Driver CPC Initial Qualification

All potential professional drivers will need to pass Initial Qualification Tests, which will assess their knowledge and skills in the areas outlined in the Directive.

Driver CPC Theory Test – Step 1;

= Option 1;  applies for either a bus or truck theory test This test consists of 100 multiple choice questions – you must correctly answer at least 74 of them to pass either the bus or the truck exam.

= Option 2;  applies for either a bus and truck theory test This test consists of 140 multiple choice questions if you want to drive buses and trucks, you may opt to take the combined bus and truck exam. You must correctly answer at least 104 to pass this combined bus and truck exam.

Driver CPC Case Study – Step 2;

= 3 case studies are short scenarios that describe various situations a driver might face. There are 15 questions in each case study (45 in total). To pass, you must correctly answer 28 of the 45 questions – a minimum of 5 questions on each case study.

We will prepare these potential professional drivers to assist them in passing all two steps required to attain the Learner permit for C or D License.

After passing your Driver CPC Theory Test Step 1 and Step 2 and holding a driving license B you can apply for your  Learner Permit for license C or D (or both).

You now have two years the time to finish your Driver CPC Test with the flowing steps

Driver CPC Step 3

=  the standard 90-minute driving test

Driver CPC Step 4

=  a 30-minute practical test

Again we will prepare these potential professional drivers to assist them in passing the all last two steps as required to attain the full Driving license for C or D.

After you passed all the 4 Steps above and you want to maintain your Driver CPC you must then do 35 hours of periodic training over the next five years. Training is on a one-day-per-year basis (minimum of 7 hours each day). If you are maintaining both a bus and a truck CPC you must complete 42 hours training over the five year period.

These courses are for all potential professional young drivers “C license 18 Years plus and D license 21 Years plus”, these courses are also for “Back to Work Scheme” and “Career Change”

CPC Case studies

You need to have taken the Driver CPC theory test before you can sit your case study test.

What do you need to do?

If you want to be Driver CPC qualified for either a truck or bus you will need to have passed a case study test

The case study test describes 3 real life situations a driver might face. There will be 15 questions on each.

To pass you have to score at least 5 out of 15 in each situation and have an overall score of at least 28 out of 45.

Where do you need to go?

You can book your case study test at the  Driver Theory Test Website

Your test result

When you finish your theory test you will be given a score report. This will tell you whether you have passed or failed your test.

This information will be passed on by the Driver Theory Test Service to the RSA CPC Section.

If you have passed, you will be given a Driver CPC Case Study Test Certificate

Your case study test certificate is valid for 2 years from when you passed the test.

If you fail your case study test

You’ll get a score report with feedback telling you why you’ve failed.

You can book another case study test straight away, but you can’t take it for another 3 clear working days.

The Certificate of Professional Competence (CPC) in Road Transport Operations Management (road haulage) is designed to meet the requirements of Regulation (EC) No. 1071/2009. 

CILT is the examining body for the CPC in Road Transport Operations Management on behalf of the Department of Transport.

Achievement of the CPC in road haulage (Road Transport Operations Management) demonstrates that the holder of the qualification is qualified to perform effective and continuous management of undertakings engaged in road transport operations within any EU member state.

This CPC is for managers particularly those who wish to become transport managers or who want to set up their own transport business.

This CPC is designed for managers and those wanting to set up their own transport business. There is a requirement to complete a minimum of 100 hours tuition prior to sitting the examination. Along with attending classes, students are  also advised to spend a further 100 hours in home study, to read and widen their knowledge, to revise and prepare for examinations. 

Key areas covered are: 

Introduction to haulage and passenger transport operations  

Setting up a road transport business 

  • Covers marketing, developing a business plan, decision-making factors, financial considerations, business ownership, obligations upon transport operators and consequences of bankruptcy. 

Access to the road haulage market 

  • What the legal requirements are in setting up a business and getting access to the road haulage market. 
  • Covers professional competence, good repute and financial standing so candidates are aware of what is required by the Department of Transport, Sport and Tourism when applying for a Road Transport Operators Licence. 
  • Also covers community authorisations and bi-lateral permits in order to meet the legal obligation for carrying out operations in the EU and further afield.  

Transport operations management - haulage 

  • Covers main issues in managing a road haulage business - distribution management, logistics, JIT, selecting the vehicles, fleet management, insurances, documentation for the driver, vehicles and loads, the role of information technology in transport management, organisation of work, operating efficiency and fuel economy. 

Financial management 

  • Provides students with the main financial information required when setting up and running a business. 
  • Covers basic accounting information on keeping accounts, balance sheets, financial analysis, depreciation, costings, pricing, cost allocation, budgeting and managing cash flow. 
  • Other areas covered include, road user charges, cheques, methods of payment, renting, and factoring. There is also a section covering invoicing and incoterms (commercial terms for common contractual sales practices, often used to communicate the tasks, costs, and risks associated with the transportation and delivery of goods), fares and pricing. 

Technical standards - haulage 

  • Deals with the EU Legislation on the common rules or standards in operating vehicles in Europe. 
  • Covers EU type approval, vehicle weights, dimensions and design, abnormal loads, special permits and vehicle testing, technical standards, vehicle selection, loading and unloading, cargo-handling and loading devices, noise and air pollution, drawing up periodic maintenance plans, compliance with the safety requirements, vehicle maintenance, and the carriage of dangerous goods by road. 

Civil, commercial and social legislation 

  • Focuses on the social issues concerned with road transport. 
  • Covers employers' social security obligations, work contracts, obligations of the parties, working conditions and working hours, paid leave, remuneration, breach of contract, Working Time Directive, main types of contract used in road transport, conditions of carriage, contract, agency and carriers liability in tort, consumer rights, employment health and safety legislation, driver qualifications, compliance with traffic regulations, compensation for loss or damage to goods, claims for injury to passengers and damage and loss of baggage. 

Conventions and documentation  

  • Examines the various conventions and documents in use in transport in passenger operations in Ireland and abroad. 
  • Covers CVR Convention, Carnet de Passage en Douane and other Customs documentation, transit agreements and road user charges. 

Route planning and road safety 

  • Examines the importance of safety in transport and covers the legal requirement under the tachograph regulations for driving hours and rest periods. 
  • Also covers the requirements for route planning especially when undertaking an international journey, including country profiles, access to ports and the main routes used from Ireland to Europe. 

Candidates must sit two exams to achieve a CPC in Road Transport Operations Management. 

Once the candidate has chosen an approved CPC provider to study with, the provider will then register the candidate as an exam candidate via the CILT website before the course begins.  

An automated email of log in details will be sent to the candidate. This will provide the candidate with: 

  • ‘M’ Number and Password
  • Link to Member / Candidate portal of the website
  • There, the candidate can check their personal details are correct
  • Book and pay for the exam once the provider have ‘certified’ the candidate for 100 hours of training.

A minimum of 100 hours of tuition must be provided by the course provider.  Along with attending classes, students are also ADVISED to spend a further 100 hours in home study, to read and widen their knowledge, to revise and prepare for examinations.

NOTE: If repeating one paper due to 'Fail Special' you must pay the full €285.00

Examination Format - Open Book

The Chartered Institute of Logistics and Transport as of from  June 2019 changed  the Transport Manager Certificate of Professional Competency examination to an  OPEN BOOK FORMAT .   This change is made after consultation with the Department of Transport.

For the next examination, candidates will be  allowed  to bring in a copy of the  16 Edition of the TM CPC Course Manual dated March 2018 as well as the asociated TMCPC MANUAL ADDENDUM .

Candidates may insert the small tabs / index page markers into their manuals, they may also highlight text if they wish, however no other written material or notes  may be brought into the examination.

Candidates will also be required to bring a calculator with them into the examination

Examination Marking Scheme:  Two papers each of 2 hours 30 minutes duration, in each paper.

Both papers - Pass mark is 60% (240 marks)

  • Multiple choice questions   - mix of 5/10 mark     = 30 - 90 marks 
  • Up to 11 short questions     - x 20 mark                  = 160 - 220 marks 
  • 1 essay type question          - x 50 mark                  = 50 marks 
  • 1 case study questions        - x 150 mark               = 150 marks 

                                                                                      Total  = 400 marks   

Each Paper has two sections – Section A and Section B.  The answers to Section A must be written on the question exam paper.  Answers to Section B must be written in the Answer Booklet provided.  Neither booklet are permitted to leave the examination hall but must be returned to an invigilator.

Sitting the Exams

Candidates will sit both exam papers on the same day, morning: paper one (09:30 to 12:00) .

This paper is based broadly but not exclusively on the following subjects:

Afternoon: Paper Two (14:00 to 16:30)

Each exam paper has 2 Sections. Section A and Section B. Answers to Section A must be written in the question Booklet in the space provided for each question.  Answers to the questions in Section B must be written in the Answer Booklet provided.

Examination Marking

The candidate must receive an overall pass mark of 60%.

Candidates must also achieve a minimum of 50% in each paper.

The Case Study question is compulsory in all TM CPC exams. The question is designed to assess a candidates understanding, and or application of the subject matter, not just their knowledge of it.  Candidates are strongly advised to practice answering case study type questions to help prepare themselves for the real exam.

Total :  400 marks  

  • Note: All students achieving between 55%-59% will automatically have their exam papers rechecked.

Note:  A special provision exists for candidates who fail to achieve the overall 60% requirement, but who achieves 60% or over in either Paper One or Paper Two and who also achieve a minimum 50% in the other paper. Such candidates will only be required to re-sit the failed paper (at the next examination date), this is known as a ‘ Fail Specia l’. Where a candidate fails to avail of this option or fails to achieve a 60% minimum in the re-sit paper, he/she will be required to re-sit the full examination (Papers One and Two) at their next attempt. Candidates who have not been successful will receive an email outlining their results and giving details for repeating the examination , if they wish to do so. Based on their results they will be advised as to whether they need to re-sit one or both examinations. 

Notification of Results

Candidates will be notified in 40 working days from the date after the exam.

Working days for our office are Monday to Friday and the office is closed on Bank Holidays and the Christmas season.

Results will be emailed and NO results will be given out over the phone.

Is the TM CPC Certificate on the QQI / NFQ Framework? - NO

QQI stands for Quality and Qualifications Ireland - the body that regulates courses for further education and training and higher education in Ireland. The TM CPC Certificate is a PROFESSIONAL QUALIFICATION ONLY and DOES NOT have any QQI / NFQ / FETAC level associated to it. 

Sample Exam Papers

The following sample papers have been compiled by our Chief Examiner and are provided solely for the purpose of illustrating how those planning to sit a TM CPC exam can expect to be assessed.

Candidates are required to complete two papers on exam day, Paper one is taken in the morning and Paper two in the afternoon. The content of each of the papers vary from one exam to another, for example a question related to training may appear in either the morning paper, the afternoon paper, or both papers, depending on the context of the question. Questions are currently exclusively based on the content of the 16th edition of the TM CPC Manual and any associated TMCPC Manual Addendum, students should familiarise themselves with the layout and content of the manual. As the exam is now open book the convention of setting questions in the order in which they appear in the manual is no longer relevant however the general approach to the exam format will not be dissimilar.

Each paper whether a Haulage or Passenger exam is divided into two sections, Section A and Section B. We strongly advise that candidates practice navigating through these sample papers as doing so will help them become familiar with the examination process and could improve the chances of success.

STRUCTURE OF THE EXAM

Section A contains a number of Multiple-Choice Questions (MCQ’s) which carry 5 or 10 marks each. The MCQ’s have a question followed by up to 4 optional answers, from which candidates should pick just one. There is only one correct answer for these questions. This section also includes short questions of 20 marks each.

Answers to Section A questions must be written in the space provided after each question inside the question booklet.  

Section B of the exam papers include essay type questions, one of which is Compulsory.  You must attempt the compulsory question, and also, choose one of the remaining two optional questions in this section. Only choose one of these two questions to answer.  If you change your mind and switch to the alternative question – don’t forget to cross out the first chosen answer – failure to do so will result in only the first written answer being marked by our examiner. Answers to Section B questions (the compulsory question and chosen question either No. 2 or No. 3 must be written in the space provided in the Answer booklet – don’t forget to clearly label your answers so the examiner knows which question the answer relates to,.  

Whether practicing with a sample paper or sitting the live exam, candidates are encouraged to carefully read and follow the Instructions set-out on the cover page of each paper or section introduction.

Candidates should note that these papers are for illustrative purposes only, none of these questions in either of these two papers would normally appear in any of the live exams.

Most TM CPC training providers include some useful advice and or coaching on how to tackle the exam papers. Some even include a mock exam which can be helpful to many students. However, it is important to study the course material, become familiar with and most importantly to understand it, and its application in the real world of transport management. Our experience is that those who attend the full course, undertake at least the minimum additional home study recommendations generally do very well in the real exam.

The CILT contacts each registered candidate before the exam date and provides useful information to help candidates prepare for the real exam. Take time to carefully study the advice and if you have any questions raise them with your training provider.

Can I Appeal my Exam Result?

Yes, there is an appeal system. 1. CPC candidates may appeal their results in writing by email to [email protected]   2. Quote your Candidate Registration number (e.g. M111234) as reference. 3. On receipt of a letter of appeal, the candidate’s examination paper is sent to the External Examiner for recheck. 4. The appeal process is available for 15 Working Days  after a candidate has been notified of their results. 5. Candidates will be given results of their appeal within four weeks of the closing date of the appeal. 6. There is a cost of €45.00 for rechecking your exam. This can be given by cheque or by card payment over the phone.

What is the difference between a Certificate of Professional Competence and an Operator Licence?

A Certificate of Professional Competence (CPC) in Road Transport Operations Management is a qualification that allows the holder to act as transport manager in a road transport undertaking. It is  not a licence to operate in the road transport sector. Every road transport undertaking must hold an Operator Licence in order to operate for hire or reward, and one of the conditions of the licence is that the operator must have a qualified transport manager, i.e. a person who holds a CPC. 

Operator Licences are issued by Road Transport Operator Licensing Unit. Certificates of Professional Competence are issued by the Chartered Institute of Logistics and Transport.

I have a Driver CPC. Does this qualify me to act as a transport manager?

No.  Driver CPC was introduced by EU regulation to set and maintain high standards of road safety, health and safety and driving among professional drivers of buses and trucks and is administered by the Road Safety Authority.  It is not related to the CPC in Road Transport Management administered by the Chartered Institute of Logistics and Transport (CILT).

Will the CPC cover both national and international operations?

This qualification covers Irish and EU requirements for professional competence. It is not valid outside of the EU.

Why is there a need for a CPC?

To ensure that there are no barriers that would prevent an operator from plying their trade, for example, in Ireland, France or the rest of the EU, the EU Commission proposed that all transport operators should operate under a common system of rules and that each operator would do the same course across Europe. This course, therefore, seeks to promote awareness of what is required to effectively and continuously manage a transport business anywhere in the European Union.

Do you have to renew your CPC in Road Transport Operations management at any point?

Currently, no you don’t.

Important: CPC requirements for a learner permit/driving licence

Where a person wishes to take out a learner permit or a driving licence in categories C, CE, under 21 years or for D, DE under 24 years then they must complete CPC even where they do not wish to drive professionally.

Therefore, an application for a learner permit must be supported with a driver theory test certificate in the category (known as CPC Step 1) and also two-hour case study theory test (known as CPC Step 2).

An application for a driving licence must be supported with the standard 90-minute driving test cert of competency (known as CPC Step 3) and a 30-minute practical test (known as CPC Step 4).

THERE IS NO NEED TO DO THE  CPC IF YOU ARE NOT GOING TO BE A PROFESSIONAL DRIVER. UNLESS YOU ARE LESS THAN 21 FOR TRUCK OR LESS THAN 24 FOR BUS.

How to get your Cpc?

Driver CPC Case Study After receiving the Learner Permit and before taking the practical exam, you should pass the Driver CPC Case Study. After two Driver CPC theoretical tests have been passed, you can buy a truck or bus ride and set a date for the practical test yourself. The practical exam costs 120 euros and lasts 90 minutes, after the exam there is a break and then the Driver CPC practical exam takes half an hour. You should pay for it 32 euros.

Information on Driver CPC DRIVER CPC EXAMINATIONS (CERTIFICATE OF PROFESSIONAL COMPETENCE) include:

Driver CPC theoretical exams

These exams can only be taken in English at more than 40 centers across Ireland. Both exams can be taken on one day.

Driver CPC Theory Test – Step 1 One exam is a multiple-choice test (answers: a, b, c, d) The entire material for study includes 238 questions. There will be 100 questions on the exam. To pass, you must answer correctly to at least 61. Duration of the exam: 2 hours.

Driver CPC Case Study – Step 2 The second exam is descriptive (Case Studies). It includes short descriptions of situations (scenarios) that a truck driver may encounter. The learning material includes 9 scenarios. There will be 3 questionable scenarios for the exam (15 questions for each situation). There are 45 questions in total. To pass, you must answer correctly to a minimum of 28, with at least 5 questions for each situation. Duration of the exam: 2 hours.

CPC Practice Exams

Exams can be taken at over 40 centers across Ireland. The theoretical part of the driving test, i.e. the first 15 minutes, can be taken in Polish with the help of an interpreter.

After passing all the exams, you will receive a professional driver card, but for it to be valid once a year for the next five years, you must attend a retraining course.

  • You must enlist the help of a licensed driving instructor to prepare well for the CPC driving exams.
  • It is recommended that you pass both CPC practice exams on the same day.

If you have a bus license issued before September 10, 2008 or a truck license issued before September 10, 2009, you automatically become the Driver CPC professional qualification and no additional exams are required. You have the so-called acquired right.

To obtain a full Driver CPC (certificate of professional qualification), you will still need to complete a 35-hour so-called periodic training (PERIOD TRAINING). In Ireland, they are carried out gradually over a period of 5 years, after 1 day (7 hours) in a given year (the date marking the beginning of the next training year: 10 September).
