direct communications with law enforcement.

"If they think you're falling for their scams, they end up giving way too much information sometimes," he said.

The FBI and the Secret Service did not confirm to NPR whether it has agents working with Kitboga or any other scam bait streamers, saying it doesn't comment on specific activities. The bureau encourages victims to promptly report online scams to its Internet Crime Complaint Center, iC3.gov. The FBI uses those complaints to build cases against cybercriminals. Of the small percentage of overall crimes it does look into, the bureau has a relatively high success rate of stopping scams. Last year, the FBI's recovery unit was able to freeze roughly 71% of the $758 million stolen in fraud crimes it investigated.

As to how to fight fraud, strategies differ among scam baiters. The ethics of how far to take the trolling are debated in online forums. Some have questioned the murky practices of Pierogi, the alias of another popular streamer in the scambaiting world, who is known for having more of a vigilante streak. Another has faced legal repercussions for his tactics. Thomas Dorsher, who ran the YouTube channel ScammerBlaster to document his efforts in punishing illegal robocallers, was fined by the FCC for running his own illegal robocalling scheme.

Among scam baiters, Kitboga is known for toeing the line: "I kind of treat it like, well, if it's illegal for me I shouldn't do it," he said.

Even so, Jerri Williams, a retired FBI agent, advises scam baiters to be cautious. As a veteran fraud investigator who has worked major telemarketing cases, she said, "I wouldn't recommend this at all."

You don't always know who's on the other side of the phone. Although streamers largely target call center scammers who have rudimentary hacking skills, there's a chance it could be a con artist capable of doxing the scam baiter, Williams said. Some scammers, she added, are not willingly defrauding people, but are victims of human trafficking operations .

"When you're playing around with people whose job it is to be a criminal, you need to really think about what are you attempting to do," she said. "If it's truly just to entertain followers then, no, I don't think it's the right thing to do at all."

For many people who watch Kit's content, the amusement factor was the Trojan Horse to real information they say helps them stay alert to scams.

Dylon Cai, 40, said he's a lot wiser to the various scams out there after coming across Kitboga's channel. Years ago, he was ensnared in a tech support scam that caused him to lose all of his college work on his laptop.

"It was frustrating," he said. "At that time, YouTube was just starting out. I really wish that somebody was actually able to share this kind of content to me. That would have prevented that experience I had."

Cindy, who doesn't want to use her last name due to the threat of scams, said scammers hounded her late parents' phone line after she became the executor of their estates. A search for answers took her to Kitboga's Twitch stream.

"I started off trying to find solutions but then I began to love the entertainment portion of it," she said. "He's just very addictive to watch and I get a little schadenfreude from seeing [scammers] get their comeuppance."

Cindy, who at 64 is on the older side of the scam baiter's predominately millennial viewership, has since joined Kit's team of volunteers, helping promote his content and keep track of his anti-scam sagas. She said her husband, who doesn't watch Kit's content, now looks to her when he's confronted with suspicious activity online.

"He comes to me, he's like, 'What's this?' And I'm like, 'Oh, that's a scam,' " she said. "I feel empowered, you know."

Kit has taken a more proactive approach in his latest schemes, which have allowed him to thwart scammers even while he's sleeping. He's set up a "honeypot" trap , created with artificial intelligence, that sends scammers through a series of unending verification steps in search of non-existent stolen Bitcoin accounts.

Recently, he also released anti-scam software. "I've seen how devastating they [scams] can be," Kitboga said, "but also learned — going back to my grandma — how I could stop someone from ever getting on her computer in the first place."

The leader of a “grisly and gruesome” extreme body modification network who streamed mutilations on his “eunuch maker” website has been jailed for life with a minimum term of 22 years.

Marius Gustavson, 46, was the “arch manipulator” of vulnerable victims and was said to have been involved in at least 29 procedures, which were “little short of human butchery”, the Old Bailey in London heard.

The “large-scale, dangerous and extremely disturbing” four-year enterprise included castrations, the use of clamps to crush testicles, penis removals, the freezing of limbs and administering electric shocks to a 16-year-old boy, which were streamed on Gustavson’s website.

The “busy and lucrative” business is estimated to have taken more than £300,000 from its 22,841 paying subscribers across the world between 2017 and 2021.

Gustavson, who had previously admitted charges including conspiracy to commit grievous bodily harm, appeared for sentence via video link alongside six other men who had all admitted their part in the scheme. The charges relate to 13 victims who are being safeguarded by specialist detectives.

Judge Mark Lucraft, the recorder of London and most senior judge at the Old Bailey, said as he announced the sentence: “Gustavson, you are very much the mastermind behind this grisly and gruesome enterprise. The business you set up was one that was both busy and lucrative. As with all the others involved, you have no medical qualifications.”

He added: “The footage uploaded was extremely explicit and made available to paying subscribers no doubt so they could watch it for their sexual gratification […] Like-minded individuals were recruited by you, Gustavson, to assist in what became a large-scale, dangerous, and extremely disturbing enterprise.”

The prosecutor Caroline Carberry KC told the three-day sentencing hearing that there was “clear evidence” of cannibalism and that Gustavson had cooked testicles for lunch in an “artfully arranged salad platter”. He also kept numerous body parts as “trophies” in a fridge at his home in Harringay, north London and “sold” severed genitalia online.

The court heard the procedures were carried out in “amateur and dangerous” ways with kitchen knives, surgical scalpels and implements designed to be used on livestock, leaving victims writhing in pain and needing medical attention.

The judge said: “They are permanent and irreversible procedures and will have a long-term, lifetime effect on the ability of the victim to carry out their day-to-day activities.”

Gustavson’s film-production techniques began to take on a more and more professional feel as the number of procedures increased. The videos were uploaded to the website, and subscribers paid to watch, with varying levels of membership from “free” to “VIP”, which cost £100, the court heard.

The scale of the operation Gustavson, a Norwegian national, and other “like-minded individuals” ran was “without precedent”, Carberry said, saying it was “impossible to know” the full scale of the offending.

The court previously heard that the procedures are linked to a subculture where men become “nullos”, short for genital nullification, by having their penis and testicles removed.

In a video of one incident, which was played in court, one of the group’s victims was branded with the letters “EM”, for eunuch maker, on the back of his calf. The man later complained to police about Gustavson and his “circle of acolytes”, and an investigation was launched.

In a victim impact statement, the branded man described Gustavson as a “lunatic” who had put together a “slick, professional website”.

The other six defendants admitted conspiracy to commit grievous bodily harm.

The judge said: “I am entirely satisfied that the motivation of all those involved were a mix of sexual gratification as well as financial reward.”

Gustavson pleaded guilty to conspiring to commit grievous bodily harm, five counts of grievous bodily harm with intent, making and distributing an indecent photograph of a child, and possession of criminal property.

Peter Wates, 67, of Purley, Surrey, a retired former member of the Royal Society of Chemistry, was sentenced to 12 years in prison. Forensic officers found a scrotum and two penile shafts inside a tub of butter marked with the instruction “do not defrost” at his home address.

Janus Atkin, 38, of Newport, Gwent, who had been completing a veterinary course, was jailed for 12 years.

Ion Ciucur, 30, of Gretna, Scotland, received five years and eight months’ imprisonment, and Stefan Scharf, 61, of no fixed address, was sentenced to four and a half years in jail.

David Carruthers, 61, and Ashley Williams, 32, of Newport, Gwent, were jailed for 11 years and four years, six months respectively.

In January, three men were sentenced after admitting causing grievous bodily harm to Gustavson. Damien Byrnes, 36, from north London, was jailed for five years for removing Gustavson’s penis with a kitchen knife on video at his home on 18 February 2017.

Jacob Crimi-Appleby, 23, from Epsom in Surrey, was jailed for three years and eight months for freezing Gustavson’s leg leading to the need for it to be amputated in February 2019.

Nathan Arnold, 48, from South Kensington, west London, received a two-year suspended sentence for the partial removal of Gustavson’s nipple with a scalpel in the summer of 2019.

Kate Mulholland, from the Crown Prosecution Service, said: “Whilst the victims in this case all seemingly consented to surgeries and amputations, the victim who bravely reported his assault to the police expressed serious regret regarding his procedure and the lasting impact it has had upon him. This clearly emphasises why such practices are unlawful.”

DI Amanda Greig, from the Met’s specialist crime command, thanked the victims for their bravery, adding: “I would like to highlight the excellent work of the Met’s investigation team, who have examined thousands of hours of horrific material seized from the suspects. Their diligence and professionalism have ensured no one else will suffer at the hands of these men.”

The Met said a search of Gustavson’s flat had uncovered boxes of medical needles and syringes, local anaesthetic packs, surgical tools, a wooden chopping board and a mallet, a body board with leg and arm restraints attached, disposable skin staplers, and numerous medical procedure videos.

A FAFSA Fiasco Has Students Still Asking: Which College Can They Afford?

The new application for federal tuition aid was meant to be simpler. High school seniors say it has been anything but, and some are still unsure of their plans after graduation.

By this time of year, college-bound high school seniors are usually celebrating their choices, researching dorms and even thinking of their majors. This year, that’s not necessarily the case.

Because of a disastrous rollout of the new application for federal tuition aid, many still don’t know how much tuition they would be paying and so have not decided where they can afford to go.

The Education Department’s redesigned form for the Free Application for Federal Student Aid, or FAFSA, was supposed to make applying for tuition aid easier and more accessible. But faced with a bureaucratic mess caused by technical meltdowns and severe delays in processing information and receiving aid packages, students say the new system has been anything but clear or streamlined.

The first signs of trouble began in December with the form’s release and have cascaded since, creating uncertainties for students — with graduation right around the corner.

“It’s been a nightmare from point A to point B,” said Reyna Atkinson, a 17-year-old from Michigan, who ultimately committed to Michigan State University after months of waiting.

FAFSA is a free, standardized application for federal aid for college tuition that millions rely on. Students fill out one form, with details on their background and household income, to request tuition information for the schools they list.

Before the overhaul, applicants typically received their financial aid packages within 72 hours of submission. But this year, the Education Department has to reprocess more than half a million applications , and students have been waiting for two, three months — and counting.

Students typically must commit to a college by May 1. Some colleges have extended their decision days until May 15 or early June because of the FAFSA problems.

Even so, several students interviewed by The New York Times said they were making decisions without getting a full picture of tuition costs, a move financial aid experts discourage. Others said they couldn’t commit without knowing how much their chosen college would cost.

Kenneth Seinshin, a 17-year-old from New York City who hopes to be the first in his family to go to college, started filling out his application the first week it came out. But it took months to troubleshoot the glitches he encountered; he finally submitted in March.

So far, he has received only one aid package, for Union College in New York, and he has yet to make a decision. “The whole process just really stressed me out,” Kenneth said.

Clover Schwalm, an 18-year-old from Michigan, was in a similar situation. As a disabled and transgender student, she wanted a school with an accessible and inclusive environment. She still hasn’t received all of her packages, including from schools of higher priority like Savannah College of Art and Design, but committed to Arizona State.

She said she has “reservations” about moving to Arizona, but was comforted by the fact that it doesn’t have a ban on transgender care for adults. “It’s not the best, but I also recognize that there are states that could be less safe,” she said.

Simply completing the application has been a frustrating task for many. Some have not been able to save their changes or make corrections, while others could not submit their form at all.

So far this year, there has been a noticeable dip in the number of students who have completed the form, compared with last year. Among high schoolers graduating this year, 35.6 percent had completed financial aid applications through April 26, compared with 48.2 percent in the same period for the previous class, data analysis by the National College Attainment Network shows.

“The data on FAFSA completion takes a bad story and makes it even worse,” said Bill DeBaun, a senior director at NCAN, which tracks FAFSA applications.

Reyna, the Michigan student, submitted her FAFSA form in January, but it wasn’t processed until late March. She was accepted to several schools, but the FAFSA system wouldn’t let her add them to her application, so she gave up on trying to get financial aid from them.

Ava James, 17, from California, faced different, but still frustrating, hurdles. When she tried to add her mother’s first name, Janice Cheryl, the system could not process the double name. She eventually figured it out, but then the system prematurely submitted the form without her signature. It took her six weeks to fix it.

Another wrinkle has been the form’s convoluted language.

Vanessa Farris, a counselor for the Ayers Foundation Trust in McMinnville, Tenn., said several of her students tripped over one particular question:

“Are the student’s parents unwilling to provide their information, but the student doesn’t have an unusual circumstance, such as those listed in question 7, that prevents them from contacting the parents or obtaining their information?”

“Such a little thing, but it has a cost,” Ms. Farris said. Several students provided wrong answers, and they were not able to amend their mistake for months.

The debacle affects some more than others. Agnes Cesare, a college counselor at U.C.L.A. Community School, said she was worried about its effects on students from low-income families or racial minority groups — the ones the new form was meant to help.

Ms. Cesare said that because of the arduous process, some students at her school had decided to pursue an associate degree and save up for a bachelor’s later. But she worries that once they are out of high school, they may not get the help they need to transfer to a four-year school.

“It feels like the roadblocks are insurmountable” for those students, Ms. Cesare said.

The process has been especially difficult for students with undocumented parents. The new system asks parents for their Social Security numbers, which undocumented people don’t have.

That was the case for Elizabeth Templos-Galindo, a 17-year-old in Tennessee, and her parents. They called the Education Department for assistance but were put on hold for five hours before learning of other forms of identification her parents could submit.

Education Department officials have acknowledged the glitches, and on a recent call with reporters, the deputy secretary of education, Cindy Marten, said they had been “working tirelessly to resolve those issues.” Officials added that students were now able to make corrections to their forms and that updated financial records were being sent to schools. Last month, the department announced that the leader of the Federal Student Aid office, Richard Cordray, would step down.

While FAFSA is used by every school in the country, a small group of institutions — a lot of them private and elite schools with a larger endowment and more students from wealthier backgrounds — also uses the College Scholarship Service Profile, a financial aid application administered by the College Board.

The CSS profile costs $25 per application, and schools that use it provide aid estimates using a different formula. Because that form didn’t have a bevy of glitches, students received estimates more quickly from CSS-affiliated schools than ones that use FAFSA.

Owen Keller, 18, from Maine, can speak to that. He filled out both FAFSA and CSS forms in December, and received tuition details from CSS-affiliated schools like Bowdoin College well before his first FAFSA package arrived in late April. Owen decided on Bowdoin even before receiving all of his packages.

The FAFSA blunder has made some reconsider their plans.

Yajaira Vargas, 18, from Reno, Nev., wants to study political science and become an immigration lawyer. She got into her top choice, the University of Nevada, Reno, but wasn’t able to apply for aid until May.

Now, she is considering not going to college immediately and taking a gap year. “But I don’t want to do that,” she said.

Universities are also feeling the stress of the FAFSA disaster, said Christopher Murr, assistant vice president for financial aid and scholarships at Texas State University.

“I know the U.S. Department of Education is doing their best at this point,” Dr. Murr said, “but it seems every couple of days there’s a new wrinkle, a new challenge that we have to adapt to.”

Experts are worried things may get worse this summer, when this debacle could collide with the “summer melt”: a period when students who took all the necessary steps to go to college, including putting down a deposit, decide not to enroll by fall semester.

Because of that, Mr. DeBaun said June 30 was seen as a crucial milestone, when the school year ends and high school students will no longer get access to counseling.

“Will we be able to connect students with the assistance they need to finish the process out?” he asked.
