LAPD accepting online police reports for minor accidents

LOS ANGELES (KABC) -- The Los Angeles Police Department is changing procedures to try to save time for you and police when you get into a fender bender.

The LAPD responds to thousands of traffic accidents per year. Many are minor with very little damage and no injuries. It takes an officer about two hours to fill out the report and get it approved.

Starting Monday, you can now go online to fill out a police report.

For the LAPD, it's simple math. Using one traffic division's statistics, 7,500 minor accident reports in 2018 means 15,000 hours of officers' time were taken up filling out reports, not patrolling the streets.

"Rather than requiring officers to respond to that scene and on average take two hours to complete a report, that is going to do little more than go to an insurance company to make that motorist whole, or rather than causing a citizen or community member to have to go to a local police station and wait in line to take a report that, again, will have little or no investigative value, this online reporting capability has been established," said LAPD Chief Michel Moore. "

Here's how it works: Go to lapdonline.org and click on the link to fill out your accident report. Police say it'll take about 10 to15 minutes.

If you're involved in a major accident with injuries and serious damage, definitely call police.

Drivers in North Hollywood said they like this.

"As far as the ease of that, yeah, I think that would be easier to do and would waste less resources, but you would still have a way of holding those people accountable, whether or not they're going to fill it out online," said Scott Butterfield.

And a stern warning for those thinking they could game the system and rip off their insurance provider by filing a false online report: "I would caution that facts or circumstances, if they become known to the department of such fraud, that we'll investigate those and pursue those vigorously," Moore said.

You were in a car accident in the City of Los Angeles and the insurance company is now requesting a copy of the traffic collision report (TCR) . How do you get one? Further, what does it show?

You can get a traffic collision report from the Los Angeles Police Department (LAPD) by either requesting one online or through the United States Mail .

  • Obtain a $11.00 check or money order (no cash) made payable to the LAPD (if you want a traffic collision photo, include an additional check or money order for $5.00), and
  • Send your completed report request and payment to:

Note that a traffic collision report is a document that summarizes all of the details regarding a car accident. The document is usually written by the police officer that responds to the incident.

1. Who can request a California traffic accident report?

Per California Vehicle Code 20012, the following people can request an LAPD report:

  • a driver involved in the accident,
  • a guardian of a driver involved in the accident,
  • the parent of a minor driver,
  • the authorized representative or conservator of a driver,
  • any person injured in the accident (such as a pedestrian, passenger, etc.),
  • any person who suffered property damage because of the accident,
  • any person that may be found liable for the accident (such as due to a breach of warranty), and
  • an attorney for any of the people named above. 1

2. How long does it take to get?

You have to wait 45 days from the collision date before requesting a traffic collision report. This is so that LAPD can review and approve the report for release. 2

Per the LAPD’s website, once you make a request, there is currently a minimum of two months for LAPD to process the report request. 3

3. Are there accident reports that you cannot get online?

While you can obtain most collision reports online, there are certain types of reports that you can only receive via a request through the U.S. Mail. These reports include:

  • traffic collision reports that involve an arrest, fatality, or juvenile, and
  • traffic collision reports issued prior to February 1, 2016.

4. What information is in an accident report?

A police officer usually responds to the scene of a car accident shortly after the accident takes place. An accident report is that officer’s summary of their investigation of the accident scene.

The report usually includes the following information:

  • the date and time of the accident,
  • the accident’s location,
  • the identity of the involved parties,
  • the parties’ insurance information,
  • whether a business owned/operated any of the involved vehicles,
  • identifying information for everyone involved in the accident (this usually includes names, addresses, phone numbers, driver’s license information, and possibly license plate numbers),
  • the names and contact information of any witnesses,
  • a summary of any damage involved in the accident,
  • a summary of the conditions that existed at the time of the accident (for example, traffic, weather, and roadway conditions),
  • whether or not the accident involved a traffic violation (such as DUI or distracted driving by cell phone use),
  • the officer’s opinion of what took place based on the parties’ statements, eyewitness statements, and physical evidence, and
  • a diagram of the accident (this might not always be provided).

5. How do I get a CHP accident report?

The quickest way to obtain a California Highway Patrol accident report is through the CHP’s online portal .

Otherwise, fill out the CHP 190 – Collision Request Form and attach a photocopy of your state driver’s license or identification card. Then bring it to a local CHP office or mail it to 601 North 7th Street, Sacramento, CA 95811. It is recommended you call CHP at 1-800-835-5247 to see if they require a fee.

6. Can a car accident lawyer help?

Yes. If you were involved in a traffic collision, you should consult with an accident attorney or personal injury lawyer for help.

An attorney or law firm often assists by:

  • getting a copy of the report on your behalf,
  • gathering your insurance information and submitting the report to the applicable insurance company,
  • filing an injury claim with the applicable insurer,
  • negotiating that claim on your behalf,
  • gathering evidence of who caused the accident, and
  • if necessary, filing a personal injury lawsuit on your behalf.

LAPD Launches Online Portal To Report Non Criminal Collisions

Among a series of efforts to remove law enforcement from nonviolent and non-criminal situations, Los Angeles Police Department Chief Michel Moore announced Thursday that people who suffer minor injuries in non-criminal accidents or collisions will be able to complete a report online.

Reports for accidents are required by the California Department of Motor Vehicles, and the Los Angeles Police Department handles about 40,000 reports each year, according to Moore, who estimated that each report takes about two hours.

“The next step forward, and this is critical, is for our county and city leadership to build and deepen the non-law enforcement resources that are necessary to handle the tens of thousands of additional calls that LAPD is currently handling,” Moore said. “In plain language, we need outreach workers, mental health professionals that are in the field and available, and seeking work 24 hours a day, seven days a week.”

Reports for collisions involving a driver under the influence or a pedestrian struck by a vehicle would still warrant an emergency response, Moore said.

The program began on Jan. 13, and people who want to complete a report online can go to lapdonline.org and will see instructions in several languages to file a report. The new process also allows people to receive copies of the report, which was previously not an available option.

“This improves not only our saving of time and substantial saving of resources, but also the level of service in which the motorist is just simply trying to get a report, so they can provide it to their insurance company or other circumstances, so they can make a recovery in regards to this collision,” Moore said.

“This past summer in the tragic aftermath of George Floyd’s death, city leadership were called to action to find a way in which law enforcement could focus on its core functions and the most important essence of protection and safety in Los Angeles,” Moore said. “It also focused on the importance of finding alternatives, non-law enforcement alternatives, that could handle low-level matters of disputes, conflicts and get those matters resolved without requiring a police officer to be present.”

Moore said the new initiative is one in a series of changes the department has made toward this goal, including:

— allowing the public to file police reports through its Community Online Reporting System instead of in person;

— referring calls that don’t involve a law enforcement matter to 311 for city services or 211 for county services;

— expanding use of L.A. Crime Stoppers to submit clues and tips about criminal activity without an officer;

— contracting Didi Hirsch Mental Health Services for a pilot program to have their mental health professionals respond to people experiencing mental health issues; and

— dispatching a mental health response team, consisting of a sworn officer and an L.A. County Department of Mental Health clinician to certain mental health calls.

Citizens can self-report crimes under the following circumstances:

  • The incident is not an emergency
  • There are no known suspects

  • The crime is not in progress or just occurred (within the last 30 minutes or more)
  • The incident occurred in Baltimore City
  • There is no evidence to collect * 
  • The incident is not a hate / bias crime
  • The incident did not occur on a state freeway
  • The incident just occurred (Excluding crimes that happened within the last 30 minutes) *
  • There was no injury or threat of bodily harm

*In the event that there is video evidence with regards to the incident, the Telephone Reporting Unit officer will advise the complainant they will receive a text message with a website link, where they will be instructed to upload their video to the site.

After You Submit Your Report:

When your online report is complete, you will see this message: “Your online police report has been submitted.” You will receive a temporary police report case number and can print a copy of the submitted report.  

If further investigation is needed, someone from the department will contact you. When your report has been reviewed and approved, you will receive a Permanent Report Number. You must use this Permanent Report Number to follow up on the incident you reported.

Reports for Vehicle-Related Crashes

The Baltimore Police Department responds to and investigates motor vehicle crashes according to Maryland Law and Policy 905 - Traffic Crash Investigation and Reporting. If you are submitting a report of a vehicle-related crash, be aware that some minor incidents will not require official police documentation. Maryland Code, Criminal Law Prohibiting False Reporting of a Crime

Section 9-501  

1. Prohibited - A person may not make, or cause to be made a statement, report, or complaint that the person knows to be false as a whole or in material part, to a law enforcement officer of the State....

2. Penalty - A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 6 months or a fine not exceeding $500 or both.9-503, of the Annotated Code of Maryland.

Section 9-503 

1. Prohibited - A person who makes a false statement or report of a crime or causes such a false report or statement to be made to any official or agency of this State, knowing the same, or any material part thereof, to be false and with intent that such official or agency investigate, consider or take action in connection with such statement or report.

2. Penalty - A person who violates this section is guilty of a misdemeanor and shall be subject to a fine of not more than $500, or be imprisoned not more than six months, or be both fined and imprisoned, in the discretion of the court. Online reporting is designed to make filing a police report easier and more convenient for you; however, not every crime can be reported online. In most cases, you may report lost property, destruction of property and theft online.
