There were calls Monday for harsh punishment for those behind the attack on the Russian concert hall that killed more than 130 people, as authorities combed the burnt-out ruins of the shopping and entertainment complex in search of more bodies.

MOSCOW — Russia is still reeling from Friday's attack by gunmen who killed and stabbed scores of people before setting fire to the Crocus City concert hall outside Moscow — the worst terrorist attack in the country in over a decade.

The assault came less than a week after President Vladimir Putin claimed a landslide victory in a pro-forma election the Kremlin presented as an endorsement of Putin's war in Ukraine and promised defense of the Russian homeland from a hostile West.

At least 133 are dead and more injured after an attack on a Moscow concert hall

Throughout the weekend, authorities marked a grim rise in the death count— as recovery teams discovered additional bodies and other victims succumbed to injuries.

As of Monday, authorities said at least 137 people, including three children, had died, with more than 180 still in hospital.

Here are other key developments.

What is ISIS-K, the group that claims it carried out the Moscow concert attack?

Suspects have been charged and some show signs of torture.

Four suspects — all reportedly from Tajikistan, a former Soviet republic — were charged with committing acts of terror in a closed Moscow court hearing late Sunday night. A court statement said the men — identified as Dalerdzhon Mirzoyev, 32; Saidakrami Rachabalizoda, 30; Shamsidin Fariduni, 25; and Mukhammadsobir Faizov, 19 — all pled guilty to participating in the attack and shooting innocent civilians.

Yet in a brief appearance before the media, the suspects all showed outward signs of torture and duress.

One was brought into court with a bandage over his ear — the result, according to a video released by Russia's security services, of an interrogator severing it with a knife. Another was brought in a wheelchair, only partially conscious and with apparent trauma to his eye. A third had bruises on his face and a ripped plastic bag around his neck. A video leaked by security forces to social media appeared to show an agent electrocuting another suspect's genitalia.

On Monday, Russian authorities announced three additional arrests in the case.

Russia designated Sunday as a day of national mourning

Sunday marked a day of national mourning — with tributes to the victims held in cities across the country. A national billboard campaign ran ads that showed a candle with the words "We Mourn." Long lines were seen at blood donation centers in Moscow and other major cities.

People stand next to an advertising screen displaying an image of a lit candle and the slogan "(We) Mourn 22.03.2024" in Novosibirsk on March 23, a day after a gun attack on the Crocus City Hall.

Russian Orthodox priests, including Patriarch Kirill of Moscow, a key Kremlin ally, held vigils and prayers for the victims. At the site of the massacre, an impromptu memorial had mushroomed into a mountain of flowers, candles, and other tributes by Sunday evening. An audiovisual presentation beamed images of flying cranes on the walls of the concert hall accompanied by stirring music — a tribute to the victims that was broadcast on state media and shared online.

Putin has yet to visit the site of the attack and the Kremlin indicated on Monday he had no plans to. Instead, the government released a video over the weekend that showed Putin lighting a candle to honor victims at a private Orthodox church at his residence outside Moscow.

Security failures occurred despite U.S. warnings, which Putin dismissed as fearmongering

The brazen attack appears to have if not damaged, then at least punctured, Putin's reputation as a leader known for maintaining order and security.

Moreover, he had warnings.

Two weeks ago, the U.S. Embassy shared reports — both through private government channels to Russia and to the public on its website — that it had intelligence suggesting an attack on a public space in Moscow was imminent.

In this grab taken from video released by the Investigative Committee of Russia on Saturday, March 23, investigators from the Investigative Committee of Russia examine the burned concert hall after an attack on the Crocus City Hall outside Moscow, Russia.

Yet three days before the assault on Crocus City Hall, Putin dismissed the American claims as fearmongering. Speaking to the chiefs of Russia's Federal Security Service, the Russian leader said the warnings were "provocative" and "resemble outright blackmail and the intention to intimidate and destabilize our society."

Russian critics of the government argue the security failure signaled the Kremlin's obsession with cracking down on what it perceives as domestic challengers — such as Russians opposed to the invasion of Ukraine, followers of the late opposition leader Alexey Navalny and Russia's LGBT community — rather than legitimate threats.

Accounts of heroism have emerged from the attack

While social media accounts quickly captured the full horror of the carnage, accounts of heroism have also emerged. In particular, Russian media have zeroed in on the actions of Islam Khalilov, 15, a high school student originally from Kyrgyzstan who worked as a coat check attendant during the concert.

Video from the night of the attack shows Khalilov leading a large group of people — said to number around 100 — through the winding hallways of the concert venue and out to safety.

"I understood if I don't react [and help], then I'll lose my life and those of many people," said Khalilov, in an interview with Russian media. "But honestly, it was terrifying."

A Russian rapper has since offered to send Khalikov a 1 million ruble reward — $10,000 — for his heroism.

Putin is blaming Ukraine, despite ISIS-K claims of responsibility

The Islamic State Khorasan Province or ISIS-K — an ISIS-linked group that emerged in 2014 and 2015 in Afghanistan and Pakistan — has claimed responsibility for the attack. ISIS-linked social media channels have since published graphic footage of the assault filmed by the attackers. The U.S. says its own assessments confirm the ISIS claim.

Yet Russian officials, and state media, have largely ignored any Islamic State link — focusing almost exclusively on a possible Ukrainian connection. Speaking to the nation in a video address Saturday, Putin said, without evidence, that the attackers were detained while fleeing to the Ukrainian border — where "preliminary information" showed someone on "the Ukrainian side" was preparing to ferry them to safety.

People lay flowers and light candles next to the Crocus City Hall, on the western edge of Moscow, Saturday, March 23.

Other Russian officials — such as the Foreign Ministry spokesperson Maria Zakharova — have suggested that any U.S. statements were intended to steer attention away from Ukraine.

Ukrainian officials have vehemently denied involvement — calling the accusations a Kremlin attempt to marshal Russian public support for an increasingly unpopular war.

With the suspects now charged, a trial could get underway as soon as late May. If convicted, the men face possible life in prison. Russia currently has a moratorium on the death penalty — although the carnage at Crocus City has raised calls by leading political figures to change course.

Meanwhile, attention will now shift back to the Kremlin's messaging on the attack itself. Putin has vowed to retaliate against any and all involved. The concern — both at home and abroad — is that opens a new expansion of the war in Ukraine, whatever the truth.

Moscow terror attack showed growing reach of ISIS-K – could the US be next?

A deadly attack in Moscow on March 22, 2024, exposed the vulnerability of the Russian capital to the threat of the Islamic State group and its affiliate ISIS-K. But it also displayed the reach of the network, leading some terror experts to ponder : Could a U.S. city be next?

There has not been a mass casualty assault in the U.S. carried out in the name of the Islamic State group since 2017, when a truck mowed down cyclists and pedestrians on a New York City bikeway , leaving eight dead.

Yet five years after the Islamic State group’s territorial defeat in Baghuz, Syria, had prompted hopes that the terrorist network was in terminal decline, a recent spate of attacks has thrust the group back into the spotlight. On the same day as the Moscow atrocity, an ISIS-K suicide bombing in Kandahar, Afghanistan , resulted in the deaths of at least 21 people.

As a terrorism expert and a scholar specializing in radical Islamist militant groups and the geographical scope of their attacks, I believe these incidents underscore the growing threat of ISIS-K both within the region it draws support from and on an international scale.

Amplifying influence

A successful terror attack on a Western capital is certainly something ISIS-K, or Islamic State Khorasan Province, aspires to. The intent behind the group’s activities is to bolster its position among jihadist factions by means of audacious and sophisticated attacks.

A man sits looking at screens with Tome, Madrid and London on.

It is a strategy that showcases ISIS-K’s capabilities for spectacular operations, distinguishing it from potential rival groups. But it also enhances ISIS-K’s appeal, attracting both supporters and resources in the shape of funding and fighters.

By establishing a unique identity in a crowded extremist landscape, ISIS-K aims to undercut its competitors’ influence and assert its dominance in the jihadist sphere of the Khorasan region it targets, including Afghanistan, Pakistan, Iran and other Central Asian countries.

ISIS-K’s ambition extends beyond territorial control, engaging in a broader contest for ideological supremacy and resource acquisition globally.

An expanding threat

This global reach and ambition are evident in ISIS-K’s recent planned operations.

These include a suicide bombing in Iran in January 2024 and thwarted attacks across Europe, notably the foiled plots in Germany and the Netherlands in July 2023.

And without a doubt, a successful attack in the United States is seen within ISIS-K’s hierarchy as a major goal .

Since the U.S. withdrew from Afghanistan in 2021, officials in the Biden administration have repeatedly warned of ISIS-K’s escalating danger to American interests, both at home and abroad.

ISIS-K’s propaganda has persistently framed the U.S. as its principal enemy – a narrative that is fueled by America’s extensive military and economic efforts to dismantle Islamic State operations since 2014.

The United States’ involvement, especially in collaboration with the Taliban — ISIS-K’s primary regional adversary — has placed America firmly in the group’s crosshairs.

Employing tactics refined during the period that the Islamic State group was most active, ISIS-K seeks to inspire lone-wolf attacks and radicalize individuals in the U.S.

The 2015 mass shooting in San Bernardino , California, which left 14 dead, and the 2016 shooting at a nightclub in Orlando , Florida, that resulted in at least 49 deaths, were both attacks inspired by the Islamic State group.

Targeting major powers

Taking its lead from the Islamic State group, ISIS-K in 2022 publicly condemned America, calling it an enemy of Islam.

Of course, ISIS-K had by then already demonstrated its intention to harm U.S. interests, notably in a 2021 Kabul airport attack in which 13 U.S. service members and 170 Afghans were killed.

ISIS-K views the U.S. in much the same way as it does Russia: both as a military and an ideological foe.

Russia became a prime target due in part to its partnering with the Bashar al-Assad government in Syria in operations against Islamic State group affiliates. Similarly, Washington has worked with the Taliban in Afghanistan in countering ISIS-K operations.

While it is easier for ISIS-K to penetrate Russian territory, given the country’s geographical proximity to major Islamist recruitment centers, such as Tajikistan , the potential for strikes in the United States remains significant.

In 2023, U.S. authorities investigated a group of Uzbek nationals suspected of entering the country from Mexico with the assistance of traffickers linked to the Islamic State group, underscoring the group’s threat.

The wreckage of a truck under a blue sheet is seen being towed away.

Targeting American interests serve multiple purposes for ISIS-K. By striking against the U.S., ISIS-K not only retaliates against Washington’s counterterrorism efforts but also aims to deter U.S. involvement in regions of interest to ISIS-K.

It also taps into historical grievances against the U.S. and Western interventions in Muslim countries – from the invasions of Afghanistan and Iraq to the stationing of U.S. troops in significant Islamic centers in the Middle East, notably Saudi Arabia .

Countering a persistent threat

In response to the growing threat of Islamic State group affiliates, the United States has adopted a comprehensive strategy combining military, intelligence and law enforcement efforts.

Military operations have targeted ISIS-K leaders and infrastructure in Afghanistan, while security cooperation with regional and international partners such as Uzbekistan continues to monitor and counter the group’s activities.

On the home front, law enforcement and homeland security agencies remain vigilant, working to identify and thwart potential ISIS-K plots.

But as many experts had warned , the U.S. withdrawal from Afghanistan in 2021 has posed new challenges, inadvertently transforming that country once again into a safe haven and operational base for terrorist groups.

This retreat has also resulted in a significant loss of on-the-ground intelligence amid doubts over the efficacy of relying on the Taliban for counterterrorism operations.

Meanwhile, the Taliban are struggling to prevent or counteract ISIS-K attacks within their own borders.

The successful ISIS-K plots against Iran and Russia also reveal another vulnerability: When a country is distracted or preoccupied with other security concerns or conflicts , it can potentially compromise the effectiveness of its counterterrorism efforts.

Recent years have witnessed a decrease in high-profile attacks by groups like the Islamic State, leading many to conclude that the threat was waning. As a result, global attention — and with it, intelligence and security resources — has shifted toward escalating power rivalries and conflicts across the Pacific, Eastern Europe and the Middle East.

Yet, this shift risks underestimating the enduring threat terrorist groups pose, laying bare the dangers of complacency.

The Moscow attack emphasizes ISIS-K’s resolve to expand its influence, raising concerns about the potential threat to Western nations, including the United States. Considering ISIS-K’s track record and clear aspirations, it would be naive to dismiss the possibility of an attack on American soil.

Pro-Putin Bloggers Fume After Armor Column Hit by Ukraine's 'Precise Blows'

P ro-Kremlin military bloggers have criticized Russia's continued use of long vehicle columns following repeated Ukrainian attacks on the convoys.

The Russian milbloggers said Ukraine had struck a column on Saturday in the town of Sudzha in the Kursk oblast, close to the Russian border. They accused Moscow's commanders of not learning lessons more than two years into the war.

Newsweek has contacted the Russian Defense Ministry by email about the milbloggers' claims about Kursk . Ukrainian forces continue to strengthen their defenses in neighboring Sumy oblast, according to the Sunday update of the Institute for the Study of War ( ISW ) think tank in Washington, D.C.

Pro-Kyiv X, formerly Twitter , user Special Kherson Cat cited Ukrainian sources' claims that the Russian column had consisted of 18 vehicles, which Russian milbloggers said had been hit at the front, middle and back.

The Telegram account Two Majors, which gives regular updates of Russia's movements in the war, posted on Telegram how Moscow's military command is transferring an unspecified number of forces to the Kursk region .

However, the account posted how "three years into the war," Russia had suffered "precise blows to the head and tail of the column." After strikes on the center, the vehicles there "managed to disperse as best they could."

Another Telegram channel, Notes of a Veteran, posted: "Just last week I wrote about the movement of military columns eight kilometers [five miles] from the border. Nothing has changed since then except that the columns have become longer."

The channel LPR1 also criticized the commanders' decisions to allow the convoys, while Roman Alekhin posted on Telegram how faced by Ukrainian drones and artillery. "We must look for different logistics routes and split up groups, especially when there are routes, including safe ones, even if the distance is greater," read the latter's post.

Meanwhile, Moscow's officials and milbloggers said on Sunday that Ukrainian forces had conducted an MLRS (Multiple Launch Rocket System) strike on Shebekino, in Russia's Belgorod Oblast, around three miles from the border.

Belgorod regional governor Vyacheslav Gladkov said that the strike killed the deputy head of Korochansky district, Igor Nechiporenko, and injured other local officials.

Newsweek has contacted Ukraine's Defense Ministry about the reported strikes, and the ISW said it could not confirm the systems used, their targets or whether Western-provided weapons were involved.

Last week, the U.S. reportedly gave the go ahead for Ukraine to use weapons supplied by Washington to strike legitimate military targets on Russian territory, following pleas by Kyiv and a reluctance by its biggest backer to escalate the war.

The E.U. Is Voting. It’s Never Mattered More.

Hundreds of millions of voters are electing a European Parliament this weekend. The outcome will help tip the balance of the continent’s struggle between unity and nationalism.

Matina Stevis-Gridneff has covered every major E.U. crisis since 2009. She reported from Brussels.

It’s tempting to dismiss the European Parliament elections as the most important elections that don’t actually matter.

Hundreds of millions of voters across 27 nations will turn out this weekend to cast their ballots, but the European Parliament is the least powerful of the European Union institutions. It is often derided as a talking shop. Its 720 members have limited powers, and, while a few are ascendant stars, a few are retired politicians, or even criminals.

But, the European Union has never been more important in delivering tangible benefits to its citizens, or to the world in being a force for stability and prosperity, since its inception as an economic alliance nearly seven decades ago. The Parliament that emerges from these elections, weak though it may be, will serve as a brake or accelerator for the crucial policies that will help shape Europe’s immediate future.

In the five years since the last election, the bloc jointly bought Covid-19 vaccines and started a massive economic stimulus program to recover from the pandemic. It sanctioned Russia and paid to arm and reconstruct Ukraine. It ditched Russian energy imports and negotiated new sources of natural gas. It overhauled its migration system . It adopted ambitious climate policies.

But in that time, the E.U. has also been criticized for failing to heed demands for more accountability and transparency, and for pushing policies that favor urban elites over farmers and rural voters. The loss of sovereignty to an obscure center of power in Brussels, manned by technocrats, doesn’t sit well with many Europeans either.

Incensed by Covid-era policies, and the arrival of more migrants, and desperate to regain a sense of control and identity, many voters are expected to swing way to the right. The two further right parties running in these elections are poised to make significant gains.

That shift is also charged by some of the same culture-war issues pertaining to gender politics, especially in Eastern Europe, as in the United States and other parts of the developed world.

Against this backdrop, Europe’s election will produce a new compromise with political extremes. It looks likely that centrist parties will have to work with the far right to get anything done.

If the the projections are right, then the Parliament may well have a harder time performing even the limited functions it does have — approving E.U. legislation, the bloc’s budget, and E.U. top leadership positions. Smaller, more disruptive actors will become more powerful. And the far right is itself splintering , leading to further instability in the European political process.

“Normally, these elections would be of a second or third order of importance,” said Mujtaba Rahman, managing director for Europe at the Eurasia Group consultancy. “But the vote matters because of the context.”

Never waste a crisis

The European Union grows through crisis. At the heart of this unique experiment at super-national governance lies the idea that the countries of Europe can achieve more together than each on its own.

Still, the way the bloc works rests on an inherent tension between the joint E.U. institutions mostly based in Brussels, primarily its executive arm, the European Commission, and the national governments in each of the 27 member states.

The commission fancies itself the guardian of a vision for a federal Europe, herding its members toward “an ever closer union,” per its founding document. The national governments oscillate between empowering and funding the commission, and seeking to control it, blame it for failures and grab the credit for successes.

This weekend’s elections will send a strong signal to European leaders of which side of the scale citizens want to place their finger. Each consolidation of power by Brussels has tended to be followed by some popular pushback, making Europe’s integration a process of two steps forward, one step back.

The pandemic was a case in point. After a brutal first wave that left Europeans without sufficient access to vaccines, the E.U. organized the purchase of billions of vaccine doses and Europeans quickly emerged from punishing lockdowns.

In many ways the response was considered a success. But it also engendered a deep distrust of Brussels in the pockets of voters, especially on the right, who are wary of government overreach, and may also be vaccine skeptics.

The vaccine procurement contracts remain secret, and there’s a pervasive sense that the E.U. ordered too many doses and wasted taxpayers’ money. (The New York Times is suing the commission in a Freedom of Information case before the European Court over documents pertaining to these contracts.)

As a profound economic crisis battered countries and unleashed dizzying inflation rates in the wake of the pandemic, the E.U. convinced its members to borrow money together to finance a vast stimulus plan. This Rubicon of sorts — borrowing together — broke new ground, and arguably prevented the collapse of the E.U. into a deeper and longer recession.

But it was also unpopular among the bloc’s richest nations that are the underwriters of such debt, and net contributors to the bloc’s spending. That, too, has incensed right-wing voters in countries such as Germany and the Netherlands, who feel that the E.U. takes too much from them and gives too little back.

The next test was Ukraine. When Russia launched a full-scale invasion, the E.U. sanctioned Russia in lock step with the United States and other allies. It severed ties with much of the Russian economy, ultimately forsaking it as an energy source — and in the process forgoing cheap access to electricity.

Today, though the United States remains Ukraine’s indispensable backer, the E.U. is sending billions of euros to Kyiv for arms and reconstruction and has offered it a future within its ranks as a full E.U. member down the line.

For voters who felt that supporting Ukraine has come at too high a price, and others who are pro-Russia, the war has become another driver of far-right appeal.

Which way now?

Following such crises, national governments usually seek to wrestle back some of the authority they had ceded to the E.U. to avoid calamity. That backlash is being reinforced by the nationalist, nativist parties that resent the loss of sovereignty to Brussels.

“The problem is that all the major areas where the E.U. needs to address problems for its citizens now — competitiveness, migration, security — these are issues at the limit of the E.U.’s competence,” said Mr. Rahman.

“These are areas that define state power, and it’s very hard to get countries to again cede sovereignty and build a collective and coherent European response.”

The E.U.’s political mainstream — the European Commission included — has tried to get out ahead of that trend by, for instance, tempering green policies to satisfy farmers who staged sometimes violent protests across Europe this year.

But the E.U. continues to push for greater coordination where it sees a new crisis looming — joint defense — an area it’s not very good at.

Another thing the E.U. isn’t great at is foreign policy, but, ready or not, these elections will influence whether the bloc can find its voice in an intensely fragmented global order.

A Trump presidency could erode American investment in NATO, push for faster peace in Ukraine on Russia’s terms, and swing the United States more aggressively behind Israel.

The E.U. would struggle to maintain a hard line against Russia if the U.S. cuts its support for Ukraine. Its promotion of international rules would also find challenges elsewhere, including in the Middle East where it is a secondary actor.

More broadly, with a stronger far right in the European Parliament, Trump-aligned leaders like Prime Minister Viktor Orban of Hungary, would move front and center.

With nationalist parties in coalition governments in seven of its 27 members, the E.U. could end up edging closer to a Trump-led United States. Its own aspirations for unity to make European power felt in the world would be tested.

“I think we should be prepared to respond to drastic changes coming from the U.S., but we may not be able to, largely because member states are not ready for it,” said Shahin Vallée, a senior fellow at the German Council of Foreign Relations.

“My base line scenario is that, if Trump is elected, European leaders will individually rush to the White House to do precisely what they did last time around: beg Trump for favors.”

President Biden observed the 80th anniversary of D-Day on the beaches of Normandy by asserting that the allied effort to stand up to Russia  is a direct extension of the battle for freedom that raged across Europe during World War II.

President Vladimir Putin of Russia warned that Western nations supplying Ukraine with long-range missiles and allowing them to be used to attack inside Russia could prompt Moscow to reciprocate against Western targets .

The decision by the Biden administration to allow Ukraine to strike inside Russia  with American-made weapons fulfills a long-held wish by officials in Kyiv  that they claimed was essential to level the playing field.

A scientist, a leftist and a former Mexico City mayor. Who is Claudia Sheinbaum?

Who is Claudia Sheinbaum, Mexico’s future first female president?

MEXICO CITY (AP) — Claudia Sheinbaum, who will be Mexico’s first woman leader in the nation’s more than 200 years of independence, captured the presidency by promising continuity.

The 61-year-old former Mexico City mayor and lifelong leftist ran a disciplined campaign capitalizing on her predecessor’s popularity before emerging victorious in Sunday’s vote, according to an official quick count. But with her victory now in hand, Mexicans will look to see how Sheinbaum, a very different personality from mentor and current President Andrés Manuel López Obrador , will assert herself.

While she hewed close to López Obrador politically and shares many of his ideas about the government’s role in addressing inequality, she is viewed as less combative and more data driven.

Sheinbaum’s background is in science. She has a Ph.D. in energy engineering. Her brother is a physicist. In a 2023 interview with The Associated Press, Sheinbaum said, “I believe in science.”

Observers say that grounding showed itself in Sheinbaum’s actions as mayor during the COVID-19 pandemic, when her city of some 9 million people took a different approach from what López Obrador espoused at the national level.

While the federal government was downplaying the importance of coronavirus testing, Mexico City expanded its testing regimen. Sheinbaum set limits on businesses’ hours and capacity when the virus was rapidly spreading, even though López Obrador wanted to avoid any measures that would hurt the economy. And she publicly wore protective masks and urged social distancing while the president was still lunging into crowds.

On the campaign trail she said little more than that she would expand the quasi-military National Guard created by López Obrador and continue his strategy of targeting social ills that make so many young Mexicans easy targets for cartel recruitment.

“Let it be clear, it doesn’t mean an iron fist, wars or authoritarianism,” Sheinbaum said of her approach to tackling criminal gangs, during her final campaign event. “We will promote a strategy of addressing the causes and continue moving toward zero impunity.”

Sheinbaum has praised López Obrador profusely and said little that the president hasn’t said himself. She blamed neoliberal economic policies for condemning millions to poverty, promised a strong welfare state and praised Mexico’s large state-owned oil company, Pemex, while also promising to emphasize clean energy.

“For me, being from the left has to do with that, with guaranteeing the minimum rights to all residents,” Sheinbaum told the AP last year.

In contrast to López Obrador, who seemed to relish his highly public battles with other branches of the government and also the news media, Sheinbaum is expected by many observers to be less combative or at least more selective in picking her fights.

“It appears she’s going to go in a different direction,” said Ivonne Acuña Murillo, a political scientist at Iberoamerican University. “I don’t know how much.”

Sheinbaum will also be the first person from a Jewish background to lead the overwhelmingly Catholic country.

Levi Wright’s grieving mother said the decision to leave the toddler unsupervised before his tragic drowning last month will “haunt me for the rest of my life.”

“In that moment he was my responsibility alone,” Kallie Wright, wife of rodeo star Spencer Wright, wrote on Facebook Thursday , breaking her silence for the first time since the couple took the 3-year-old tot off life support over the weekend.

In the heartbreaking post — written at 3 a.m. — Kallie Wright shared new details about the moments before little Levi drove his toy tractor into a creek behind the family’s Utah home on May 21.

The small waterway divides the Wright’s property from Levi’s grandparents, she explained, adding that a concrete road runs through it and is accessible during the drier months.

Wright even shared a video of Levi, along with sister Steeley and their dad — each on horseback — crossing the shallow stream.

“It’s how we’ve gotten to their house safely most days as sometimes our dirt road is a nascar raceway. My kids have rode their bikes, driven their ride on toys & even walked this way a million times. Water only runs through for a short time during the year and can change over night,” Wright wrote.

“Levi did not do anything he hasn’t done before, but this time the water was at its peak & strong enough to push his tractor off the road into the creek as he drove through.”

On that fateful day, Wright admits she gave Levi permission to ride his tractor on the family’s 24-acre property, but she gave a warning to stay away from the creek.

The toddler’s grandmother wasn’t home, she told the boy, and asked that he only ride around the house.

“As he drove off, I ran back in the house. That’s a decision that will haunt me for the rest of my life,” the devastated mother wrote.

“Whether I went back to check on my sleeping baby, swap the laundry, wash a bottle or put away lunch, I honestly don’t know. Whatever it was, wasn’t more important than following him that day.

“Although I’m a firm believer that our stories are written long before we reach this earth & that our Lord will take us when he’s ready, I will lose sleep over this for eternity.”

Little Levi vanished beneath the fast-moving currents and was dragged about a mile down the river, though rescuers are unsure how long he had been submerged.

The bubbly toddler was not expected to survive but showed some promising signs early on despite being declared brain dead — and even woke up in his hospital bed, giving his family hope.

Multiple tests and MRI scans, however, proved that the boy was not improving, and his family made the tough decision Sunday to take him off life support.

Although wracked with guilt, Kallie Wright shared the “vulnerable and hard” story with her followers and pushed back against online attacks aimed at her family.

“I know 3 things to be true,” Wright wrote.

“1. I am not a perfect mom but I am a good mom. 2. My little boy loved me with all he had. 3. Never say never because it only takes seconds and it can happen to you too.

“I pray anyone who judges me or has hurtful words to say never finds themself on the receiving end of a nightmare like this.”

Spencer Wright, 33, was ranked 35th in the world in 2023 by ProRodeo.

He comes from a long line of famous cowboys — including his father, ProRodeo Hall of Famer Bill Wright.
