HCSO Hosts Inaugural DARE Program Graduation at Loftis Middle School

Hamilton County, TN – Earlier this morning, Sheriff Austin Garrett and the Hamilton County Sheriff’s Office School Resource Deputy Unit, in conjunction with the administration of Loftis Middle School, hosted the school’s inaugural DARE graduation ceremony for students who recently completed the program.

This graduation class signifies a significant expansion of the HCSO DARE Program to a third school in the HCDE system. The HCSO DARE Program is in its second academic year across the county since being brought back to our community by Sheriff Austin Garrett in 2023 after more than two decades. Approximately 200 Loftis Middle School students graduated this year’s inaugural program. To date, since the HCSO DARE Program was re-instituted in the Fall of 2022, we have had approximately 430 students graduate the Program.

DARE was originally founded in 1983 and has proven so successful that it has been implemented in thousands of schools throughout the United States and many other countries. It is a law enforcement led series of classroom lessons that teaches children from kindergarten through 12th grade how to resist peer pressure and live productive drug and violence-free lives. The modern national DARE Program teaches millions of children the skills they need to avoid involvement in drugs and gangs, as well as lead lives free from substance abuse and violence. There is also a mental health component incorporated into the program.  

“As part of my vision as Sheriff, I am pleased to see this program, now in its second year in our public schools, expanded to Loftis Middle School. My administration understands the value of this safety program and the importance it plays in not only reducing drug addiction in children, but the many other important lessons and values it teaches our young people. With the unprecedented number of overdose deaths we are seeing across our state and our nation, along with the increase in juvenile violence, there could not be a more important time to teach the DARE Program in our local schools. We must give our young people the tools they need to educate themselves about the dangers of illegal and prescription drug abuse and avoiding peer pressure by promoting respectful conduct, civility, and behavior,” stated Sheriff Austin Garrett.

To be a DARE Instructor, potential candidates are vetted by DARE mentors responsible for training new law enforcement personnel. The candidate must also be a POST certified, uniformed law enforcement officer with at least two or more years of service and must successfully complete a rigorous 80-hour training course conducted by mentors with a significant number of years of classroom experience, as well as university-level educators from colleges of education. This coursework does not include the many additional hours of study and after-hours work required to test for the certification.

We would also like to thank Mayor David Howell and City Manager Kirsten Ert Acuff for being present to support the graduates on behalf of the City of Lakesite, Tennessee.

HAMILTON COUNTY PUBLIC RECORDS

Crime Numbers

The Tennessee Bureau of Investigation (TBI) provides crime statistics for Hamilton County. Its latest reports show that there were 26 murders, 169 rapes, 1,798 aggravated assaults, and 4,380 simple assaults in the county in 2018. Reported incidences of property crimes include 30 arsons, 2,079 burglaries, 353 robberies, 10,539 larceny thefts, and 1,845 motor vehicle thefts.

Compared to 2014 crime figures, rape (3%), aggravated assault (7.9%), simple assault (24.8%), and motor vehicle theft (33.1%) rates rose in Hamilton County in 2018. The five-year crime trend for the county also indicates falling murder (21.2%), arson (3.2%), burglary (32.7%), and larceny theft (2.5%) rates.

One shot, one in custody after shooting in Hixson Monday afternoon

HAMILTON COUNTY, Tenn. — One person was shot in Hixson and another is in custody Monday afternoon.

The shooting happened on the 8700 block of Freida Lane, in the Greenway Village neighborhood.

The Hamilton County Sheriff's Office says arriving deputies found the gunshot victim, and an ambulance took them to a local hospital.

HCSO also says one suspect is in custody.

Right now, HCSO has not released more information, but we are on the scene working to get more details.

Woman accused of stabbing father when he refused to reveal her child’s whereabouts

RED BANK, Tenn. — A Tennessee woman is accused of stabbing her father after the man allegedly refused to reveal her child’s whereabouts, authorities said.

According to Hamilton County Sheriff’s Office online booking records, Ava H. Castings, 20, of Red Bank, was arrested on May 9. She was charged with attempted murder, online records show.

A police affidavit states said that officers found the victim in his bedroom, WTVC reported. The man told police that Castings became upset with him when he would not tell her where her child was.

It was unclear how old the child was, or why the man refused to reveal their location.

Hastings and her father argued in a bedroom, and she allegedly pulled out a knife and stabbed the man in his upper chest, according to the television station.

An officer responding to the scene said they saw a large wound in the victim’s upper chest area.

Police detained Castings outside the residence in Red Bank, a city located north of Chattanooga, WTVC reported.

After she read her Miranda Rights, Castings allegedly admitted to stabbing her father, according to the television station. She was arrested and booked into the Hamilton County Jail.
