Cannot install anything on Windows 10: "Error 997.Overlapped I/O operation is in progress"

I'm trying to install Matlab, but the culprit is probably Visual C++ Redistributable (which Matlab is installing along the way).

When I run the setup, every time it fails with:

Error 997.Overlapped I/O operation is in progress

I already searched for a solution, and every article suggests to uninstall security updates which I don't have ! Many articles are from a couple years ago, while I recently downloaded the Windows ISO and installed it. Could it be that those updates are already installed in my system, but I cannot uninstall them?

Similar problem installing E-Prime 2.0 on Windows 10 Enterprise...Same culprit, it seems; same error code. Since I'm not super enough to unpack or compile EXEs (yeah, probably easier than I think), I needed a different solution, and this one worked for me:

In short: Rename the folder C:\ProgramData\Microsoft\Crypto\RSA\S-1-5-18 to C:\ProgramData\Microsoft\Crypto\RSA\S-1-5-18_old During successful installation of KB3045318 this folder is created again, automatically. At the end, I copied the missing files from the original folder to the new folder.

Truth be told, I saw another odd error (" support\vc2008 sp1 vcredist_x86.exe copy failed: lasterror=5 ") during installation of E-Prime, but I was able to dismiss it and complete installation successfully. I also haven't "copied the missing files from the original folder..." because I don't know what purpose they serve, but maybe I should? No explosions so far anyway. What counts is that I now have Microsoft Visual C++ 2008 Redistributable 9.0.30729.6161 (both x64 and x86 versions) installed, and I couldn't seem to do it any other way. This solution was very simple to implement.

Ok, I managed to install Matlab R2016a. I'm posting what I did in case anyone in the future needs this.

The culprit is Visual C++ Redistributable 2008, which Matlab wants to install at all costs (even though I wasn't even going to use it). I downloaded from the Microsoft website all Visual C++ versions, and all except the last one (2015 version) refused to install (same error).

I unpacked Matlab's setup.exe and inside the bin directory I found the Visual C++ installer. There were two copies:

• bin\vcredist_x64.exe
• bin\vc90\vcredist_x64.exe

The latter is the one that was being executed, so I replaced it with the last version (I also had to rename the file in order to replace the Matlab's one).

Now the install went through, but when starting Matlab the Visual C++ 2008 kept popping up asking to install. So I went into Matlab's bin directory (for me it was C:\Program Files\Matlab\bin ) and replaced vcredist_x64.exe (which somehow Matlab had overwritten with its copy) with a custom executable which I compiled to do nothing at all.

I've found an article dated 5th May 2016 and it has couple of options to solve your issue:

• Install Microsoft hotfix
• Remove the updates KB2918614 , KB3072630 , KB3000988 and KB3008627 do reboot and try installing Matlab again
• Edit registry as the mentioned above tutorials suggests, but in a bit other way. You should probably delete everything what's associated with Matlab, reboot and then try installing once again.

The article I'm referring to is related to Autodesk software, but there is a high probability that it could be a universal fix.

How do I resolve Error 997?

This means you are disconnected upon entering Remote Control on the host computer.

You can check the connection dialog box by clicking on Show Details . At the bottom of the details box may be the following error:

Failed to start Remote Control process: Connection Refused: 997

Something has caused the host program/service to become stuck.

Action/Workaround

To resolve this error and restore Remote Control access immediately, the host computer will need to be rebooted. If someone has access to the computer, please reboot the host normally.

If the host computer is unattended, it can be rebooted remotely. Once you are connected to the host computer, please go to Preferences > Advanced Settings > View Reboot Options . From here, please initiate a hard or emergency reboot.

Causes of Error “997”

The 997 error may be caused by windows system files damage. The corrupted system files entries can be a real threat to the well being of your computer. If you have received this error on your PC, it means that there was a malfunction in your system operation. Common reasons include incorrect or failed installation or uninstallation of software that may have left invalid entries in your Windows registry, consequences of a virus or malware attack, improper system shutdown due to a power failure or another factor, someone with little technical knowledge accidentally deleting a necessary system file or registry entry, as well as a number of other causes.

How to easily fix 997 error?

There are two (2) ways to fix 997 Error:

1. Start your computer and log on as an administrator.

2. Click the Start button then select All Programs, Accessories, System Tools, and then click System Restore.

3. Select the most recent system restore point from the “On this list, click a restore point” list, and then click Next.

How to fix the runtime code 997 crystal error code 997, error information.

Runtime Code 997 happens when Crystal Reports fails or crashes whilst it's running , hence its name. • Reports - A report contains summarized information from a data source, usually in an end-user-friendly format, such as PDF or Excel, although proprietary reporting tools usually with built-in design tools also exist.
• Crystal - Crystal Reports is a report writer that operates as a stand-alone report designer, an integrated part of Visual Studio, or part of SAP's Business Objects Enterprise suite.

Symptoms of Code 997 - Crystal Error Code 997

Runtime errors happen without warning. The error message can come up the screen anytime Crystal Reports is run. In fact, the error message or some other dialogue box can come up again and again if not addressed early on.

There may be instances of files deletion or new files appearing. Though this symptom is largely due to virus infection, it can be attributed as a symptom for runtime error, as virus infection is one of the causes for runtime error. User may also experience a sudden drop in internet connection speed, yet again, this is not always the case.

Causes of Crystal Error Code 997 - Code 997

During software design, programmers code anticipating the occurrence of errors. However, there are no perfect designs, as errors can be expected even with the best program design. Glitches can happen during runtime if a certain error is not experienced and addressed during design and testing.

Runtime errors are generally caused by incompatible programs running at the same time. It may also occur because of memory problem, a bad graphics driver or virus infection. Whatever the case may be, the problem must be resolved immediately to avoid further problems. Here are ways to remedy the error.

Repair Methods

Runtime errors may be annoying and persistent, but it is not totally hopeless, repairs are available. Here are ways to do it.

Method 1 - Close Conflicting Programs

• Open Task Manager by clicking Ctrl-Alt-Del at the same time. This will let you see the list of programs currently running.
• Go to the Processes tab and stop the programs one by one by highlighting each program and clicking the End Process buttom.
• You will need to observe if the error message will reoccur each time you stop a process.
• Once you get to identify which program is causing the error, you may go ahead with the next troubleshooting step, reinstalling the application.

Method 2 - Update / Reinstall Conflicting Programs

• For Windows 7, click the Start Button, then click Control panel, then Uninstall a program
• For Windows 8, click the Start Button, then scroll down and click More Settings, then click Control panel > Uninstall a program.
• For Windows 10, just type Control Panel on the search box and click the result, then click Uninstall a program
• Once inside Programs and Features, click the problem program and click Update or Uninstall.
• If you chose to update, then you will just need to follow the prompt to complete the process, however if you chose to Uninstall, you will follow the prompt to uninstall and then re-download or use the application's installation disk to reinstall the program.
• For Windows 7, you may find the list of all installed programs when you click Start and scroll your mouse over the list that appear on the tab. You may see on that list utility for uninstalling the program. You may go ahead and uninstall using utilities available in this tab.
• For Windows 10, you may click Start, then Settings, then choose Apps.
• Scroll down to see the list of Apps and features installed in your computer.
• Click the Program which is causing the runtime error, then you may choose to uninstall or click Advanced options to reset the application.

Method 3 - Update your Virus protection program or download and install the latest Windows Update

Method 4 - re-install runtime libraries.

• Uninstall the package by going to Programs and Features, find and highlight the Microsoft Visual C++ Redistributable Package.
• Click Uninstall on top of the list, and when it is done, reboot your computer.
• Download the latest redistributable package from Microsoft then install it.

Method 5 - Run Disk Cleanup

• You should consider backing up your files and freeing up space on your hard drive
• You can also clear your cache and reboot your computer
• You can also run Disk Cleanup, open your explorer window and right click your main directory (this is usually C: )
• Click Properties and then click Disk Cleanup

Method 6 - Reinstall Your Graphics Driver

• Open your Device Manager, locate the graphics driver
• Right click the video card driver then click uninstall, then restart your computer

Method 7 - IE related Runtime Error

• Reset your browser.
• For Windows 7, you may click Start, go to Control Panel, then click Internet Options on the left side. Then you can click Advanced tab then click the Reset button.
• For Windows 8 and 10, you may click search and type Internet Options, then go to Advanced tab and click Reset.
• Disable script debugging and error notifications.
• On the same Internet Options window, you may go to Advanced tab and look for Disable script debugging
• Put a check mark on the radio button
• At the same time, uncheck the "Display a Notification about every Script Error" item and then click Apply and OK, then reboot your computer.

Event Viewer error message: Event ID 10997 from source MsiInstaller cannot be found (...) Product: Microsoft .NET Framework 4.5.2 -- Error 997. Error 997. Overlapped I/O operation is in progress. The error initially occurred in Windows Update (important update). The error message occurs as a result of install attempts for .net framework 4.0, 4.5, or 4.52. Originally, the PC ran 4.51. The Install Log states: <Returning IDOK. INSTALLMESSAGE_ERROR [Overlapped I/O operation is in progress. ]> und <Final Result: Installation failed with error code: (0x80070643), "Fatal error during installation. "> How can I find out what I/O operation in progress the overlap occurs with? I already tried various solutions suggested in different forums, none was successful, e. g. - Repair Tool - cleanup Tool

Even reverting back to an 18 month old harddisk image did not solve the problem. I have a different PC on which the .NET update ran successfully and that was set-up in parallel to the PC on which this issue occurs. I appreciate your efforts in performing SFC scan and also running repair and clean tools.

I suggest you to refer to the post of Anshul Arona on Feb 13, 2014 and follow the steps as suggested from the below link.

I also suggest you to disable Antivirus software temporarily and check if it helps.

Note : Antivirus software can help protect your computer against viruses and other security threats. In most cases, you should not disable your antivirus software. If you do have to temporarily disable it to install other software, you should re-enable it as soon as you're done. Hello Ganesh, many thanks for your suggestion and apologies for my late reply.

I had posted the same question to the German forum from where the suggestion came to apply an inline update. Unfortunately only an inline update has solved the issue. Which I find very disappointing because obviously it is very time consuming.

What I find particularly strange is that I restored an image from only a short period after the clean installation of Win7 and still the error occurred. Which means that a sleeping error was present on the machine for months for no obvious reason and only became obvious at the attempted installation of a new .net framework version.

The fix of this issue is to rename c:\program data\microsoft\crypto\RSA\S-1-5-18 and try re-installation of .net again.

I had an issue after installed Just Cause 3 through Steam.  The game wouldn't launch after trying to install Visual Studio Redistributable 2010.

A look in the error logs led me to:

Product: Microsoft Visual C++ 2010  x86 Redistributable - 10.0.30319 -- Error 997.Overlapped I/O operation is in progress.

Tried many things, but Rajesh's solution is the only one that worked.

***You don't have to rename/delete this folder!!***

Just right click Properties and add a folder permission to it for "SYSTEM" and grant it "Full Control".

I hit this error myself trying to install .NET Framework 4.6.1 (Both the install via Windows Update and the MS downloaded installer file were failing with the above error in the logs.) None of the standard troubleshooting/Fixit/.Net Cleanup utilities did anything to resolve the issue.

While Rajesh's suggestion of re-naming the folder does indeed allow the .NET install to succeed, what ends up happening is the " S-1-5-18" folder gets re-created when the installer runs. Considering I'm pretty sure this folder houses some of your user account(maybe) RSA private keys, I would think that even renaming the folder just removed those private keys from ever being accessed again. So you had better hope nothing important was signed/encrypted with them.

Not liking that prospect I kept googling and found another old article talking about issues with .NET 3.5 that suggested Local System needed file permissions on some folder and adding it allowed that install to complete successfully.  I ripped out .NET 4.6.1 and put my original " S-1-5-18" folder back the way it was before renaming it and sure enough the .NET 4.6.1 install failed yet again. Then tried out simply adding the file permission to the folder and BOOM! .NET install suddenly succeeded without so much as a reboot and everything that was in my "S-1-5-18" folder stayed put! FTW.

Thank you so much.   It worked! 

In case you get permission denied errors when trying to set the permissions to the RSA directory, to take ownership of all files and folders in the RSA directory you can run the following commands:

cd c:\ProgramData\Microsoft\Crypto\RSA

takeown /f * /a /r

You should then be able to add System with full control to the directory and it's subdirectories without issue.

Error -9997 Invalid sample rate (not what it seems) [SOLVED]

Hi all, I am using audacity 2.3.3 on Windows 10, and using a Focusrite Scarlett 2i4 as my audio interface. I have an issue that is perplexing me heavily.

So the #1 reason I use audacity is so that I can record my computer’s internal audio. I’ve had it set up so that I can just launch the program and hit record, and it’s all gravy. I’ve also previously (up until today) been running 2.1.3 just because that version’s been working for me fine.

One day a few months ago though, I had the cursed “error opening sound device” error message that I know many people have gotten before. Somehow I fixed this issue back that first time and was recording my computer audio perfectly fine all over again.

However, today I mysteriously received the same error message, and I cannot for the life of me remember what the fix I used was. Trying many different solutions, I eventually went to download 2.3.3, thinking this latest version would fix my issue. Unfortunately it didn’t, but upon using this newest version, it did give me a NEW error message different from the first one.

This error message is “Error opening recording device. Error code: -9997 Invalid sample rate.”

(notice the message changed from “sound device” to “recording device”, I’m not sure if this is relevant at all or just arbitrary)

So first thing I did was the obvious, which was check the sample rate set in both Audacity and my Scarlett. They are both positively set to 44100 Hz, and just to double check, I also tried setting them both to 48000 Hz, to no avail. I can guarantee that the sample rates are matched up and are at standard rates for recording.

I also tried the other most popular solutions, especially making sure my microphone is enabled for all programs, and also making sure all other recording devices are disabled in the sound menu. Nothing has worked though, and I am incredibly perplexed as to why I’m getting this “invalid sample rate” message.

If anyone could help me, I’d be so, so grateful to you. Please let me know what other possible solutions I can try! Thank you

It is relevant in so far as the error occurred when Audacity attempted to open the “recording” device.

The relevant setting in Audacity is the “Project Rate” (lower left corner of the main Audacity window).

Where are you setting the sample rate for the Scarlett?

Thank you for the quick response. The project rate in the bottom left is indeed how I’m checking/adjusting my sample rate. Right now it’s still at 44100

I’m changing the Scarlett’s settings through the Focusrite settings window, which I can access in the bottom right of my desktop, where active computer processes can be found (next to the computers clock)

Because Audacity uses Windows audio drivers, the sample rate also needs to match in the Windows Sound control panel (both the recording and playback tabs). Unfortunately, Microsoft keep changing how to get to the Windows Sound control panel. It looks like ASIO has grabbed exclusive access to the Scarlett.

Have you tried rebooting the computer? If the problem still occurs after a reboot, you may need to stop the Focusrite settings app from loading on boot (and then reboot again).

I have tried rebooting before, and just tried again, no luck.

I’m trying to disable the focusrite app from loading on startup, but the oddest thing is happening now. Each time I try to disable it in the “startup apps” menu, click away from that menu, and return to it to see if it’s applied, the setting returns to being ‘on’. All other startup apps are disabling just fine from this settings window, only the focusrite one is giving me this issue. I’ve also tried restarting my computer with my scarlett unplugged, and the focusrite app is still loading on launch.

Have you tried switching Exclusive Mode off in the Focusrite USB Properties?

Ok so, just turned exclusive mode turned off. It didn’t help disabling the app at first, but I found out I could more effectively disable that app through the task manager. Now it doesn’t run on startup anymore.

So I successfully restarted my computer without the program opening, exclusive mode still off, and despite it not being an active process right now, I’m still getting the same error message, for an invalid sample rate. Are there any other approaches we could take?

Which “host” setting is selected in the Device Toolbar ( https://manual.audacityteam.org/man/device_toolbar.html ) The default is “MME”, which is usually the most compatible, but with an oddball problem like this it could be worth trying all options.

Sorry, I should have mentioned this part already. I’m using WASAPI, but that’s the only host that gives me the proper recording input to get my computer audio. The recording input I use under WASAPI is labelled “Focusrite USB (Focusrite USB Audio) (loopback)”

Under all the available hosts, there is another Focusrite input, but it is only recording the input from my instruments plugged in to the interface, e.g. my microphone. This input is labelled “Focusrite USB (Focusrite USB Audio)” , basically same title but without the (loopback) in it

I know I have said thank you a ton already, but you are really going above and beyond to help me here, and I just can’t express how much I appreciate this.

Let me guess - you are trying to record an electric guitar, plugged into the Focusrite, but you want it with the software amp simulator effect. How close am I?

I’m able to record my instrument inputs just fine, that’s what that other focusrite input present on all the hosts can do. It’s only when I use this loopback input to record the internal audio, which I’ve used almost every day for years, that I’m getting this sudden error. To me, it doesn’t make any sense really.

As far as I’m aware, WASAPI loopback recording occurs entirely within Windows, bypassing the sound card’s AD/DA chip. In other words, the sound quality of the recording should be just as good using the computer’s built-in sound card as using a high end external audio device. The built-in sound card has the added advantage that it is probably not competing with ASIO (which I think is what’s causing the problem with the Focusrite.)

See if you can get WASAPI loopback recording to work with the internal sound card. Hopefully that will be much easier. If that does work, then there’s something else that I’d like you to try, because it’s an exciting and useful feature if it works on Windows (I mostly use Linux, which has a completely different sound system to Windows).

You’re logic may be flawed.

Have you heard of “Adaptive Multi-Rate Audio Streaming”? That’s a streaming server technology that allows the server to automatically adjust the bit-rate of streamed audio according to demand. You could start off recording a 256 kbps audio stream, but if a load more people start streaming it at the same time, then the server can reduce the bit-rate of all streams (including the one that you are recording) so that it can keep up with demand. With Adaptive Multi-Rate Audio Streaming the sound quality that you receive can change mid-way through a recording.

On the other hand, if you download a file, then you get the file as it is on the server.

Other benefits of downloading:

• Usually much faster
• Generally more convenient
• Frequently better quality than streaming
• Avoids problems with drop-outs caused by the network
• If the download link is provided by the site, then you are less likely to be breaching copyright law
• Avoids a number of potential security issues
• Usually much easier

That’s good to know. I’ll be coming back to that if you’re willing to test something.

WASAPI is very fussy, and unfortunately WASAPI drivers are still sometimes buggy, even though WASAPI has been around for years. If it was working easily with the same hardware, then the problem now may be due to an update, but with so many things possibly involved (Windows drivers, ASIO drivers, WASAPI, and Windows itself) it could be very difficult to work out exactly what caused it. Also, if it is caused by an update, that update may have been fixing something important (such as preventing the computer from being hacked).

Just brainstorming… Have you tried enabling Stereo Mix? Is there a reason why it is disabled? Now WASAPI is meant to be used for actual audio streaming through the computer. You talk both of “internal audio” and “audio from online”. What exactly do you mean by “internal audio” and by “audio from online”? If “audio from online” is streaming audio from a Web site (Web radio for example), how can you expect WASAPI to pick up online audio through a microphone (Focusrite)? The device used by WASAPI should be a device capable of outputting audio, not recording it, i.e. speakers or headset. Or am I making wrong assumptions? Note that the WASAPI Playback device needs to be plugged into the computer for WASAPI to work. If my speakers or my headset aren’t plugged into the computer, Audacity cannot record through WASAPI. I get “Error opening recording device. Error code -9996 invalid device."

I had my computer custom built actually, and since I knew I’d be using an external audio interface for sound processing, I never got an internal sound-card for it. So I’m afraid that this plan won’t work.

This is not necessarily the best option for what I choose to do though. Oftentimes, what I want to download does not have a simple way of downloading it at its best quality. Say I wanted to sample a 5 second audio clip from a movie. To download the entire movie, then chop it down to the specific 5 second clip I want, would be an incredibly arduous task, whereas in audacity I can record and export in under 10 seconds.

I can really promise you that this is the best choice for how I’d like to do things, and I’d rather solve this initial issue I came here for, than try to use other workarounds. If that’s fine with you.

So perhaps it is an issue with WASAPI itself then? Should I try to, as an experiment, find another program that can provide loopback recording, and see if it will work in there? I just uninstalled and reinstalled Audacity to no avail, and want to determine once and for all whether it’s an issue with audacity, with my Scarlett, or with WASAPI. I am going to also soon be trying a colleagues Scarlett 2i2 as another device to test this issue with. If neither of these plans work then I will place the blame on WASAPI, but if one of them do then I’d say it’s likely either Audacity or my Scarlett, respectively.

I believe disabling stereo mix was a result of me trying to troubleshoot this issue the first time it had come up a few months ago. If I remember correctly it may have actually helped, because the issue could have been the presence of multiple recording/playback devices, which is a common diagnosis I’ve found from googling this issue. I definitely have tried enabling stereo mix, making it the only enabled device (therefore the active one), and no luck.

By “internal audio” I mean all the actual sounds that my computer is making through the OS. Anything from a video I’m watching, an error message sound, a song I’m playing, etc.

By “audio from online” I simply mean what you guessed, audio coming from my web browser. This is just one of the various examples of “internal audio” that I am using.

I am not expecting WASAPI to pick up online audio through a microphone at all. Every time I’ve used this in the past, it has simply recorded what I just defined as “internal audio” . My Focusrite is both an Input AND Output device, and the audio I am trying to capture is specifically the output. The only thing it wouldn’t record was the audio coming from my DAW, which was fine with me because that wasn’t ever what I was trying to record.

So, just to be clear, you can completely disregard the parts I mentioned about the Focusrite input, and the presence of my mic, because that is not what I’m attempting to use or troubleshoot at all.

My speakers are plugged into my Focusrite perfectly fine, and hearing/recording audio is working perfectly fine in all other situations on my computer. I just unplugged and replugged all of it just to make sure, and nothing changed. Please note that the error you’ve received is not the one I’ve received, so I feel like this not relevant to my issue.

HALLELUJAH!!! I FOUND THE SOLUTION! All thanks to your help Steve!! Let me explain…

So I just spent the last hour trying and failing to find another way to record my computer’s audio, and ended up even crashing my computer a few times in the process. Not good!!

But then I though, well crap, there’s got to have been SOMEONE who had this same problem as me… so I did a very specific google search:

“audacity” “wasapi” “loopback” “9997”

In this topic, you tell the person to go specifically “Go into the Windows Sounds control panel, and set the recording and playback settings for the Focusrite to “2 channels (stereo), 44100 Hz sample rate”.”

Now, you’re likely thinking “We already went over this part!” and yes!! we did!! And you can see in the screenshots I posted that it was definitely set this way before. But for SOME REASON… contrary to the settings that are shown in my previous screenshots… the settings for input AND output were NO LONGER set to 2 channels, 44100…

Anyways, upon verifying that these settings were back in the right place… I hit record… and… IT WORKED!!

I apologize for the frequent caps, I am just sooo excited that this got solved. Thank you so so much for helping out!! I’m incredibly relieved to have fixed this and now I know where I will look again if it happens again, and I forget the solution again.

Also just for what it’s worth, I never changed these settings myself… it must have happened automatically as a glitch. I have no idea what the hell truly happened, and I wish I did, but I’m glad it’s fixed now!!

How to Fix Wuthering Waves Fatal Error

• Wuthering Waves launch on PC has embroiled itself with crashes, including the UE4 fatal error crash.
• To fix it, you can update the graphic driver, and your DirectX to the latest version.

Another reason for the ue4 error to occur when you run Wuthering Waves could be corrupted game files. It can happen for multiple reasons. • When the pop-up opens, click on browse. Don’t add the shortcut for the launcher, as that is a separate file system.
• Browse to your Wuthering Waves install location. Then, click Wuthering Waves Game > Client > Binaries > Win64 and add the “Client-Win64-Shipping.exe” shortcut in your Steam.
• Restart your Steam Client, and right-click on the Wuthering Waves icon. Select properties, and under launch options, write -dx11. This will force the game to run in DX11 when you are running through Steam.
